COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial commodity/service, i.e., Two-Gas Chromatographs – one for Mil -PRF 26536 and one for MIL -PRF
27404, as described under the attachment titled “Statement of Work”.
The synopsitation is prepared in accordance with the format in the Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial service procurement using Simplified Acquisition Procedures (FAR Part 13).
An award, if any, will be made to the responsible offeror who submits a quotation that
(1) Conforms to the requirements of the synopsitation;
(2) Complies with the minimum requirements stated in the Statement of Work (SOW), as evidenced by providing a complete description of the equipment provided; and
(3) That submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable.
NOTE: Existing Agilent 7890A instruments may be used for trade in value. If proposed, please provide specifics as part of the pricing proposal / quote.
The Government reserves the right to award without discussions or make no award at all depending upon: 1) the quality of quotations received, and 2) whether proposed prices are determined to be fair and reasonable.
Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award.
Offerors shall submit a detailed response to the solicitation explaining the products being proposed and how the offeror is able to fulfill all requirements of the solicitation.

Statement of Work
For
Two Gas Chromatographs
I. Background:
The Aerospace Fuels Laboratory (AFPET/PTPLE) has a requirement for two Gas Chromatographs (GC) – one for MIL-PRF-26536 and one for MIL-PRF27404. This is a requirement to support the launch mission of Vandenberg Space Force Base.
II. Scope:
Please see Minimum Technical Requirements.
III. Minimum Technical Requirements:
• Two instruments capable of automatically running the GC assay methods in MIL-
PRF-26536 and MIL-PRF27404 (utilize https://quicksearch.dla.mil/qssearch.aspx to reference/review specifications) and configured for standard 120V single phase, 60Hz electricity
• Instruments must be less than 28 inches deep and both instruments should fit side-by-side under an 8-foot canopy hood
• Be configured with auto-injection for up to 60 samples– Instrument 1 Configuration:
1. Thermal Conductivity Detector (TCD) & Flame Ionization Detector (FID) config in series 925/6 : Top TCD to FID in series
2. INERT Cap Split/Splitless inlet with EPC – 100 pounds per square inch (psi)
3. 8890 FID Assembly Optimized For Capillary
4. TCD with Electronic Pressure Control (EPC)
5. Factory plumbing for quick installation
6. Exhaust Deflector Assembly
7. TCD to FID Series Adapter
Instrument 2 Configuration:
1. INERT Cap Split/Splitless inlet with EPC - 100psi
2. TCD with EPC
3. Factory plumbing for quick installation
4. Exhaust Deflector Assembly
• Capability to reuse existing Agilent 7693A Autosamplers and 150 vial trays for all injection ports or provide new autosamplers and trays
• Include one computer/instrument controller with all required software for operating both new instruments – Instrument should run independently of analyst once started https://quicksearch.dla.mil/qssearch.aspx
• Include a second identical software package, or software and computer/instrument controller package, to run 3 existing Agilent 7890Bs with autosamplers. Current available computer is Windows 7.
• Software to run instruments must be operational without onsite internet; no internet service will be available
• Setup or training includes transfer of up to 20 methods from existing Chemstation software.
• Software must be able to report data in excel files
• Software must include method development, and administrative privilege training as well as general user training for daily operation.
IV. Domestic or Qualifying Country Products:
All products delivered to satisfy this requirement shall be manufactured domestically or in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
V. Delivery and Training:
• Product should be delivered to location at Vandenberg SFB, CA within 12 weeks after award with all manuals and instructions for instrument operation as electronic copy.
• Setup or training includes transfer of up to 20 methods from existing Chemstation software.
• Software must include method development, and administrative privilege training as well as general user training for daily operation.
VI. Warranty:
1 year warranty from date of acceptance of equipment.
VII. Invoice and Payment:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VIII. Delivery Procedures:
All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.
1. Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
2. This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
