About this file
This is a Request for Quotation (RFQ) for Legislative Online Subscription Services issued by the Navy to women-owned small businesses. The solicitation number is N0018926QD201, with quotes due by 4:00 PM EST on 28 August 2026. The Government seeks six licenses for a web-based legislative intelligence platform to support the Office of the Special Assistant for Legislative Matters to the Deputy Chief of Naval Operations. The base contract period runs from 1 October 2026 through 30 September 2027, with four one-year option periods extending through September 2031. Quotes must be submitted electronically to Dakota Laughlin, Kevin Clauson, and Adelina Lozzi at specified Navy email addresses. The acquisition is unrestricted with a HUBZone small business set-aside and is set aside for women-owned small businesses (WOSB), economically disadvantaged women-owned small businesses (EDWOSB), and other small business categories.
The required platform must provide AI-integrated capabilities to synthesize Congressional documents, bill monitoring and tracking from at least the 105th Congress, committee markup coverage with 24-hour reporting timelines, verbatim Congressional hearing transcripts searchable by multiple criteria, Congressional Research Service reports, bill summary reports, routine House floor activity and Congressional news reports, and event information. The system must support custom lists and email alerts by keywords, bills, committees, members, and other legislative entities, plus predictive analytics for legislative personnel. Firm fixed pricing is required for all line items with pricing arrangements specified for each contract year. The evaluation will be based primarily on price unless the contracting officer has past performance information indicating the lowest price may not represent best value, in which case the Government reserves the right to conduct a price and past performance tradeoff. All FAR and DFARS clauses applicable to commercial products and services are incorporated, including those addressing small business representations, cybersecurity, export controls, and payment through Wide Area WorkFlow (WAWF) system.
