About this file

This document is a Questions and Answers (Q&A) addendum for solicitation M0068127Q0003, MCMWTC Ski Training, issued as of October 16, 2026. The Q&A clarifies requirements for a ski training program supporting the Mountain Warfare Mountain Training Center (MCMWTC) located at coordinates 38.360042, -119.514162 in California.

The contract requires the contractor to provide 80 transferable ski season passes valid from November 15, 2026, through April 30, 2027, with no blackout dates conflicting with scheduled training blocks, and 518 room-nights of lodging at facilities within 100 road miles of MCMWTC. Training blocks range from 22 to 57 personnel across seven scheduled courses (ST1 through ST7), with cross-country skiing access required for up to 65 personnel simultaneously. Passes must be transferable among authorized MCMWTC personnel and issued as a block, as student rosters continue enrolling through early 2027. Lodging must include two conventional beds per room, gym access (in lieu of laundry), housekeeping every other day, refrigerators, microwave access, and Wi-Fi. Classroom space (0700-2000 daily) with tables, chairs, and projectors is required for certain training blocks. Contractor-provided transportation must move groups from lodging to the ski area within 25 minutes including loading and unloading, with up to four daily trips accommodating a 45-foot bus and 30-foot box truck. Adjacent properties are acceptable for lodging, but condominium-style units are not. Classroom and transportation costs must be consolidated into the lodging CLIN pricing. The contractor may invoice for passes upon activation and lodging invoices following completion of each training block. This is a follow-on to prior contract M0068124P0001, with option years anticipated to use similar quantities and training dates as the base year.

Solicitation: M0068127Q0003 Title of Requirement: MCMWTC Ski Training Q&A #1-39 as of 16 October 2026

Questions Answers 1 CLIN 0002 lists 500 nights, but the room counts in

PWS Section 4.2 add up to 518 room-nights. Which quantity should be priced?

518 nights total, Solicitation will be amended to reflect the proper quantity.

Do the option years use the same quantities (80 passes, 500 nights) and similar training dates as the base year?

Anticipate similar training dates and quantity of room nights for option years.

3 Does FAR 52.219-14, Limitations on Subcontracting, apply to this requirement? If so, will lodging and season passes purchased from resorts or hotels be treated as other direct costs?

FAR 52.219-14 does not currently apply to this requirement, based on the Government’s current cost estimate.

4.1 Is it acceptable for the resort to issue passes that can

be reassigned among a roster of authorized MCMWTC personnel?

4.2 Are there limits on administrative transfer

procedures?

4.3 Also, where a resort's published seasonal opening is

later than November 15, is that acceptable only if attributable to the PWS's weather/safety exceptions, or is a later scheduled opening permissible?

4.4 Would the Government accept individually issued

passes that can be reassigned among authorized personnel through the resort, or must each pass itself be transferable?

4.5 If the resort does not offer a qualifying season pass, would scheduled-day lift tickets be acceptable?

4.1 MCMWTC requires transferable passes, no

blackout dates, valid 15 Nov 2026-30 Apr 2027;

4.2 Yes, transferable passes must be a block of

passes for MCMWTC to (once activated and delivered) manage and issue to learners and staff to provide efficient training.

4.3 Maybe, as long as the resort is open in some

capacity (cross country and downhill access to support desired training) no later 30 Nov 2026

IAW ST1.

4.4 No, at the time of contract award MCMWTC

will only know half of the personnel using the passes (staff) and the other half (students) will continue to enroll in the courses (STs 4 & 6 blocks) through early 2027. We are seeking flexibility to support staff progressions and fluctuating class rosters through March.

4.5 No. Limited training time to coordinate and

then issue. If this was required, MCMTWC would need these issued prior to the start of training to provide to learners and staff.

5 About how many personnel and training days per block need cross-country ski access?

ST1: 22

ST1A: 44

ST2: 11

ST3: 11

ST4: 57

ST4A: 3

ST5: 11

ST6: 57

ST6A: 3

ST7: 11

*All dates of training blocks.

6 May the contractor invoice for the 80 season passes once they are delivered and activated?

Yes the Contractor may invoice for passes once activated as well as submit for lodging invoices following the completion of each training block.

7 The PWS identifies seasonal service through April 30, while the solicitation delivery schedule extends to November 14 of the corresponding year. Please confirm the legally controlling performance dates and whether any services are required outside the ski season.

Services are only required for dates specified within the PWS, including option periods. PoP on CLINS is for administrative purposes.

8 We understand the solicitation requires applicable access, classroom, and transportation costs to be included within the established ski-pass and lodging CLINs. Is either allocation between these existing unit-price CLINs acceptable so long as every PWS requirement is covered and a supporting cost breakdown is provided?

Classroom and transportation pricing should be consolidated into the Lodging CLIN pricing.

9 Lodging and room blocks: For overlapping training blocks, may lodging be provided through more than one nearby property, or must all rooms be at one property?

The schedule appears to require up to 37 rooms at the same time.

Rooms located at adjacent properties are acceptable.

10 The Performance Requirements Summary requires downhill access from 0800 to 1700, while PWS 3.3.2(b) requires access during normal operating hours. Lift operations at area resorts typically begin after 0800. Is the resort's published normal operating schedule acceptable?

Yes, the Government’s requirement is access to a groomed path; can be a groomed section near a beginner slope and prior to the ski lifts opening to facilitate cross-country basic movement and learner confidence (will avoid heavy equipment and any other resort activities).

11 The Performance Requirements Summary requires groomed cross-country access from 0700 to 1000. Area cross-country centers typically open their groomed trails later in the morning. Their seasons have also started in late December and ended in late March in some recent years, which may fall outside the training blocks scheduled for December 2 to 4, 2026 and March 28 to April 2, 2027.

o Will the Government accept the facility's normal operating hours?

o If the cross-country facility has not opened for the season, or has closed for it, during a scheduled block, what alternatives would be acceptable?

-If the groomed trails are not open, access to a field, or large flat area of snow-covered ground that can be used outside of the hours will be considered acceptable.

-Groomed Trail is preferred, however if there is a large, ideally 50 meters by 50 meters area with undulating terrain, it will be considered acceptable.

12 Is this a follow-on to a prior contract? Yes, contract M0068124P0001

13 Are rooms for ST 1.A, ST 4.A, ST 6.A, and ST 7 additional to the other concurrent blocks? Specifically, should we reserve 40 rooms for April 1, 2027?

Yes, these are separated based on training groups;

ST1 is for Mountain Leader course staff and academics, ST1A is for the remaining instructor staffs, ST4 is for Winter Mountain Leaders Course 1-27 students and staff, ST4A is for MCMWTC leadership to observe training and assessments, same for ST6 and ST6A but for WMLC 2-27; ST7 is for a Ski Instructor progression training block.

14 Must passes have no blackout dates throughout the entire season, or only no blackouts conflicting with scheduled training?

No Blackout dates conflicting with scheduled training blocks.

15 May an offeror propose separate facilities for downhill skiing, cross-country skiing, lodging, and classroom space, provided all applicable requirements are satisfied?

Yes, however efficient transition between venues will be considered.

16 Section 1.1 specifies that the ski resort must be within 100 road miles of MCMWTC. Please confirm that the measurement begins at the coordinates identified in the PWS (38.360042, -119.514162), rather than the town of Bridgeport.

Yes, the measurement begins at that point, MCMWTC Multi-Purpose Building.

17 Must the 100-mile route remain accessible during the winter training season, or will distance be evaluated using the shortest Google Maps route regardless of seasonal road closures?

Yes, this assumes accessibility during the winter training season; we are attempting to mitigate risk during winter travel for moving learners to and from training venues.

18 If a resort's standard season passes are assigned to individual names, would a resort-administered reassignment process satisfy the transferability requirement?

No, of the 80 passes requested there is a likelihood that at least 5 service members will use that pass for training that season.

19 Will the Government provide a roster of authorized users, and how frequently does it anticipate rotating or reassigning personnel?

No, we can provide MCMWTC staff, however there are up to 90 students that will continue enrolling in courses through March 2027.

20 The PWS requires passes to remain valid through April 30, 2027. If a resort concludes its operating season before April 30 due to normal seasonal operations rather than a temporary weather or safety closure, would this be considered noncompliance?

The government would seek to reschedule affected training blocks and would request communication and coordination within 48 hours if there was a determination that would impact any designated training blocks.

