Addendum to Evaluation - Commercial Product and Commercial Services

52.212-2 ADDENDUM

This is a simplified acquisition in which the competing quotes will be evaluated using the factors identified in FAR 52.212-2, Evaluation - Commercial Products and Commercial Services and this Addendum, in accordance with RFO 12.203 and the process below. Comparative Evaluation of quotations will be the basis for award. The Government expects to award a Firm-Fix Price (FFP), single award contract to provide Laundry Services. The Government reserves the right to award without discussions or make no award. The Government will evaluate quotations based on Technical Capability, Past Performance, and Price.

1. EVALUATION PROCESS:

The evaluation will proceed as follows:

Step 1- The Contracting Officer will review quotations to determine whether each quote has submitted a complete and responsive quotation in accordance with the solicitation requirements. Quotations that do not contain the required information may be removed from further consideration.

Step 2- Technical Capability: The Government will evaluate each quoter's Technical Capability based on the information submitted in response to the solicitation. The Government will evaluate the extent to which the quotation demonstrates the capability to successfully perform the requirements of the PWS, including the required laundry volume, pickup and delivery schedule, turnaround requirements, laundry accountability, quality control, and applicable installation access requirements.

Step 3- Past Performance: The Government will evaluate the quoter's Past Performance based on the information submitted with the quotation and information obtained from other reasonable sources, as applicable. The Government will consider the relevance and quality of the Quoter's past performance as it relates to the requirements of this acquisition. A Quoter without a record of relevant past performance information is not available, will not be evaluated favorably or unfavorably on past performance.

Step 4- Price: The Government will evaluate the Quoter's proposed price. All CLIN prices will be evaluated, and the Government will determine whether the overall quotes price is fair and reasonable in accordance with FAR 12.204(a).

2. BASIS OF AWARD

The Government will conduct a comparative evaluation of quotations considering Technical Capability, Past Performance and Price. Quotations will be compared to one another based on the evaluation factors identified in this solicitation.

Technical Capability is more important than Past Performance. When combined, the non-price factors are approximately equal in importance to Price.

Award will be made to the responsible Quoter whose quotation conforms to the solicitation and is determined to be most advantageous to the Government.

Incomplete quotes and late submissions may not be considered.
