About this file
This is a solicitation for preventive maintenance services for medical equipment at Naval Medical Center Portsmouth. The Defense Health Agency is seeking a contractor to perform annual maintenance on a Lynx Tunnel Washer (Model 536LX), Schlyer Rack Washer (Model RW6290), and Crest Ultrasonic Washer (Model-HAL-20WRD) located in Building 274. The contract period is from 29 September 2025 to 28 September 2026, with options to extend for four additional years. The maintenance will include one annual preventive maintenance visit, inspection, adjustments, and replacement of worn parts, with the contractor required to be authorized by the Original Equipment Manufacturer (OEM) and maintain current qualifications throughout the contract period.
The solicitation is set aside for Women-Owned Small Business (WOSB) and uses a best value evaluation approach. Vendors must provide a quote for all line items, including technical capabilities, past performance (minimum three references), and pricing information. The technical approach is the most important factor, with past performance and price being equal but less critical. The contractor must comply with various federal regulations, provide detailed reporting after each maintenance visit, and ensure all replacement parts are new. The contract will be awarded on an "all or none" basis, with the contractor responsible for providing all necessary personnel, equipment, and services to perform the maintenance as specified in the Performance Work Statement.