21 Section 3.6(f) requires lost or damaged passes to be replaced at no cost. Is there an anticipated quantity or historical replacement rate that offerors should consider when pricing?

This happens very infrequently, once in 8 years.

22 Must green-circle through double-black-diamond terrain be open and skiable on every scheduled training day, or is it sufficient that the resort maintains these designated terrain classifications, subject to authorized closures?

Yes, that is reasonable and will defer to resort safety standards.

23 May the required cross-country skiing take place at a separate Nordic center rather than the downhill resort?

Yes, however the movement of people and things is a consideration and potentially impacts training time available; the request is access to a groomed area for entry level skiers to practice cross country skills; MCMWTC will coordinate and stay clear of resort activities.

24 Must all designated cross-country trails be freshly groomed before 0700 each training day, or is access to maintained groomed tracks sufficient?

Access to maintained groomed tracks is sufficient.

25 Does the requirement to accommodate up to 65 cross-country skiers mean simultaneous access for all 65 personnel?

Yes, however training personnel can stagger start training groups and locations by small group if required.

26 Section 3.1 specifies two separate beds per room. Are king-bed rooms with sleeper sofas or rollaway beds acceptable, or must each room contain two conventional beds?

Two conventional beds for rest and recovery to optimally support learners’ training and assessment.

27 Should classroom capacity be based on the personnel count for each individual training block, or the combined attendance of overlapping training blocks?

By classroom this is primarily for STs 1, 1a, 4 & 6, others; the others (ST2 ,3, 5, & 7) need an area for pre-training and after-training coordination; a common area could suffice if amenable to the offeror and all ski training equipment will be stored in the rooms.

28 Please clarify whether classroom space must include audiovisual equipment, projector/screen, Wi-Fi, tables, chairs, and other instructional amenities.

Tables, chair, and projector for STs 4 & 6; other events (ST1 & 1a) just tables and chair is sufficient.

29 What are the required daily classroom access hours, and must the room remain reserved exclusively for MCMWTC throughout the entire lodging period?

0700 through 2000. Exclusive use is preferred as learners may rest, study, etc before, during, and after the training day.

30 Are there minimum lodging standards for breakfast, refrigerators, microwaves, laundry facilities, housekeeping, or Wi-Fi?

Yes, gym access (in lieu of laundry) and housekeeping every other day, standard amenities for room (refrigerator) and access to a microwave.

31 Section 3.6 requires contractor-provided transportation when the normal one-way driving time exceeds 10 minutes. Does the Government anticipate a single morning departure and afternoon return, or multiple scheduled trips throughout the training day?

Multiple trips due to meal break or an inside space.

32 What are the dimensions and anticipated parking requirements for the Government's bus and box truck?

Must parking accommodate overnight storage of these vehicles

Bus: 45 feet long, 8.5 feet wide, 11 feet high Box truck: (cab & box) 30ft long, 8.5 feet wide, 12 feet high

33 Since ST6 and ST7 overlap (29 Mar to 2 Apr), are two separate classrooms required on those dates?

ST6 has priority for a classroom, ST7 needs a space for before and after training coordination and planning; can be a common area if amenable to the offeror.

The required rider count for each block, including whether nonlodging personnel will join.

Use the total number per ST

35 The number and timing of daily outbound and return movements.

Up to 4 total lifts, breakdown is one in the morning to the lift, second back for lunch, third back to the lift, and the fourth and last back for the end of day.

36 The accepted ski-area arrival point used for the lodging-to-ski-area travel-time determination.

As close to the ski lift as possible, or where there is an approved logical drop off location that is agreed upon.

37 Whether the 25-minute full-group movement standard includes loading and unloading, or measures first vehicle departure through final vehicle arrival.

Movement includes the loading and unloading time.

38 To screen available accommodations correctly, may adjacent properties or condominium-style lodging satisfy the collocation requirement? If condominium units are acceptable, how should their bedrooms be counted against the required room quantities?

Adjacent properties are acceptable.

Condominium style lodging is not acceptable.

39 May we include separately identified past performance of proposed subcontractors or resort partners? If so, how will those records be evaluated, and do they count toward the maximum of three references?

Yes, any past performance records will be evaluated in accordance with the 52.212-2 Addendum and will count towards the maximum references.
