Statement of Work (SOW) FOR Jaglink Sustainment Services In Support of the Office of the Judge Advocate General and Naval Legal Service Commands

I. BACKGROUND

The Office of the Judge Advocate General (OJAG) and Commander, Naval Legal Service Command (CNLSC), are responsible for providing legal advice and related services throughout the Department of the Navy (DON). The JAGLINK application is a custom contact application that houses information on service members and civilians in the JAG community. JAGLINK was developed and hosted inside of SharePoint and is now being sustained within the FlankSpeed environment, a Microsoft 365-based platform designed for the DoD that provides a suite of collaboration and productivity tools in a secure cloud environment.

II. SCOPE

This Statement of Work (SOW) outlines the services, deliverables, and expectations between the contractor and The Office of the Judge Advocate General (OJAG) for the ongoing sustainment and support of JAGLINK within the FlankSpeed environment. For the purposes of this SOW, a "small change" is defined as any modification or enhancement that can be completed within 20 hours of effort. Any change request anticipated to exceed this threshold will be considered a new enhancement and will require a separate scope and approval process.

III. ASSUMPTIONS.

1. Contractor Personnel will report to IT OPS and the Detailers Office and provide weekly reports to IT OPS on hours worked and what actions were completed for the week.

2. Contractor Personnel will maintain access to the NMCI Navy Network and an active CAC.

3. Contractor personnel will have the necessary expertise to interface directly with stakeholders to clarify requirements and manage expectations regarding the JAGLINK application's capabilities.

4. The underlying FlankSpeed/Microsoft 365 platform will remain stable and accessible, with any platform-wide changes communicated by the government in a timely manner.

IV. APPROACH

The contractor shall adopt a three-pronged approach to the sustainment of the JAGLINK application:

1. Proactive Management Implement a continuous monitoring strategy to identify and resolve potential issues before they affect users. This includes performing regular application health checks and monitoring process flows to ensure optimal performance and minimize downtime.

2. Structured Processes Utilize a formal process for managing bug fixes, issue resolution, and user support, guided by the Service Level Agreements (SLAs) defined in this SOW. All changes and resolutions will be tracked and prioritized systematically.

3. Continuous Improvement Prioritize comprehensive documentation, knowledge transfer, and user training to reduce recurring support requests. The contractor will translate user feedback and technical analysis into actionable recommendations for future application enhancements.

V. REQUIREMENTS

a) Proactive Monitoring and Health Checks

1. Continuously monitor application performance to identify and address potential issues before they impact users.

2. Perform routine "health checks" on the app to ensure all components are functioning as expected and are compatible with updates to the underlying platform (e.g., Microsoft 365, Dataverse).

3. Monitor Power Automate run histories to identify and troubleshoot failed flows.

b) Bug Fixes and Issue Resolution

1. Manage a backlog of reported issues, prioritizing "break-fix" problems over enhancement requests.

2. Troubleshoot and resolve common issues, such as data validation errors or problems with business rules.

3. Conduct root cause analysis to identify the source of complex issues, which could originate from Power Automate logic, Dataverse data constraints, or user permission errors.

4. Adhere to the following Service Level Agreements (SLAs) for issue resolution:

"Priority" "Definition" "Response Time" "Resolution Time" "Critical" "Application Outage / System Unusable" "1 Business Hour" "4 Business Hours" "High" "Major Functionality Impaired" "2 Business Hours" "8 Business Hours" "Medium" "Minor Functionality Impaired" "8 Business Hours" "3 Business Days"

c) Maintenance and Enhancements

1. Create, troubleshoot, and optimize automated, instant, and scheduled flows to handle business logic and notifications

2. Over the course of the period of performance, the contractor shall provide a total level of effort not to exceed 80 hours for developmental support of new enhancements. All requests for enhancements will be submitted to the IT OPS Government POC, who will have the final authority to prioritize the work and approve the use of these development hours.

3. Implement approved "small changes" to the application, such as adding new fields, modifying forms, or adjusting business rules.

4. Translate user feedback and recurring support issues into actionable suggestions for future enhancements

d) User Support and Training

1. Provide Tier 2 and Tier 3 technical support for end-users.

2. Develop and maintain user-friendly documentation and a library of short tutorials for any new application features.

3. Provide training to end users to aid them in maximizing use of the application

e) COMPLEXITY/RESPONSIBILITY Work on this requirement demands a high level of knowledge of the Power Platform (Power Apps, Dataverse, Power Automate), Microsoft 365, and the business processes of the JAG community. The contractor must analyze and understand JAG's business requirements to ensure the application aligns with user goals.

f) GOVERNMENT RESPONSIBILITIES

1. The government will provide timely access to all necessary systems, accounts, and points of contact (POCs) to facilitate the contractor's work.

2. The government will be responsible for providing and maintaining NMCI Navy Network access and active CACs for contractor personnel.

3. Delays in providing necessary access or resources may result in adjustments to project timelines and deliverables.

g) SCOPE OF INTERPERSONAL CONTACTS Contacts are with IT OPS, government personnel, and detailers.

2. CONTRACTOR SHALL NOT:
