About this file
This is a Request for Proposal (RFP) for Lightweight Modular Berths (LWMB) for the U.S. Navy's Mid-Atlantic Regional Maintenance Center (MARMC). The solicitation seeks to award up to two multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contracts with a total project ceiling of $16,000,000 over a 5-year ordering period with a potential 6-month extension. The procurement is for shipboard berth units and associated components used in naval ship habitability improvements, including various configurations of crew/troop, CPO/NCO, and officer berth units with multiple sleeping surface heights, locker arrangements, and accessory options.
The solicitation is set aside for small businesses and will use a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals are due by 10:00 AM on June 24, 2025, and must include a technical acceptability certification and detailed pricing spreadsheet. The berth units must comply with specific military specifications, including NAVSEA drawing 804-5959312 Rev D1, and undergo rigorous quality and shock testing requirements. Contractors must have a quality management system and be prepared to provide comprehensive documentation, including system security plans and background investigations for personnel accessing Navy facilities and information systems.

2.5 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. The invoked drawing has precedence where the requirements of the invoked drawing differ from those of MIL-PRF-32038. The LINE ITEM and this SOW have precedence where the requirements of the LINE ITEM or this SOW differ from those of the invoked drawing or MIL-PRF-32038.
3. REQUIREMENTS
3.1 General
3.1.1 Manufacture all items in accordance with the invoked drawings, Schedule Line Item Description (LINE ITEM), MIL-PRF-32038, and this Statement of Work (SOW) except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract. MIL-PRF-32038 supersedes MIL-F-902 (Historical) except as indicated in section 4. This SOW may have modified several of the mandatory requirements/notes as given within referenced documents. A complete review of all documents must be accomplished in order to satisfy item procurement and manufacturing requirements as stated herein.
3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents or their references is the same as the word “must” and identify requirements.
3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents.
Nevertheless, the LINE ITEM and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the LINE ITEM or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor should select the grades, conditions, etc. as the Contractor recommends.
3.1.4 Approvals And Substitutions
a. Mid-Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.
1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs.
Submittals must include contract number, applicable LINE ITEM and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e-mail address. Submit RFDs and ECPs in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.
2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.
3. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.
b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.
1. Proprietary Features: The Government has unlimited rights to all submitted designs, drawings and so forth, including all designs, details and notes submitted in support of RFDs and ECPs in relation to this contract/solicitation. No proprietary features are requested, desired or acceptable. The Government may remove or ignore any restrictive markings or limited rights statements from all documents submitted in relation to this contract/solicitation.
c. Forward a copy of all modifications, delivery orders, and delivery order changes to the MARMC TPOC upon receipt.
d. The MARMC TPOC will forward the Government response to the vendor not later than thirty (30) days after receipt. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.
3.1.5 Affix permanent manufacturer’s labels in accordance with 804-5959312 Rev D1 Note 16.
3.1.6 Design and Manufacturing. Each LWMB unit, including berth unit Subassembly and/or component, and articles of berth outfitting must meet the following:
a. Conform to the requirements of the NAVSEA Type Drawing 804-5959312 and the SOW. This drawing depicts various types of berth unit configurations for Crew/Troop, and CPO/NCO berth units which are also used for Officers. Berth types or unit configurations may range from 2-high to 4-high sleeping surfaces with various vertical clearances; with short, medium or long berth unit lengths; with various combinations of Berth Lockers and Berth Pans;
and with associated accessories. Drawing 804-5959312 Rev D1 created more vertical spacing options, significantly increased the Subassemblies and range of Berths that might be procured.
Appendix 1 “Berth Identification Breakdown” contains a description of the system used to create the unique Find Number for each configuration.
b. Conform to material and manufacturing requirements of the individual product or process specification listed in this technical procurement specification.
c. Free from slivers, burrs, and sharp edges which may result in injury to personnel engaged in the handling and/or erection of Subassemblies and/or components that form each berth unit.
d. Free of surface and paint defects and other irregularities that detract from the appearance of the furniture.
3.1.7 Unless otherwise indicated, references to Sheets, Details, Piece Numbers, or "804- 5959312" refer to NAVSEA Type Drawing 804-5959312 Rev D1.
