About this file
This document is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for Wi-Fi Internet services at McConnell Air Force Base unaccompanied housing.
The Air Force seeks to establish and operate broadband Wi-Fi internet access across four buildings (196, 340, 342, and 350) at McConnell AFB in Kansas. The acquisition is a 100% small business set-aside with a NAICS code of 517112 and size standard of 1,500 employees. The requirement includes two line items: item 0001 for establishment and installation of the Wi-Fi system (1 job, firm fixed price), and item 0002 for operational services from July 1, 2026 through May 31, 2027 (11 months, firm fixed price). Five optional one-year extension periods are available (June 2027–May 2028, June 2028–May 2029, June 2029–May 2030, June 2030–May 2031), plus a six-month final extension (June–November 2031). The offer due date is May 15, 2026 at 10:00 AM Central Time. A non-mandatory site visit is scheduled for May 8, 2026 at 10:00 AM; vendors must register by May 1, 2026. Technical questions are due by May 11, 2026 at 10:00 AM, with answers posted by May 13, 2026. Award will be based on best value trade-off using three factors: technical approach (significantly more important), past performance, and price. Offerors must submit three volumes: a technical proposal not exceeding 30 pages with statement of work, network design, implementation plan, operations and maintenance plan, content filtering plan, and customer support plan; a price proposal reflecting all mobilization, installation, and service costs; and past performance references limited to five projects completed within the last five years, each limited to two pages. Inspection and acceptance will occur at McConnell AFB (DoDAAC F2Z3C3). Payment will be processed through Wide Area WorkFlow (WAWF) with routing to Pay Official DoDAAC F87700. The solicitation incorporates numerous FAR and DFARS clauses including small business limitations on subcontracting (50% for services), Service Contract Labor Standards, and representations regarding responsibility, tax compliance, and covered defense telecommunications equipment.
