Section C - Descriptions and Specifications

SOW

Statement of Work (SOW) Landscape Maintenance Services, Pentagon

30 July 2021

1. GENERAL INFORMATION

1.1. Introduction

The Pentagon is the United States Department of Defense (DoD) Headquarters. The world’s largest low-rise office building, the Pentagon (conduct on the Pentagon Reservation is subject to 32 Code of Federal Regulations

234) is an energy efficient/environmentally sensitive showcase building, an institution, and a national symbol included on the National Register of Historic Places. Specifically, landscape features associated with the Courtyard and the River Entrance Terrace are considered historic elements of great importance.

Therefore, the success of the grounds management effort is extremely important; being the first impression, and most visible aspect of the Pentagon to national and international dignitaries and the visiting general public alike.

Just as importantly, the Pentagon landscape provides both formal respect and a calming respite for the country’s military leadership and civilian occupants.

A smaller portion of the Pentagon grounds includes an approximately 10-acre riparian Chesapeake Bay Resource Protection Area, which borders a tidal open-water lagoon. This extensively naturalized area provides habitat to an ever-increasing diversity of wildlife.

1.2. Background

This requirement is offered as one (1) base period with four (4) option years. This contract will be awarded as a firm-fixed-price contract with contract line item numbers (CLINs) for recurring Grounds Maintenance Services – Section 5, Miscellaneous Services - Section 6, Summer Annual Flower Purchase and Installation - Section 7, Spring Bulb Purchase and Installation - Section 8, Emergency Services - Section 9, and Special Projects – Section

10. Any estimated frequencies of work to be performed relate to anticipated needs, since the precise quantity of services required depends upon factors of weather and other unpredictable variables.

Persistent challenges associated with this contract can cause unavoidable downtime. Such challenges include:

1. Unpredictable change, frequency, and duration of security procedures and ceremonial events

2. Frequent vehicle security inspections

3. Interrupted or rescheduled landscape maintenance activities due to scheduled and unscheduled flights to the six (6) acre green roof heliport

4. Scheduled long-term Special Events

5. Emergency situations

The Government will not compensate for the Contractor’s lost time nor does it accept the above as reason for noncompliance of work requirements.

1.3. Objective

The objective of this SOW is to provide a mechanism by which formal landscaped areas are kept in a healthy, vigorous, aesthetically pleasing and functionally acceptable condition and the integrity of natural areas is preserved and maintained; employing an environmentally wise, yet practical approach in compliance with the DoD mission, and compatible with the public interest.

1.4. Scope

The Contractor shall provide complete landscape maintenance services for the Pentagon Reservation.

1.4.1. Contract Start Date

After a phase-in period, the Contractor shall commence work under this contract on TBD. The period of performance for each CLIN will be listed in Section F of the resulting contract.

1.4.2. Pentagon Reservation Boundaries

The area of work is within the boundaries defined by I-395, Rt. 27, Rt. 110 and the Potomac River lagoon.

Additionally, the Hayes Street, Fern Street and Eads Street Parking Lot areas located on the south side of I- 395 are included. See Map in Attachment J-1

1.4.3. Excluded Area

The Pentagon Memorial is excluded from this contract.

1.4.4. Estimated Quantities (For Informational Purposes Only)

Prior to the start of the current contract, the Government estimated landscaping functions included approximately 50 acres of turf, 17 acres of native and ornamental plantings, 105 acres of sidewalk/pavement area, 13 bioretention facilities, 14 tree box filters, and 18 irrigation control boxes.

These numbers are estimates. The Government gives no representation of the actual quantities required to perform this contract.

1.4.5. Landscape Type/Use

The Pentagon Reservation’s location and purpose dictate a mixture of different landscape management skills, practices, and results. The landscape types included on the Reservation are (see map):

1.4.5.1. Formal Landscape. The majority of the Pentagon landscape is comprised of high profile formal grounds that not only enhance the Pentagon Reservation aesthetics, but are also used for a variety of multi-functional purposes such as official ceremonies, Special Events, impromptu meetings, and recreational activities.

1.4.5.2. Natural Landscape. Outlying portions of the Pentagon grounds not directly associated with the Pentagon proper not considered formal, yet require regular maintenance.

Landscaped areas around parking lots, cloverleaves, and portions along major highways fall into this category.

1.4.5.3. Chesapeake Bay Resource Protection Area. A ten (10) acre native planting area extending the entire water’s edge of the Potomac Lagoon has been identified as a Chesapeake Bay Resource Protection Area (CBRPA), which requires maintenance compliant with the Chesapeake Bay Preservation Ordinance.

Note: The turf area in the front and rear of the seasonal display planter, located between the two Boundary Channel Drive flagpoles is considered to be Formal, and is excluded from the CBRPA.