3.2 Detail Requirements
3.2.1 Fasteners.
a. Include all fasteners plus 20% overage for a typical successful assembly and erection of each berth unit, even if over and above the fastener quantities listed as individual LINE ITEM descriptions or as referenced in the invoked drawing. The installation drawing identifies the fasteners used for each connection. Package the fasteners with or attach to the individual item. Bulk packaging of fasteners is not authorized.
b. Hardware Exceptions: There is no requirement to provide Welding Studs, Threaded Studs, Stud Sockets and Hex Nuts (Piece Numbers 43, 44, 45 and 46 respectively), Anti-Kick-In Clips, Flashing (Piece Number 88) or Blind Rivets for flashing.
c. Dual Hardware for Spares: Where there are two possible fasteners for a particular joint connection, provide both types of fasteners for on-site assembly. For example, a Spare Berth Locker requires four (4) Hex Head Machine screws, four (4) Washers, six (6) Pan Head Machine screws and six (6) Nuts (plus 20% spare of each) since the Berth Locker could be installed within the berth unit as either a Bottom, Intermediate or Top Berth Locker.
3.2.2 Subbase Trim. Provide excess Subbase Trim stock to allow for scribing the trim to suit deck irregularities and/or slope. Piece Number 41 must be 2-1/2 inches high, and Piece Number 42 must be 6-1/2 inches high. Height of Subbasses must be as indicated in Line Items. Seal and smooth the vertical face of the subbases all of the way to the top of the subbase. Sealing may be by seal welding, or an approved high temperature sealer/putty, or by the powder coating, with the inspection criteria that no light can be seen through a joint when inspected with a bright light.
3.2.3 Level of Berth Unit Assembly. Assemble and make each berth ready for field installation to the maximum extent possible. Fully assemble each Subassembly and provide all mounting holes as required by the drawing and specified within this SOW. Ensure all Subassemblies properly fit together when following the approved installation assembly drawing and supporting erection sequence instructions.
3.2.4 Curtain Track: Factory install the Curtain Track (Piece Number 65) on each Grab Bar (Piece Number 63). Factory install the Curtain Track (Piece Number 65) on the bottom front edge of each Intermediate and Upper Berth Locker and/or Berth Pan when ordered as part of a berth unit. Mill Insert Apertures at both end of all Curtain Tracks in accordance with A-A-59473.
3.2.5 Step/Lift Handles: Predrill all Berth Lockers and Pans with the holes for mounting the Step/Lift Handles (Piece Numbers 53 and 90). (NOTE: The Step/Lift Handle is a component of the Berth Locker LINE ITEM and is a separate LINE ITEM for the Berth Pan LINE ITEM.)
Ship the Step/Lift Handles (Piece Numbers 53 and 90) with but loose from the Berth Lockers and Berth Pans. The Installer will mount the Step/Lift Handles at time of the final assembly with the provided fasteners.
3.2.6 Insert Panels: Factory install the Insert Panels (Piece Number 50) in the HD/FT Board Frame Assemblies. Insert Panel corners may be minimally notched to clear welds on the HD/FT Board.
3.2.7 Kick-Out Panel and Frames: Install the Kick-Out Panel (Piece Number 52) and Frame (Piece Number 51), Subassembly 51D0, in the Bottom Back Panel of each berth specified with the Extension Letter "Q".
a. Center the Subassembly relative to the head and foot end of the berth unit at a height where the bottom edge of the Kick-Out Panel (Piece Number 52) is aligned with the top of a 3-inch mattress for Crew/Troop, and a 4-inch mattress for CPO.
b. Paint the Panel and the Frame separately, prior to assembly, so that there is no paint bond between these components.
3.2.8 Cardholder: Ship the Cardholders (Piece Number 68, plus fasteners) with but loose from the Berth Lockers and Berth Pans. The Installer will mount the Cardholders at time of the final assembly with the provided fasteners.
3.2.9 "Long Berth" Label Plate: Ship a "Long Berth" Label Plate (Piece Number 140) with but loose from each long berth, and with but loose from each separately ordered long locker and long pan, (size 3 and size 5). The Installer will mount the "Long Berth" Label Plate on foot end of the top sleeping surface at time of the final assembly using Installer provided epoxy adhesive or permanent double-sided tape.
