About this file
This document is a Solicitation Amendment for Navy contract N0017425R1017, specifically for the Parachute Deployment Rocket Motor (PDRM) MOD 1 Nozzle Sub Assembly. The amendment modifies the original solicitation by updating several key elements, including removing separately priced Contract Line Item Numbers (CLINs), updating stepladder quantities for multiple line items, adding First Article Testing (FAT) CLINs for each option year, and revising sections related to first article acceptance requirements and delivery schedules.
The solicitation covers a 60-month Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option years for manufacturing Nozzle Sub Assembly components, including nozzle, nozzle insert, insert cup, nozzle insulator, burst disc retainer, and burst disc. The procurement will follow a stepladder pricing model with quantity ranges from 350-1,400 units per year. The Naval Surface Warfare Center Indian Head Division will serve as the contracting authority, with inspection and acceptance occurring at their facility. Contractors must maintain quality control, provide detailed documentation, and comply with specific manufacturing and testing requirements, including dimensional inspections and certifications.

Questions received in response to the solicitation issuance are answered below:
Question 1: For the stepladder pricing, you're first line is asking for a quantity range of 50-350 pieces. We cannot sell 50 pieces for a 350-piece price, as that would not be practical for our manufacturing costs. Can we close the gap to possibly 50-100 / 150- 250 or 250-350 on this line?
Answer 1: Please see Section B for updated stepladder pricing.
Question 2: Are you guaranteeing to purchase a certain number of parts each year, over the four years?
Answer 2: The Government cannot guarantee a minimum quantity under this Indefinite Delivery Indefinite Quantity (IDIQ) award. However, it is our intention to order a minimum of 350 units in any given year, in accordance with the stepladder pricing requested.
Question 3: Are you requesting a certain number of parts per delivery during the course of each year, totaling a guaranteed year end quantity?
Answer 3: The Government's intention is to procure up to the maximum for each CLIN, each year.
