PERFORMANCE WORK STATEMENT (PWS)
Total Bird Exclusion Netting System Removal and Installation Project Hangar Bay 13
1. DESCRIPTION
1.1. The contractor shall provide all labor, remove and dispose of existing netting, supervision, materials, equipment, tools, and transportation necessary to design, furnish, and install a bird exclusion netting system in Hangar 13 at Joint Base Andrews, Maryland. The purpose of this system is to eliminate bird nesting and roosting within the facility and prevent further avian access by sealing off entry points in the walls and ceiling.
2. BACKGROUND
2.1. Bird intrusion into Hangar 13 has resulted in safety, sanitation, and operational concerns. Birds have been observed entering through openings in the upper walls and roof trusses, nesting in structural crevices, roosting on pipes and support beams. The resulting waste and debris pose health hazards and risk damage to sensitive aircraft systems.
3. SCOPE
3.1 The contractor shall:
Remove any existing bird control systems within Hangar 13.
Install a new bird exclusion netting system, approximately 49,500 square feet of 3/4" black bird netting on ceiling and upper wall area.
Install a new bird exclusion netting system, approximately 7,500 square feet of lower ceiling in aircraft nose bays.
Include additional protective netting of 6,240 square feet around 24 wall-mounted heater units (each approximately 65 ft x 4 ft coverage) to prevent birds roosting in high-temperature proximity zones.
Seal all known or suspected exterior entry points above the new bird exclusion netting to fully enclose the facility.
Install black PVC coated hardware cloth or equivalent to any points where netting is less than ideal sealant method (e.g. I- beam pockets and hard to reach corners).
Provide and install a minimum of 20 access points (zippered or equivalent openings) to facilitate maintenance of the facility infrastructure located above the netting system.
4. QUALITY ASSURANCE
4.1 Materials
4.1.1. Netting shall be constructed of UV-stabilized, flame-resistant, and rot-proof knotted polyethylene or equivalent. The net shall be non-corrosive, non-conductive, and thermally stable in environments ranging from sub-zero temperatures to 270F to accommodate proximity to heater units. The netting shall have a minimum break strength of 40 pounds per ISO 1806 protocol or equivalent. Mesh size shall be 3/4" square or smaller to prevent passage or nesting of common pest bird species.
4.1.2. All hardware (cables, crimps, anchors, clips) shall be stainless steel or galvanized corrosion-resistant metals.
4.1.3 All materials and installation methods meet the specifications outlined in this PWS.
4.2 Execution
4.2.1. The system shall be tension-mounted within a perimeter stainless steel cable framework anchored into masonry joints or structural members.
4.2.2. Netting must be taut, uniform, and free of droop or sag to eliminate perch points.
4.2.3. Contractors shall use non-sparking tools and no flame-producing equipment (e.g., welding, open torches) to avoid accidental activation of the hangar fire suppression system.
4.2.4. All penetrations (e.g., drilled anchor points) shall be limited to mortar joints when feasible and shall not exceed 3/16" in diameter and 1" in depth.
4.2.5. Installation shall be performed in a manner that does not damage or discolor adjacent structures.
4.2.6. The contractor shall safely detach, remove, and properly dispose of all existing bird netting, framework, cables, and associated legacy hardware currently installed in the designated areas of Hangar 13. All removed materials must be transported and disposed of off-base in accordance with local, state, and base environmental regulations.
4.3 Protection and Cleanup
4.3.1. The contractor is responsible for protecting the hangar, aircraft, and all adjacent structures and finishes from damage, discoloration, or deterioration during both the removal and installation phases. Any damage caused by the contractor must be repaired at the contractor's expense.
4.3.2. The contractor shall coordinate work with tenant aircraft maintenance contractors to ensure no work is conducted above aircraft in the hangar to prevent foreign object damage to aircraft.
4.3.3. Work areas shall be cleaned of debris and bird waste prior to net installation.
4.3.4. The contractor shall maintain a clean and safe work environment. At the end of each workday, all debris, rubbish, and discarded materials (including removed legacy netting) must be removed from the site.
5. QUALIFICATION STANDARD
5.1. Contractors shall have documented experience in at least three projects of similar size and complexity within the past five years.
5.2. Individual installers shall be experienced in bird exclusion system installation in operational or sensitive facilities such as aircraft hangars.
5.3. All deliverables are submitted on time and are complete.
6. SUBMITTALS
6.1. Prior to installation, the Contractor shall submit:
1. Product data for netting and hardware including Safety Data Sheets (SDS) if applicable.
2. Installation plan and sequencing.
3. Netting and anchor hardware examples.
4. Access point (zipper or equivalent) design details and placement plan.
7. HOURS OF WORK
7.1. All work shall be scheduled in coordination with the facility manager to avoid interference with flight operations. Work may be subject to restricted hours or blackout periods depending on mission or base security requirements.