3.2.10 Towel Bars. Ship the Towel Bars (Piece Number 54) loose.
3.2.11 Mounting Holes.
a. Berth Light. Pre-punch knockouts that will produce a ¼” hole for mounting a Berth Light (Piece Number 49) during field assembly for all middle or upper Berth Lockers, Pans and Cover Panels. Use Detail 90-A of drawing 804-5959312 to identify location of knockouts. Knockouts are acceptable in Bottom Lockers and Pans, but not required. (Berth Lights will be separately procured.)
1. Use Style 1 knockout locations for Style 1 and 1a spacings. Use Style 2 knockout locations for Style 2 and 2a spacings.
2. For CPO/STNCO Berths, provide knockouts to suite Style 2 and Style 3. For CPO/SNCO units the front to back dimension for the centerline of the hole pattern is 15.280-inch (instead of 14.280). For Style 3 cases, instead of the 15.769-inch dimension for Style 1, use 10-1/4-inch from the end. (Adjust to clear Pc 95 if needed.) Use this Style 3 location for all nominal spacings of 23-inch and greater.
b. EEBD Stowage Container Bracket. Provide holes in the EEBD Stowage Container Bracket (Piece Number 87) to suit installing the EEBD Stowage Container FN 224 ARR using drawing 803-5751208 for the hole size and pattern. Locate the hole pattern so that the Stowage Container is located 1-inch from the back of the Container Bracket. (EEBD Stowage Container will be separately procured.)
c. Towel Bar. Omit the mounting holes through the HD/FT Board for the top Towel Bar (Piece Number 54).
d. Lee Straps. Unless otherwise indicated by the Delivery Order, provide mounting holes in every berth to allow installation of a Ring Keeper (Piece Number 67) on each Berth Locker, Berth Pan and Grab Rod. Unless otherwise indicated by the Delivery Order, provide mounting holes in all Berth Locker lids and/or Pans to allow installation of Lee Straps. It is expected that all berths will receive Lee Straps whether they are ordered though this contract or another vehicle.
e. Grab Bar. For clarification and emphasis, the bolting of the grab bar changed between revision “C” and revision “D1”. In lieu of drilling holes for 1/4-inch rivets, provide two each 7/32" diameter holes for 3/16-inch rivets and one each #10 hole for a self-tapping screw in each end of the Grab Bar. Locate the holes as identified in Detail 68-C of drawing 804-5959312 Rev D1. Provide rivet holes in the inside face of HD/FT boards to suit Grab Bar Pc 64 (bottom hole toward the front). Provided four each blind rivets (Piece Number 142) and two each Type “F” screws (Piece 139) with each Grab Bar, plus 10% spares as with all fasteners.
f. Locker Lid Lift Assist Device. When specified as part of a berth unit, install the Locker Lid Lift Assist Device in the applicable Locker(s). If a quantity one is specified as part of a 3 High 3 Locker unit, install the Locker Lid Lift Assist Device in the locker identified as the top locker.
3.2.12 Berth Locker and Berth Pan Welds.
a. Hinged Berth Lid/Berth Rail: Completely weld the back corner joints of the Berth Rail extrusion (Piece Number 20) on both sides of the joints. Grind smooth the butt weld portions of the joints (top and bottom of the 0.094-inch thick flange) to suit Piece Number 21 and the berth locker body. Completely weld, (butt and fillet) on the inside, the front corner joints of the Berth Rail extrusions (Piece Numbers 19 and 20) and the End Plate (Piece Number 114), except in the way of the Bottom Panel (Piece Number 21). (See Detail 51-E).
b. Berth Pan/Berth Rail: In addition to welds shown in Detail 55-E, completely weld (butt and fillet) the inside joints of the Berth Rail extrusions (Piece Number 19), except in the way of the Bottom Panel (Piece Number 21).
