PERFORMANCE WORK STATEMENT

Marine Corps Mountain Warfare Training Center

Off Site Ski Pass, Lodging, and Ski Areas (Downhill and Cross Country)

1. BACKGROUND

The contractor shall provide off-site lodging, conference/classroom space when required, downhill and cross-country ski area access, season ski passes, and transportation on site if required, in support of MCMWTC student and instructor ski training. Contractor-proposed lodging and ski-area locations shall meet the geographic limitations established in this PWS.

1.1 CONTRACT OVERVIEW

This requirement is for the provision of off-site lodging, conference/classroom space, downhill and cross-country ski area access, season ski passes, and transportation support when required, for MCMWTC personnel conducting required ski training during the 2026-2027 ski season. The contractor shall provide lodging and access to an operational ski area located within 100 miles of MCMWTC, Bridgeport, California, for students and instructors during multiple scheduled training periods; this is essential when Winter Mountain Leaders Course (WMLC) and Scout Skiers Course (SSC) run concurrent due to the fact that one course will use lodging, typically WMLC, and the SSC will travel to the resort to and from base. As a safety requirement to the staff and the students due to the limited time available during courses and in between courses to conduct progressions training, the driving the distance from the MCMWTC to the resort must be no further than 100 miles. MCMWTC is limited to a 16 week winter course training season and unable to increase courses duration. Required services include double-occupancy lodging, classroom or conference space for designated training blocks, access to downhill terrain of varying difficulty, access to groomed cross-country ski tracks of varying terrain and difficulty, and transferable ski passes with no blackout dates, as identified in the contract line items (CLINs). When lodging is not ski-in/ski-out, transportation requirements shall be provided in accordance with this Performance Work Statement (PWS). Parking access for a bus and box truck is required for arrival and departure;

parking is required for up to five course staff vehicles.

LOCATIONS

MCMWTC is located on California highway 108 (Sonora pass), four miles west of California Highway 395. Training is intended to occur at resorts within 100 road miles of the MCMWTC (google maps: 38.360042, -119.514162).

2.0 APPLICABLE DIRECTIVES/ACRONYMS

2.1 DIRECTIVES

Evaluation - Commercial Products and Commercial Services

Addendum to Evaluation - Commercial Product and Commercial Services

52.212-2 ADDENDUM

Evaluation - Commercial Products and Commercial Services

(a) This is a simplified acquisition in which competing quotations will be evaluated using the factors identified in Revolutionary FAR Overhaul (RFO) FAR 52.212-2, Evaluation - Commercial Products and Commercial Services and this Addendum, in accordance with RFP FAR 12.203 and the process below.

(b) Specifically, the evaluation process shall proceed as follows:

Consistent with the streamlined procedures of the RFO and RFP FAR Part 12.201-1, the Government will not establish a formal evaluation plan, score quotations, or utilize rigid FAR Part 15 tradeoff techniques. Instead, the Government will conduct a comparative assessment of responsive quotations to determine the best overall value to the Government based on Price and non-price factors.

The Government will evaluate quotations by comparing them against one another to identify the most advantageous solution. The Government may select a higher-priced Quoter when superior Technical Capability or stronger Past Performance significantly reduces performance risk and provides a better overall value to the Government than the lowest-priced quotation.

For the non-price factors, Technical Capability (Factor 2) is significantly more important than Past Performance (Factor 3). When combined, Technical Capability and Past Performance are approximately equal to Price (Factor 1).

Evaluation Factor 1: Price. In order to be considered for award, the total evaluated price must be determined fair and reasonable and balanced, or, if unbalanced pricing exists, the imbalance must not pose an unacceptable risk to the Government, using one or more techniques set forth in the RFO FAR 12.203.

Options. In accordance with the provision at RFO FAR 52.217-5, the Government will evaluate quotations for award by adding the total price for the Base Period and all option periods. Evaluation of options will not obligate the Government to exercise any option. The Government may determine a quotation unacceptable if option pricing is significantly unbalanced.

Evaluation Factor 2: Technical Capability. The Quoter shall provide sufficient information to demonstrate its ability to meet the requirements of the Performance Work Statement (PWS). The Technical Capability factor consists of the following parts matching the instructions in RFQ 52.212-1:

Technical Approach: Off-Site Ski Pass, Lodging, and Ski Area Support

1. Lodging and Facility Capability: The Quoter shall identify the proposed lodging property and conference/classroom space, including facility names and addresses, and demonstrate the ability to provide the required room quantities and scheduled availability identified in the PWS.

2. Ski Area Access and Season Pass Capability: The Quoter shall identify the proposed downhill and cross-country ski areas and demonstrate compliance with the PWS requirements for location, terrain,…
