Volume I – Cover Page and Executive Summary

In the Cover Page and Executive Summary Volume, offeror is required to identify the following:

• Name of the Prime Offeror, Company/Division Address, Cage Identifying Codes, Unique Entity ID (UEI), and DUNS number.

• Identify the Authorized Offeror Personnel. Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to your quotation and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.

• Identify proposed subcontractors, if any. If subcontractors are proposed, identify the percentage of work to be performed by each subcontractor. Their names, Company/Division Address, Cage Identifying Codes, UEI, and DUNS number shall be included.

• Identify if an offeror is proposing as a Joint Venture (JV), provide the names, Company/Division Address, Cage Identifying Codes, UEI, and DUNS number of all joint venture partners.

Volume II – Technical

This volume shall provide the actual methodology/approach the offeror would use for accomplishing/satisfying all tasks specified in Section 6 of the attached SOW. The quotation shall address any technical risk by identifying those aspects of the quotation you consider to have the potential for disruption of schedule, increased cost, technical performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance.

The quotation shall describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., SOW or specification requirements). Offeror shall propose a realistic "work-around" or risk mitigation for identified risks that will eliminate or reduce risk to an acceptable level. Identify any new risks introduced by such risk mitigation. Failure to address all SOW requirements will result in a non-responsive quotation and the offeror’s quotation will be removed from consideration.

Volume III – Price

There is no page limit to this volume. The following instructions are applicable to the prime offeror, subcontractors, teaming partners and JV partners. This section is to assist you in submitting information other than certified cost and pricing data that is required to evaluate the reasonableness and completeness of your proposed price. The Government will verify that all RFQ requirements have been priced, and costs/prices are presented in a clear and useful format.

The price narrative shall provide whatever information is necessary to help the Government understand why the proposed costs/prices are reasonable. Offeror shall include detailed information regarding their procedures for deposit, payment, and cancellation policies.

Volume IV – Contract Documentation

There is no page limit to this volume. The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. This section shall include but not limited to the OCCI response and plan, provisions/clauses, and additional DITCO instructions that require a response from the offeror and will need to be submitted along with your quotation.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the offeror whose quotation is determined to represent the overall best value to the Government using an LPTA evaluation process. The evaluation factors and subfactors identified in paragraph 3c(1) and paragraph 3c(2) below will be used in the determination of technical acceptability.

b. After receipt of quotations, the Government will first evaluate the lowest price quotation.

If the lowest price quotation is determined to be technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price quotation or to conduct further evaluations of additional quotations.

c. The Government will use the following factors to determine which offeror’s quotation represents the best value to the Government:

(1) Technical Factor: The Government will evaluate the offerors technical/management proposal against Subfactor 1: Facilities, Subfactor 2: Amenities, Subfactor 3: Audiovisual (AV) and Electrical/Light Support, Subfactor 4: Hardwire Connections, and Subfactor 5: Wireless Internet as “Acceptable / Unacceptable.” Offerors who are rated as “Unacceptable” in any of the “Acceptable / Unacceptable” evaluation criteria may not be further evaluated. The subfactors listed below are of equal importance.

(a) Subfactor 1 – Facilities This subfactor will be evaluated on an “Acceptable/Unacceptable” basis. In order for this subfactor to be rated Acceptable, the contractor’s technical solution shall meet all of the standards listed in the SOW Section 6.1.1 - 6.1.7. A “NOT ACCEPTABLE” rating may cause the offeror’s quote to be eliminated from further consideration.

(b) Subfactor 2 – Amenities This subfactor will be evaluated on an “Acceptable/Unacceptable” basis. In order for this subfactor to be rated Acceptable, the contractor’s technical solution shall meet all of the standards listed in SOW Section 6.2.1 - 6.2.5. A “NOT ACCEPTABLE” rating may cause the offeror’s quote to be eliminated from further consideration.

(c) Subfactor 3 - Audiovisual (AV) and Electrical/Lighting Support This subfactor will be evaluated on an “Acceptable/Unacceptable” basis. In order for this subfactor to be rated Acceptable, the contractor’s technical solution shall meet all of the standards listed in SOW Section 6.3.1 - 6.3.4. A “NOT ACCEPTABLE” rating may cause the offeror’s quote to be eliminated from further consideration.

(d) Subfactor 4 – Hardwire Connections This subfactor will be evaluated on an “Acceptable/Unacceptable” basis. In order for this subfactor to be rated Acceptable, the contractor’s technical solution shall meet all of the standards listed in SOW Section 6.4.1. A “NOT ACCEPTABLE” rating may cause the offeror’s quote to be eliminated from further consideration.

(e) Subfactor 5 – Wireless Internet This subfactor will be evaluated on an “Acceptable/Unacceptable” basis. In order for this subfactor to be rated Acceptable, the contractor’s technical solution shall meet all of the standards listed in SOW Section 6.5.1. A “NOT ACCEPTABLE” rating may cause the offeror’s quote to be eliminated from further consideration.

Table 1. Technical/Management Ratings Rating Description

Acceptable Quotation clearly meets the minimum requirements of the solicitation.

Unacceptable Quotation does not clearly meet the minimum requirements of the solicitation.

(2) Cost/Price Factor:

Since this requirement is based on LPTA, award will be made to the contractor that presents the lowest priced technically acceptable approach. The contractor’s quote will be evaluated to determine if it is reasonable and complete. Normally, price reasonableness is established through price analysis as described in FAR 15.404. The Government will determine completeness of the venue provider’s quote by verifying that all solicitation requirements have been priced, and costs are presented in a clear and useful format. Again the price quotation shall be a separate document from the technical quotation and the SF 1449.

The Government intends to evaluate quotations and award a contract without exchanges with offerors. However, the Government reserves the right to conduct exchanges or seek clarifications if the contracting officer (KO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel this solicitation. In such an event, offerors will be notified in writing.

Solicitation document contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions and additional DITCO instructions require a response from the offeror and will need to be submitted along with your quotation.

In response to this RFQ, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the RFQ’s instructions.

An offeror agrees that if its offer is accepted within 90 calendar days from the date of receipt of quotations (unless a different period is stated in the quotation), it will furnish the items and/or services identified in its quotation at the cost offered to the designated point(s) within the time specified in the contract. You also agree that if the Government awards you the contract, the award document sent by the Government to the contractor is a binding and enforceable contract.

The contractor has a legal obligation to perform in compliance with all aspects of the SOW if awarded the contract.

Portions of the successful offeror’s quotation may be incorporated into the contract.

The KO, Michael E. Pirone, and contract specialist (CS), Corey J. Wollard, are the sole points of contact for this procurement. Questions should be addressed to michael.e.pirone.civ@mail.mil and corey.j.wollard.civ@mail.mil. Please provide any questions, in writing, no later than 13 May 2022 at 1:00pm (EST). The Government reserves the right to not answer questions submitted after this time. Questions submitted to any parties aside from the KO and CS will not be addressed under any circumstances.

Quotations are due no later than 25 May 2022 at 2:00pm (EST) and should be submitted to the KO and CS at DITCO via the following email addresses: michael.e.pirone.civ@mail.mil, and corey.j.wollard.civ@mail.mil.