3.2.13 Head/Foot Board Assemblies. The access holes for berth light wires are only in the right-hand column of the Head/Foot Board. When the light is installed at the left end of the berth, the cord comes out of the light near the back of the berth. When the light is installed at the right end of the berth, the cord comes out of the light near the front of the berth. The light cord then goes up the extrusion in the nearest corner, which is always the right-hand column of the Head/Foot Board. Although the solicitation provides the flexibility to procure unique Head/Foot Board conditions with the omission of selected insert panels, it is currently expected that berths will primarily be ordered as Basic Berths with all of the Head Boards for a given Type/Size/Style the same, and all of the Foot Boards the same. In this Basic Berth configuration, the one of the two Head/Foot Boards that gets access holes in the right column for berth lights becomes the Head Board. The other Head/Foot Board (which will be the Foot Board) gets access holes for fans in both columns. In all cases the top of every Head/Foot Board gets four (4) 0.500 diameter access holes, and 4 bushings and 4 plugs as shown in Section 35-F.
a. Similar Frame Assemblies-Light Cords: When the Head/Foot Board Assemblies are the same (due to the inclusion or omission of the same Insert Panels), furnish one of the Head/Foot Board Assemblies with 9/16-inch by 1-½-inch, elongated, in the right-hand column, Berth Light wiring access holes in the face of the extrusions. Center the holes in the 1-½-inch face of the extrusion, about 1-inch below the Intermediate Rail (Piece Number 2). Provide rubber grommets (Peice 172) suited to the elongated holes and the larger of the two Berth Light cords.
The panel with the access holes for the Berth Light cord becomes the Head Board.
b. Similar Frame Assemblies-Fan Cords: When the Head/Foot Board Assemblies are the same, such as typically having all Insert Panels installed, provide in the Foot Board, 3/4-inch diameter access holes for fan cords in both columns in the locations shown in Detail 35-A.

Upon request, the Government will provide a pre-approved installation/assembly drawing template that can be printed as 11x17 paper on 4 sheets or less.
b. If any deviations are made which might affect the installation, the manufacturer may be required to submit a new installation/assembly drawing for approval. The drawing must be self-explanatory and easily read by a worker who is not familiar with reading drawings.
3.2.21 Shock Hardened Berth Unit. When a Berth ID Number (or Find Number) contains the Extension Letter "W" and/or Berth Unit line items invoke MIL-DTL-901, manufacture and provide the berth units and/or components precisely matching the Shock specific features of 804- 5959312 Rev D1 which has been Shock Qualified. When implemented in strict compliance with this specification and drawing 804-5959312 Rev D1 the unit is shock approved for Grade B applications per MIL-DTL-901 as noted on sheet 11 of the drawing.
a. Shock Related Deviations From 804-5959312 Rev D1. If for any reason a manufacturer prefers to manufacture in compliance with a previously approved Shock Qualification, or desires a deviation from this specification and drawing 804-5959312 Rev D1, it is solely the responsibility of the manufacturer to obtain MIL-DTL-901 approvals specific to this contract in accordance with strict compliance with Appendix 2. The Government does not intend to approve or accept any deviations which might affect shock performance or interchangeability of pieces between manufacturers. However, vendors are welcome to submit recommendations for changes, or deviations, or for extension of existing shock test approvals, or to propose new shock testing. If a vendor submits a recommendation or proposal, it will be evaluated
b. For each berth unit that is required to meet shock requirements Delivery Orders will include the Find Number 86CW (Shock Hardening) as one of the required Subassemblies in the Breakdown of Subassemblies. Find Number 86CW is not a specific hardware item; rather, it is included in Schedule A with separate pricing to cover all costs of all of the special features, over and above the regular berth components, that are required for shock qualification. When Find Number 86CW is in the Breakdown of Subassemblies, all Subassemblies must match the Shock Qualifications, even if W indicators are not indicated in the Subassembly numbers. For example, the Head/Foot Boards do not have separate Line Items to break out the required distinct reinforcing or cost for shock compliance. (FN 86CW was formerly FN 67C1.)
4. INSPECTION AND ACCEPTANCE
4.1 Inspection and Acceptance (Origin)
4.1.1 The Government inspection of the supplies or services to be furnished hereunder may be performed by the cognizant Defense Contract Management Agency (DCMA) office, or others as assigned by the TPOC, at the contractor's or subcontractor's plant located at (to be determined at time of award) and the acceptance of the supplies or services must be conducted at the government location (to be determined at time of award). The location designated for such inspection and acceptance may not be changed without prior, written authorization of the Contracting Officer.
