About this file

This solicitation (N0017425R1017) is for the Parachute Deployment Rocket Motor (PDRM) Mod 1 Nozzle Sub Assembly, issued by the Naval Surface Warfare Center Indian Head Division. The contract is an indefinite delivery, indefinite quantity (IDIQ) procurement with one base year and four option years, seeking the manufacture of multiple nozzle sub-assembly components including nozzles, nozzle inserts, insert cups, nozzle insulators, burst disc retainers, and burst discs. The procurement has a Qualified Bidders List (QBL) requirement, with a small business subcontracting goal of 5% at the first tier.

The solicitation requires first article testing for various components, with quantities ranging from 20 to 2,800 units per line item across base and option years. Evaluation will be conducted on a lowest price technically acceptable basis, with non-price factors including technical capability (inspection plans, quality management system, delivery schedule) and past performance. Offerors must demonstrate at least 50% of contract work will be performed by their own personnel, and the government intends to award a single contract based on initial offers, reserving the right to conduct discussions if necessary. The contract will be firm-fixed price, with delivery to the Naval Surface Warfare Center Indian Head Division, and proposals are due by 7/30/2025.
