About this file
Summary: Request for Quotation for HVAC Rental Blanket Purchase Agreement
This is a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) to establish a temporary HVAC chiller rental system for the 147th Mission Support Group at Ellington Field, Texas. The 147th Mission Support Group requires an urgent, mission-essential rental chiller system to replace a failed facility unit while permanent replacement procurement is processed. The temporary rental serves as a critical bridge to maintain facility operations without interruption.
Offerors must submit electronic quotations by September 22, 2026, at 11:00 AM Central Time to two contracting officers (Brandon Council and Socrates Rosimo). Quotations must be organized into three separate documents: (1) Price Proposal with itemized costs for monthly rental rate, mobilization/demobilization, delivery, connection hardware, freeze protection, and removal; (2) Technical Capability & Equipment Data demonstrating the rental chiller meets 100–124 ton nominal cooling capacity with specified hoses, fittings, and cables, freeze protection plan, setup timeline, power outage duration, and 24/7 support protocol; and (3) Past Performance & Responsibility Information identifying up to three recent contracts (within three years) for similar chiller rentals, CAGE Code, UEI, and active SAM registration confirmation. The evaluation will award agreements to two responsible offerors providing best value based on equipment compliance, anti-terrorism certification (DFARS 252.204-7004), execution and operational plan feasibility, emergency support capabilities, past performance, state/federal HVAC certifications, and business registration status. Delivery must occur within 30 calendar days of award. The BPA shall remain in effect for a cumulative period not to exceed five (5) years, with firm-fixed pricing for one year subject to annual revalidation. Individual task or delivery orders cannot exceed the Simplified Acquisition Threshold (SAT), and only authorized callers may place orders.

Request for Quotation
Blanket Purchase Agreement
W50S7726QA003 - HVAC Rental BPA - 147th Mission Support Group
Background:
The 147th Mission Support Group (147 MSG) has an urgent, mission-essential requirement for a temporary, rental HVAC chiller system due to the total failure and inoperability of the existing facility unit. While the installation’s long-term plan is a permanent “repair by replacement” project, the affected facility must remain open and operational without interruption for mission continuity. This temporary commercial rental will serve as a critical bridge to maintain day-to-day operations while the permanent replacement procurement is processed through proper procurement channels.