4.1.2 The cognizant inspector must be notified when supplies or services are ready for government inspection.
4.1.3 Advance notification of the cognizant inspector [X] is [ ] is not required at least 7 day(s) (may be edited at time of award) prior to conducting inspections and/or testing.
4.1.4 The contractor must respond to any Government corrective documents, such as Quality Deficiency Reports (QDR'S), etc. issued because of unsatisfactory contract performance. The appropriate corrective actions must be taken by the contractor and written response must be provided in accordance with the specific corrective action document requirements.
4.2 Inspection and Acceptance (Additional Provisions)
4.2.1 Inspection may be accomplished at any work location involved and authorized government representatives must be permitted to observe the work or to conduct inspection at all reasonable hours. Inspection or test by the Government of any services rendered or supplies furnished hereunder does not relieve the Contractor from any responsibility regarding defects or other failures to meet contract requirements which may be discovered prior to final acceptance by the Government, or latent defects.
4.2.2 Manufacturer Inspection: Vendors may rely on the material certifications from the manufacturer provided that traceable documentation is available, and that the manufacturer is in compliance with a documented quality management system which has been accepted under a DCMA audit or an ISO 9001:2015 (or later) system certified by a third party accredited by ANAB. The vendor is not required to have copies of all inspection records on hand, but inspection records must be available on request from the government. If documentation is not otherwise available, the vendor is responsible to comply with all testing and inspection called for by references which are cited by the contract SOW or LINE ITEM. Retain inspection records and make available for review on request through at least one (1) year past the end of the last delivery on the contract.
4.2.3 Inspection for delivery under this solicitation and resultant contract: Inspection for delivery must include a lot-based sample to be visually and dimensionally inspected. Inspection will include examination for attributes addressed in MIL-PRF-32038. Materials delivered under this solicitation and resultant contract are Habitability material for which aesthetics are part of the acceptance criteria. Sharp edges or burrs are not acceptable. Inspection may include consideration of the attributes of Table V Classification of Defects of MIL-F-902 (Historical).
Use the acceptance criteria of paragraph 4.3 and Tables III and IV of MIL-F-902 (Historical) or the following:
4.2.4 Lot Size Definition & Alternative Sample Size: In lieu of other sampling size and sampling criteria, the vendor may elect to consider each Find Number submitted for delivery at one time as its’ own lot and use the following “Table: Sample Size” to determine the required sample size for each lot. If any samples are found to be defective, the defective items are rejected and every item in the lot must be individually inspected. This sampling scheme may be applied to all materials under this solicitation and resultant contract. Smaller sample size and cursory inspection may be applied to mass produced items such as Hat and Coat Hook FN 413 ARR based on a documented QMS and email approval from the TPOC.
Table: Sample Size
Lot Size Sample Size 1 – 3 All 4 – 8 3 at Random 9 – 25 5 at Random 26 – 40 7 at Random > 40 10 at Random
4.2.5 The government may choose to perform additional inspections.
4.2.6 Additional Orders should not be made under this solicitation until after first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.
4.2.7 Orders should not be made under this solicitation while a vendor is late on another order, or while there are any other outstanding technical or quality issues.
4.2.8 SHOCK QUALIFICATION REQUIREMENTS
a. This solicitation or any resulting contracts will NOT order or pay for any shock testing. The intention for this solicitation or any resulting contracts is that all production must be standardized in strict compliance with invoked shock qualified drawings.
b. Qualify all items referencing shock or MIL-DTL-901 or MIL-S-901 to Shock Grade B of MIL-DTL-901, except FN 224 which requires Grade A. In general terms, the manufacturer is responsible to manufacture units to documented and approved details and authorized deviations such that the items will pass shock testing. The Grade B items are not required to be functional after the shock test. The suffix “W” on Find Numbers indicates that the item must be shock qualified.
c. All shock qualification extension requests, testing and reports must be accomplished, documented and approved in accordance with the requirements of this contract prior to submitting related production items to the Government.
d. The contractor/manufacturer must determine the level of design modification or reinforcement required for meeting the High-Impact Test criteria, nevertheless, if it is in the governments best interest to promote standardization and minimize weight increase. The contractor/manufacturer is entirely responsible for shock test scheduling and management and for the performance and satisfactory completion of all test requirements. Prior to commencing shock testing, the contractor/manufacturer must have obtained the required Government review and approval for all design modifications or deviations. This Government review will consider such issues as weight increases and ease of assembly. Include copies of all deviations or changes as part of the Shock Test Procedure and Shock Test Report. Production units and Installation drawings with them must match the way it was done and documented during the shock qualification.
