The purpose of this acquisition is to obtain a complete, turnkey commercial Wi-Fi service for the personal use of Airmen residing in base dormitories. This initiative seeks to enhance quality of life, and retention by providing a robust, reliable internet service that supports personal communication, education, and entertainment needs.

2.0 SCOPE OR MISSION

The contractor shall provide commercial Wi-Fi solution across four (4) multi-story dormitories (See attachment 2 – Bldgs. Plans 196, 340, 342, 350) (Attachments available upon request: “196 – As-Builts" / “340 – As-Builts" / “342 – As-Builts"/ “350 – As-Builts" for materials used) for a total of 444 rooms, plus common areas. The resulting service must be entirely separate and isolated from all official government networks.

The contractor is responsible for all aspects of delivery service, including but not limited to:

• Secure provisioning of all internets backhauls (ISP circuits).

• Supply, installation, configuration, and ongoing maintenance of all necessary network infrastructure (e.g., access points, switches, routers, firewalls).

• Continuous operation and technical support for the entire service duration.

3.0 PERFORMANCE OBJECTIVES

The contractor shall design, implement, and manage a service that achieves the following mandatory performance outcomes:

Objective Number

Performance Objective Required Outcome / Standard

3.1 Network

Performance

The service must meet or exceed speed benchmarks set by the Federal Communications Commission (FCC) which is currently set to consistently deliver a minimum download speed of 100 Mbps and a minimum upload speed of 20 Mbps to each connected user device.

3.2

Network Coverage & Signal Strength

The service must provide 100% wireless signal coverage with a minimum signal strength of -50 dBm to -65 dBm throughout all living quarters, common areas, and designated public spaces within the four specified dormitories. Coverage is not required to extended to the immediate area outside of the building perimeter.

3.3 User

Capacity

The network must be engineered to simultaneously support bandwidth usage for a minimum of 28 concurrent users in building 196, 96 concurrent users in building 340, 132 concurrent users in building 342, and 188 concurrent users in building 350, enabling activities such as high-definition video streaming and online gaming without degradation of service.

Every user should always have consistent download speeds of 100 Mbps or more and an upload speed of 20 Mbps or more.

3.4 Content

Filtering

The contractor must implement and maintain a content filtering system that effectively blocks access to the following categories: Adult Themes, Adware, Illegal Downloads, P2P/File Sharing, and Web Spam. The system's effectiveness and block-lists must be auditable by the Government upon request.

3.6 Network

Availability

The contractor shall maintain a network service uptime of 97%, measured monthly. Uptime is defined as the percentage of time the service is available and meeting performance objectives. This calculation excludes pre-scheduled maintenance windows coordinated with the Government. Contractors should monitor on-site equipment, connectivity, signal quality, and capacity (24/7/365) and notify the government within (4) hours during normal duty hours if there is a degradation of access being provided along with a (2-week) notice for maintenance actions that could impact the end-user. Maintenance personnel shall be dispatched by the contractor to correct deficiencies within

(1) business day.

3.7 Network

Monitoring

Wi-Fi monitoring is required and should, at a minimum, provide network performance optimization, enhanced security and threat detection, comprehensive usage analytics and reporting, and efficient troubleshooting and management. For the interface options, there will need to be a self-service portal where residents sign in and agree to the terms and conditions and does not impact network performance. It should have unified and simple onboarding to include devices without web browsers, such as Xbox, PlayStation, and Apple TV. The network should also provide VPN encryption to prevent unauthorized access.

3.8 Cyber

Security

The Contractor shall develop a plan for cyber security threat mitigation, detection, and reporting procedures. In addition, when reporting, the Contractor must notify McConnell of any cybersecurity threat or infiltration within 1 hour of detection.

(The government point of contact will be provided after Award.)
