About this file
This is a Women-Owned Small Business (WOSB) Solicitation for commercial products and services for air conditioning and environmental control unit (ECU) maintenance and emergency repair services at Marine Corps Air Station (MCAS) Kaneohe Bay, Hawaii. The solicitation number is M0031826Q0017, issued as a Standard Form 1449, with a posted date of July 14, 2026.
The contract requires preventative maintenance and emergency repair services for seven pieces of government-owned HVAC equipment: four Bard Wall-Mount AC units, one Snowbird Technologies ECU, one Carrier condensing unit, and one Carrier fan coil unit, all located at the Kaneohe Bay installation. Services include monthly preventative maintenance (PM) performed 8:00 a.m. to 4:00 p.m., Monday through Friday, with 24/7/365 emergency response capability. The contractor must respond on-site within four hours of emergency notification and provide written diagnostic assessments and firm fixed price (FFP) quotes within 24 hours. The contract structure includes separate CLINs for monthly PM services (12 months), emergency maintenance (Not-to-Exceed basis), standard repair parts (12 months), and emergency repair parts (1 lot). All work must meet Original Equipment Manufacturer (OEM) standards and specifications outlined in provided technical manuals. The contractor is required to submit comprehensive Maintenance Service Reports within five business days of each service visit, documenting all work performed, test results, and any identified deficiencies. Performance standards include 100 percent completion of scheduled PM visits, 99.5 percent system operational reliability, and 100 percent compliance with four-hour emergency response times. The base contract period runs from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. This procurement is set aside for Women-Owned Small Businesses (WOSB), and all contractor personnel must be U.S. citizens or Permanent Resident Aliens with required Defense Biometric Identification System (DBIDS) credentials, Level 1 antiterrorism training, and appropriate security clearances for base access at MCBH.