e. High-Impact shock testing is an independent evolution and is not to be associated with nor delay the performance of the First Article Test and Inspection or the delivery of units that are not required to be shock hardened (shock qualified).
f. Quality Management System (QMS):
1. Shock qualified components and units have attributes which cannot be confirmed by inspection of the final product such as control of materials and processes, welding, spot-welding, preparation and painting, therefor QMSs are required. To be approved for manufacturing Shock Qualified items, manufacturers must work in compliance with a documented QMS which is subject to approval, and then subject to ongoing audit and on-site inspections throughout production. A certified ISO 9001 system will be an acceptable system, and then subject to ongoing audit and on-site inspections throughout production. Known successful production of shock qualified components and units will be a consideration for approval of the QMS, in cases where the system is not ISO 9001 certified by an organization accredited by an IAF member.
2. It is not necessary to be ISO 9001 certified to be granted award of a basic contract. It is not necessary to have experience manufacturing shock qualified furniture to be granted award of a basic contract. However, it will be necessary in order to obtain any Delivery Order which includes shock items to submit with the quote a commitment for strict compliance with shock qualified drawings and document that your QMS has been approved.
g. See Appendix 2 for specific Detailed Shock Test Requirements to obtain Shock Qualification for an item.
4.2.9 Unless waived at the option of the TPOC, First Article samples will be ordered on a Delivery Order at the contract price for the applicable LINE ITEM. The First Article samples will become government property. Samples only apply in the base year. First Article Approval Inspection is not expected to be destructive, and it is anticipated that the samples will be utilized by the government.
5. PRESERVATION, PACKAGING, PACKING AND MARKING
5.1 Preservation, packaging, packing and marking. All items must comply with ASTM D3951-18, "Standard Practice for Commercial Packaging" and the following:
5.1.1 The terms outer container or crate are used interchangeably with the ASTM D3951-18 requirement for shipping container.
5.1.2 Packaging and packing must be sufficient to afford adequate protection against deterioration and physical damaging (including marring or abrasion to finished surfaces) during shipment and handling. Packaging must be suitable for stacking during transit. The vendor is responsible to correct any damage due to inadequate packaging. If it arrives damaged, it was inadequately packaged, except for cases where a sturdy shipping container has been clearly abused and damaged. Package each LINE ITEM so that it can be staged with just that Find Number. When a crate is opened, each Find Number must be packed, packaged, and marked, such that it is protected and can be staged and handled by Find Number.
5.1.3 Bulk packaging is not permissible under this solicitation and resultant contract, unless otherwise specified.
5.1.4 Berth Unit Containers: Include the Berth Identification (ID) Number (the Basic Berth Number and Berth Extension Letters) for each berth unit within the shipping information. See Appendix 3 for additional berth packing and marking requirements.
5.1.5 Subbases: It is expected that subbases would normally be ordered by Find Number separate from the Berth Units. (For this typical case, the Berth ID includes the # symbol, indicating that the subbase is separate.) Package and crate Subbases in bulk as identified in Separately Specified Find Numbers below when ordered under the Pricing Schedule A LINE ITEM, except when the subbase is listed and purchased as part of the BPKG berth unit Breakdown of Subassemblies listing when it will be in the berth crate. See Appendix 3 for additional berth packing and marking requirements.
5.1.6 Separately Specified Find Numbers: Package subassembly, spares, and bulk accessories, such as fans which are specified separately from the berth units, as individual kits and marked with their Find Number. Group and package each Separately Specified Find Number in individual kits by like Find Numbers. Mark intermediate packaging and shipping containers with the Find Number and the enclosed quantity. When ordered under Pricing Schedule A, bulk packaging of these kits is acceptable. When ordered under Pricing Schedule B, package each item individually as a unit. For example, when a batch of subbases are ordered using the Schedule B LINE ITEM, package each subbase in its own individual carton. See Appendix 4 for Schedule A and Schedule B pricing information and additional packaging and marking requirements.
