About this file
This is a Request for Quote (RFQ) for the procurement of automated endoscope reprocessor (AER) systems and related equipment for Brooke Army Medical Center (BAMC), located at Joint Base San Antonio (JBSA) Fort Sam Houston, Texas.
The solicitation HT940826QE040 requires the delivery and installation of five (5) new AER systems, the deinstallation of twelve (12) existing Olympus OER Pro/Elite systems, and the provision of various compatible accessories, hookup assemblies, consumables, training, and support. All items are priced on a firm fixed-price basis with delivery required by November 15, 2026. The AER systems must comply with AAMI ST91 and CDC infection prevention guidelines, support high-level disinfection and standardized cleaning of flexible endoscopes across multiple brands and device types, include continuous leak testing and channel-blockage monitoring, feature a dual-basin design with approximately 22-minute cycle times, utilize single peracetic acid-based disinfectant, and maintain FDA Class II Medical Device 510(k) clearance. Equipment specifications require single-phase 110-120 VAC/60 Hz operation, onboard air compressor, one-year standard commercial warranty, OEM factory-certified field service with 24-48 hour response capability, and toll-free 24/7 technical support. The contractor must provide comprehensive initial on-site clinical training, readily available consumable and spare parts inventory, and coordinate deinstallation/installation activities four weeks in advance to minimize operational impact. The solicitation is set aside for Women-Owned Small Businesses (WOSB), with responses due electronically to christopher.a.gregory11.civ@health.mil and kimberly.a.woods4.civ@health.mil by September 16, 2026 at 5:00 PM Central Daylight Savings Time. Award will be made to the responsible offeror whose compliant offer is most advantageous to the Government, considering technical proposal factors (technical literature and delivery/installation timeframe) and price, with all inspections and acceptance conducted at BAMC FSH Building 3600, DoDAAC HT0852.

Description/Specifications/Statement of Work
(a) In addition to that specified within all CLINs of this Contract and all other identified salient characteristics listed herein, Contractor shall provide all products, materials, labor, expertise, transportation/shipping, supervision, consumables, and tools for the installation of five (5) automated endoscope reprocessors (AER) and the deinstallation of twelve (12) Olympus OER Pro/Elite AERs.
(b) Salient Characteristics
(1) AER systems purchased under this contract must come with with compatible hookup blocks, water filtration assemblies, and vapor management accessories. These AERS are to be used for high-level disinfection (HLD) and standardized cleaning of flexible immersible endoscopes (e.g., colonoscopes, gastroscopes, duodenoscopes, bronchoscopes, and echoendoscopes). The AER systems must eliminate manual reprocessing variability, ensure automated channel monitoring to prevent patient cross-contamination, provide continuous cycle documentation, and comply with ASNI/AAMI ST91 and CDC infection prevention guidelines.
(2) Minimum Clinical Performance Requirements
(i) AER must be able to process all brands of scopes
(ii) AER must be able to clean multiple device types including gastroscopes, colonoscopes, duodenoscopes, echoendoscopes (EUS), bronchoscopes, laryngoscopes, transesophageal echocardiogram (TEE) problems, and devices used with the ION robotic bronchoscopy platform
(iii) Continuous leak testing and channel-blockage monitoring
(iv) Automated cleaning cycle that meets AAMI TIR-30 standard for residual soil
(v) Dual-basin design for reprocessing equipment asynchronously, with cycle times of approximately 22 minutes.
(vi) Single, peracetic acid-based disinfectant for all cycles; reusable disinfectant system unallowable due to concerns with error that's present in minimum recommended concentration (MRC) testing
(vii) Storage of electronic data that allows for traceability to comply with TJC requirements
(viii) Onboard Air Compressor
(ix) Equipment must hold clearly 510(k) premarket notification with FDA as a Class II Medical Device (Automated Endoscope Reprocessor, 21 CFR 876.1500)
(x) Compliance with AAMI TIR-30 / ST98:2022: cleaning validation of healthcare products and biological soil removal benchmarks.
(xi) Installation and other ancillary parts required for complete installation.
(xii) Standard commercial warranty; 1 year. Equipment will be maintained via contract, if determined to be necessary, after expiration of the standard warranty.
(xiii) Compatible with standard AC line operations
(xiv) Single-phase 110-120 VAC / 60 Hz (standard domestic model drawing approximately 12-15 Amps, up to 1440 - 1800 watts) or dual voltage capable (100-240 VAC, 50/60Hz).
(3) Biomedical Tech Considerations
(i) Training: Contractor shall provide comprehensive initial on-site clinical applications training and competency validation for endoscopy nursing and processing staff, supplemented by user manuals and quick-reference guides.
(ii) Consumable / Spare / Repair Parts Inventory: Equipment must have a standard, readily available, inventory for chemical uptake assemblies, peristaltic pump tubing sets, O-rings, micron water filters, vapor filters, and brand-specific endoscope connector hookup blocks. Equipment must have annual readily available rebuild kits or other parts necessary for annual preventative maintenance.
(iii) Equipment must use standard biomedical test gauges for pressure validation, digital thermometry for basin temperature calibration, and flowmeters.
The device must operate with minimal user-level calibration and have no requirement for specialized, proprietary calibrations tools at the clinic level.
(iv) Equipment must have modular sub-assemblies, front-serviceable panels, and built-in diagnostic test modes allowing biomedical technician's the ability to test individual solenoid valves, pumps, and sensor inputs.
(v) Equipment must be supported by OEM factory-certified field service engineering capable of responding within 24-48 hours. Contractor shall provide toll-free 24/7 technical assistance via phone.
(c) Installation of the five AERs, purchased under this contract, is located within the following departments at Brooke Army Medical Center (BAMC), Joint Base San Antonio (JBSA) Fort Sam Houston, Texas 78234:
(1) Gastroenterology - Quantity 3
(2) Pulmonary - Quantity 1
(3) Pediatrics - Quantity 1
(d) The serial numbers of the existing Olympus AERs are as follows:
(1) 2431861
(2) 2431839
(3) 2431855
(4) 2431860
(5) 2431863
(6) 2431850
(7) 2431902
(8) 2431904
(9) 2431906
(10) 2431900
(11) 2431806
(12) 2431818
(e) The Contractor shall be fully responsible for the hauling-away of the existing AERs specified in paragraph (c) above. Upon execution of this Contract, the Government relinquishes ownership rights of the aforementioned equipment. Use of the existing AERs by the Government will continue until deinstallation by the Contractor. The Contractor shall fully indemnify and hold harmless the Government in all matters arising and pertaining to the equipment contained in paragraph (c) upon deinstallation and conveyance of the AERs by the Government to the Contractor.
(f) The Contractor shall coordinate with the Government, four weeks in advance of deinstallation/installation of any equipment, as to minimize operational impacts to BAMC.
