About this file

This is an RFQ Questions and Answers document that clarifies requirements for the Total Bird Exclusion Netting System Removal and Installation Project at Hangar 13, Joint Base Andrews, Maryland. The project requires contractors to remove existing netting throughout the entire hangar and install a new bird exclusion netting system to prevent avian access and nesting. All offerors must complete a mandatory site visit to obtain schematics before submitting pricing, and quotes should be based solely on the Performance Work Statement quantities and site visit observations. No additional blueprints or plans will be provided by the government.

The offer due date is 08/07/2026 at 5:00 PM ET with an anticipated award date of 20-25 September 2026, and the period of performance is 08/10/2026 through 09/07/2026. Work hours are restricted to 0800-1500 Monday through Friday, excluding Federal Holiday weekends, with Saturday work available through coordination with VR-53 Duty Section. Contractor badging and site access approval requires 3-5 business days with a recommended one-week lead time. A designated laydown and staging area will be allocated on the north side of Hangar 13 by VR-53 for materials and equipment storage. The Department of the Navy Naval Supply Systems Command is the procuring agency, and extensions to the quote due date are possible if finalized funding obligation can occur before the end of the fiscal year.
