About this file
Solicitation Summary: Electroencephalograph (EEG) System
This is a Request for Quote (RFQ) solicitation issued by the Defense Health Agency for commercial medical equipment under simplified acquisition procedures (FAR Part 12). The solicitation number is HT940626QE022, issued August 19, 2026, with quotes due August 31, 2026, by 12:00 PM Central European Time. The acquisition is set aside for women-owned small businesses (WOSB), specifically economically disadvantaged women-owned small businesses (EDWOSB), with NAICS code 339112 and a size standard of 1,000 employees.
The Government seeks a complete ATO/ATO-C certified electroencephalograph system for delivery to Landstuhl Regional Medical Center in Germany, consisting of five line items: two portable EEG-1260A units, two fixed operating room EEG-1260A units, one review station and software for Citrix, one server/storage system with HL7 interface, and installation, warranty, training, and door-to-door delivery services. The manufacturer of record is Nihon Kohden. All equipment must be new (not recertified or refurbished), delivered within 60 calendar days of award (anticipated September 10, 2026), and meet extensive salient characteristics including real-time wireless capability, cortical stimulation hardware supporting up to 1000 Hz pulse stimulation, 32-channel amplifiers with 10-20 input layout, real-time monitoring of up to 12 patients, and comprehensive data management features. The contractor must provide 24/7/365 unlimited telephone support and one year of parts and depot support warranty. Prices shall be firm fixed price, and quoters must hold firm pricing for 90 days. The Government will evaluate offers based on technical compliance with salient characteristics, warranty terms, delivery schedules, and price fairness and reasonableness, reserving the right to award to other than the lowest-priced quoter if technical superiority justifies the decision. Payment will be made via Wide Area Workflow (WAWF) to DoDAAC HT0672, with inspection and acceptance at the Landstuhl facility. All quotes must be submitted electronically with product literature demonstrating compliance, commercial warranty terms in English, delivery schedules, and unit pricing on Standard Form 1449.
