About this file

This is a Questions and Answers document for federal contract solicitation M0068127Q0001 for Laundry Services at NAS Fallon, issued as of October 5, 2026.

The requirement involves weekly laundry services for approximately 8,750 pounds (estimated) of military clothing and related items, including camouflage uniforms, towels, coveralls, green t-shirts, undergarments, and mechanics coveralls. Approximately 25 percent of the laundry may contain petroleum, oil, and lubricants (POL) contamination requiring specialized handling. Services are provided on a weekly pickup and delivery schedule with pickups occurring at 10:00 AM, requiring a strict 24-hour turnaround for return by 10:00 AM the following day. Approximately 350 mesh laundry bags will be picked up from and returned to a single centralized location at Camp Highlander, with contractor personnel escorted from the south gate. Folding is not required; items must be returned clean, dry, and in the same labeled bags. The contractor must provide a scale for weighing laundry, with each bag weighing approximately 3 pounds. Payment is based on actual weight serviced rather than the estimated firm-fixed price, with invoicing due upon completion of the Period of Performance. A Government representative (Captain Farris) will verify and document bag transfers at each pickup and delivery. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring minimum 50 percent performance by the SDVOSB contractor for services. Applicable wage determination is 2015-5597 for the Churchill, Douglas, and Mineral County area; if subcontracted work occurs in Washoe, Lyon, or Storey Counties, Nevada, an additional wage determination will be required based on that location.

It is an estimate.

2 What specific laundry items are expected (e.g., uniforms/clothing, towels, bedding, PPE, or other items)?

Camouflage uniforms, towels, coveralls.

3 Approximately how much of the laundry is expected to contain POL (Petroleum, Oil and

Lubricants) or other heavy contamination? Will any items require special handling or processing?

Potential for a quarter of the clothing to contain POL. Our maintenance personnel will be working and they will get dirty.

4 How will the official laundry weight be determined at each pickup? Will the Government weigh the laundry, or should the contractor provide a scale?

Contractor should provide a scale to weigh laundry.

5 For the required 24-hour turnaround, must each

10:00 AM pickup be returned by 10:00 AM the following day?

6 Are there specific NAS Fallon access requirements for contractor personnel and vehicles, such as badges/credentials, vehicle inspections, escorts, or advance documentation?

Contractor will be met at the south gate and escorted to Camp Highlander.

7 Please confirm whether the contractor should submit one invoice upon completion of the Period of Performance or invoice after each pickup/delivery. Additionally, if the actual laundry weight differs from 8,750 lbs, will payment be based on the actual weight serviced or the awarded firm-fixed price?

Please submit one invoice upon completion of the period of performance. Payment will be based on actual weight serviced.

8 Is folding of individual clothing items required prior to return, or may items be returned clean, dry, and in the same labeled bags without folding?

Folding is not required. They can be returned dry and in the same labeled bags.

9 If folding is required, would the government consider amending the PWS to permit return of

N/A clean, dry clothing unfolded in the corresponding bags?

Yes (direct coordination with 1stLt Kempf for schedule changes).

14 Are the laundry bags themselves required to be laundered?

Yes

15 For this SDVOSB set-aside, can you confirm the applicable limitation on subcontracting and how it will be calculated for this requirement?
