Item Specifications: Evidence (e.g., product data sheets, brochures, or technical drawings) demonstrating that the proposed light towers are Compact Vertical Mast Diesel-Powered Mobile Light Towers with at least 6kW of power.

Note:. Zip files are not an acceptable format for the Air Force Network and will not go through our email system.

Contracts awarded under FAR RFO Part 12 are not subject to FAR RFO Part 15's source selection procedures.

Accordingly, award of a contract under this RFQ, should an award be made, shall follow the procedures outlined in FAR RFO Part 12, as supplemented. A purchase order may be awarded to the vendor who is deemed responsible in accordance with FAR RFO Subpart 9.1, as supplemented, whose quote conforms to the RFQ's requirements and is judged to represent the technically acceptable quote with the lowest complete and reasonable price.

First, the Government will rank the quotes which conform to the RFQ's requirements from lowest priced to highest priced.

Then, the Government will evaluate the lowest priced quote for technical acceptability as follows:

Technically Acceptable- The quote meets all the requirements of the RFQ. Specifically, the quote explicitly demonstrates compliance with the critical SOW criteria on a pass/fail basis by providing documentation (e.g., product data sheets, brochures) that confirms the following:

Item: The proposed items are Compact Vertical Mast Diesel-Powered Mobile Light Towers with at least 6kW of power.

Lighting: The light fixtures are high-efficiency, directional LED, providing a minimum of 350-watts per fixture and capable of 360-degree rotation.

Mast and Engine: The units feature a powered vertical mast assembly and a liquid-cooled, Tier 4 Final compliant diesel engine with a minimum 30-gallon fuel tank.

Power and Trailer: The units are equipped with the specified auxiliary power outlets and are mounted on a heavy-duty trailer that meets all listed requirements.

Technically Unacceptable- The quote does not meet all the requirements of the RFQ (fails to address or meet one or more of the criteria above).

If the quote with the lowest price is determined to be technically acceptable and the price is complete and reasonable, this vendor's quote represents the best value to the Government and award will be made to that vendor.

If the lowest priced quote contains minor or clerical errors, the Government may exercise its broad discretion to communicate with that vendor to resolve the discrepancies. If, following these communications, the quote is determined technically acceptable and remains the lowest priced, the order will be awarded to that vendor.

If the Government determines that a quote is not easily correctable, or if a quote is no longer the lowest priced, the Government will evaluate the next lowest priced quote for technical acceptability and price reasonableness. The Government will conduct communications as necessary to ensure an efficient evaluation and award process in accordance with FAR 12.203.

Applicable definitions are outlined below:

Completeness- The vendor's price will be reviewed to determine the extent to which all the price elements have been addressed. The vendor's price quote will be evaluated to ensure continuity and traceability of prices to the technical quote and between the initial quote and any revisions. The review will determine the adequacy of the vendor's quote in addressing and fulfilling the RFQ requirement.

Reasonableness- For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine price fairness and reasonableness in accordance with FAR 12.204.

This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated. In order to determine price fairness and reasonableness, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).

The Government intends to make an award based on the initial quote submissions without conducting communications with vendors. Therefore, each quote should contain the vendor's best terms from a price and technical standpoint.

However, the Government reserves the right to communicate with vendors if, during the evaluation, it is determined to be in the best interest of the Government. Communications are fluid interactions between the Contracting Officer (CO) and the vendors that may address any aspect of the quote, including technical and price, and may or may not be documented in real-time. Vendor responses to any Government communications will be considered in making the order selection decision.

Evaluation Factors for Award Contracts awarded under FAR RFO Part 12 are not subject to FAR RFO Part 15's source selection procedures. Accordingly, award of a contract under this RFQ, should an award be made, shall follow the procedures outlined in FAR RFO Part 12, as supplemented. A purchase order may be awarded to the vendor who is deemed responsible IAW FAR RFO Subpart 9.1, as supplemented, whose quote conforms to the RFQ's requirements and is judged to represent the technically acceptable quote with the lowest complete and reasonable price.

First, the Government will rank the quotes which conform to the RFQ's requirements from lowest priced to highest priced. Then, the Government will evaluate the lowest priced for technical acceptability as follows:

Technically Acceptable- The quote meets all the requirements of the RFQ. Specifically, the quote explicitly demonstrates compliance with the following four critical SOW criteria on a pass/fail basis:

Technical Qualifications: Proven ability to test in accordance with ANSI/NETA MTS-2023 and experience calibrating Type CO Electro-Mechanical Relays.

Safety Standards: Affirmation of NFPA 70E (2024) and LOTO training, and JSA submission.

Logistical Capability: Provision of a portable 120V, 60Hz generator and fuel.

Schedule & Security: Submission of a written statement committing to complete all on-site work during a single Government-scheduled weekend outage and certifying that all personnel assigned to this requirement are U.S. Citizens or Lawful Permanent Residents (LPRs).

Technically Unacceptable- The quote does not meet all the requirements of the RFQ (fails to address or meet one or more of the criteria above).

If the quote with the lowest price is determined technically acceptable and the price is complete and reasonable, this vendor's quote represents the best value to the Government and award will be made to that vendor.

The Government will conduct communications as necessary to ensure an efficient evaluation and award process in accordance with 12.203.

The Government will determine price fair and reasonable in accordance with FAR RFO 12.204, as supplemented by Class Deviation 2026-O0028, FAR RFO Part 12, R- Defense FAR Supplement (R-DFARS) Part 212, section 212.204(a).

This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition).
