About this file
This is a Request for Proposal (RFP) for commercial products and services issued by the Department of the Air Force, Directorate of Contracting, for the procurement of Production F-16 Mounting Brackets (NSN 5340-01-643-5571, Manufacturer Part Number 201309312-101).
The solicitation (FA8203-26-Q-0009) is a Total Small Business Set-Aside with an offer due date of July 2, 2026. The requirement is for 255 production units at F.O.B. Origin from the contractor's facility, with a required delivery of 365 calendar days post-award approval. The solicitation includes three contract line item numbers: CLIN 0001 for Production Articles (255 units, Firm Fixed Price), CLIN 0002 for First Article Data Report (Not Separately Priced), and CLIN 0003 for First Article (1 unit, Firm Fixed Price). Award will be made on an "All or None" basis to the lowest Total Evaluated Price (TEP) offeror, with TEP calculated solely on the Unit Price of CLIN 0001. Offerors must submit full pricing for all CLINs or explicitly request a First Article waiver to be considered responsive. The item is designated as a Critical Safety Item requiring AS9100 quality assurance certification (equivalent acceptable), CMMC Level 2 compliance, inspection and acceptance at origin, IUID marking, and higher-level contract quality requirements. Engineering source approval is mandatory; only four approved small business sources are listed: Machine Specialties LLC, Transaero Inc., Nassau Tool Works Inc., and Arlington Precision Components LLC. Alternate sources must complete the Manufacturing Qualification Requirements process, though award may not be delayed for their qualification. Prices must be held firm for 30 days, and early shipments are acceptable at no additional cost to the Government.

INSTRUCTIONS TO OFFERORS
This note/section provides a tailored streamlined set of “Instructions to Offerors” in accordance with (IAW) RFO
12.205 and clause 52.212-1 – Instructions to Offerors – Commercial Products and Commercial Services.
1. Solicitation This solicitation is being issued IAW RFO 12.201 procedures.
Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
2. Quote Costs This solicitation does not commit the Government to contract for any supply or service whatsoever.
Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this solicitation. All costs associated with preparing, submitting and supporting quotes on this solicitation will be solely at the responding party’s expense. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation or determines not to award a contract, the Government has no obligation to reimburse an offeror for any quote costs and/or any other costs incurred.
3. NAICS Code IAW SF 1449, front page
4. Submission of Offers IAW solicitation (SF 1449) and this note/section
5. Period of Acceptance of Offers IAW solicitation (SF 1449)
6. Multiple Offers Multiple offers will not be accepted
7. Multiple Awards The Government intends to award one (1) contract based on "All or None". The Government will not consider any offers for less than the quantity offered.
8. Contract Award The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and delivery standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. In the event discussions are held, offeror responses to those notices will be considered in the evaluation.
9. Evaluation Criteria for Award
a. Submission Requirement (Full Quote): Offerors must submit proposed pricing for all applicable Contract Line Item Numbers (CLINs) to be considered responsive, and a complete quote is required.
Exception for First Article Waiver: If an offeror does not submit pricing for CLIN 0003 (First Article), they must explicitly indicate in their quote that they qualify for, and are requesting, a First Article waiver. Failure to price all CLINs without indicating qualification for a waiver may render the quote non-responsive.
b. Total Evaluated Price (TEP): While a full quote is required, offers will be evaluated for award based on the lowest Total Evaluated Price (TEP). The TEP is strictly limited to the "Unit Price" of the "Production" CLIN
(CLIN 0001).
Exclusions: The TEP DOES NOT include the extended price (i.e., unit price x quantity), nor does it include the pricing for First Article CLINs.
Rationale: This method ensures integrity, balance, and fairness in the competition. Because some offerors may be required to complete a "First Article" while others may have a waiver approved, this process ensures no quote is penalized or favored based on First Article status. Since ALL offerors are required to complete the "Production" CLIN requirement, the lowest "Unit Price" for this CLIN represents the best value to the Government.
c. Unbalanced Pricing: Offerors are cautioned against submitting an offer that contains unbalanced pricing.
Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced First Article and Production line items. Offers that are determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
An example of the required submission and TEP evaluation is provided below for reference:
CLIN DESCRIPTION REQUIRED SUBMISSION EVALUATION
0001 Production Articles $ [Enter Unit Price] Used for TEP
0002 CDRL - FA Test Report $ NSP Not evaluated in TEP
0003 First Article $ [Enter Price or waiver requested] Not evaluated in TEP
TOTAL EVALUATED PRICE (TEP) = Unit Price of CLIN 0001 ONLY
10. Consideration for Award
a. Engineering Source Approval / Approved Sources This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Therefore, to be considered for award, an offeror will be required to be listed as an approved source.
A list of Small Business approved source(s) are provided below. Note: this requirement is a Total Small Business Set-Aside.
Approved Source Cage Code Machine Specialties LLC 1DDX0 Transaero, Inc. 27541 Nassau Tool Works, Inc 2M490 Arlington Precision Components, LLC 3TKZ9
Alternate sources shall refer to the attached "Manufacturing Qualification Requirements (MQR)" for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation MAY NOT BE DELAYED due to an alternate source notifying the appropriate Government contracting office of its intent to qualify as an approved source for this requirement.
b. Quality Assurance Compliance Offerors shall submit documentation (i.e., certification) demonstrating they have the capability to comply with the quality assurance standard(s) IAW the solicitation (individual line-item schedule), which are provided below. The Government reserves the right to determine whether an offeror's proposed "equivalent" quality certification is acceptable. Failure to submit this documentation or an unacceptable "equivalent" certification may result in the offer being considered non-responsive (i.e., not eligible for award).
CLIN Quality Assurance (Title / Number) 0001 AS9100 is required, but equivalent is acceptable 0003 AS9100 is required, but equivalent is acceptable
c. CMMC Level Compliance Offerors will not be eligible for award of a contract resulting from this solicitation if the offeror does not have a current CMMC level that meets or exceeds the CMMC Level 2 requirement in clause 252.204-7025 of this solicitation.
d. Foreign Disclosure Review Foreign-owned firms are advised to contact the Contracting Officer before submitting a quote to determine whether there are restrictions on receiving an award.
11. Priority of Basic Award (MICAP) In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bilateral contract modification.
