The base period runs from September 1, 2026 through August 31, 2027, with four one-year option periods extending through August 31, 2031. The solicitation was issued June 29, 2026, with an offer due date of July 8, 2026 at 10:00 AM. The contracting officer is identified in Block 31b of the SF 1449, and the contract administrator is Ms. Charis K. Naito (charis.k.naito.civ@health.mil). Offerors must self-certify as either Tier 1 (Korean Local Source) or Tier 2 (U.S./Off-Shore Source) and provide corresponding documentation including proof of legal entity, residency and labor certifications, and tax exemption acknowledgments. The government will evaluate quotes using a tiered sequential process, first evaluating all Tier 1 quotes and making award to the lowest-priced technically acceptable Tier 1 offeror if available; Tier 2 quotes will only be evaluated if no acceptable Tier 1 quotes are received or all Tier 1 quotes are deemed technically unacceptable. Award to a Tier 2 offeror requires final approval by the USFK Acquisition Resource Center.
The Performance Work Statement requires the contractor to provide trained personnel for on-site preventive maintenance, calibration, and unscheduled repair services to maintain two Cepheid GeneXpert 16 analyzers in full operational condition per OEM specifications. Contractor personnel must coordinate all service visits with the Government Representative and on-site Biomedical Equipment Technician. The contractor must maintain a 98 percent uptime guarantee calculated quarterly, perform annual preventive maintenance during September, respond to service calls within two hours and arrive on-site within 48 hours, and correct deficiencies within five days of first notification. All replacement parts must meet OEM standards and become government property upon installation. The contractor must submit detailed Field Service Reports within 72 hours of service completion and affix DD Form 2163 labels following calibration/verification/certification services. Service technicians must have a minimum of 12 months experience in the last 18 months maintaining the specified equipment or similar equipment from the same manufacturer. The contractor must comply with all MTF standards, policies, and procedures including infection control, safety, security protocols, and credential verification.
