David Clark (DC) Series 9900 Wireless Intercom System Key Components

Solicitation # FA301624Q0174

The 502d Contracting Squadron (502 CONS) is issuing this COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number FA301624Q0174 shall be used to reference any written quote provided under this RFQ.

This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-06, effective date 29 Aug 2024 and DFARS Publication Notice, effective date 15 Aug 2024. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this: https://www.acquisition.gov/

This will be a single award for a Firm-Fixed-Price Purchase Order. This is a Brand Name (David Clark) requirement. Please reference the approved Brand Name Justification at Attachment 1. Quotations received that represent a different manufacturer will not be considered for award. The North American Industrial Classification System (NAICS) Code for this requirement is 334310 - Audio and Video Equipment Manufacturing. Small Business Size Standards: 750 employees. This requirement is a 100% small business set-aside.

The CLIN structure of any resulting purchase order will consist of eight (8) Contract Line Item Numbers (CLINs):

Please provide a quote for the CLINs listed below. Failure to quote on the CLIN may render the quote unacceptable and ineligible for award consideration in the absence of interchanges. All costs associated with providing the David Clark (DC) Series 9900 Wireless Intercom System Key Components outlined in Schedule B must be included in the CLIN Total Price.

1. Set up of 25 Series 9900 Wireless Intercom Systems with accessories; provide user instructions, training, in-house minor maintenance, and safety training.

Contractor personnel will be accompanied by Hangar 40 Staff during installation and training. Contractor personnel names will be listed upon delivery.

RFQ Questions/Concerns Due Date. The Quoter shall submit any questions or concerns via email to Marilyn L. Hockersmith; email: marilyn.hockersmith.1@us.af.mil than Wednesday, 11 September 2024 at 12:00 P.M. CST. Questions and/or concerns submitted after the date and time noted above will not be accepted nor considered.

RFQ Response Date: The Quoter shall respond to this RFQ by Monday, 16 September 2024 at 12:00 P.M.

Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.

Basis for Award. Procedures in FAR 13.106, Soliciting competition, evaluation of quotations or offers, award and documentation, are applicable to this procurement. 502 CONS will issue a purchase order to the Offeror who is determined to offer the Best Value to the Government.

Best Value Determination. For this procurement, the Best Value determination will be made based on the Lowest Priced Technically Acceptable (LPTA) quote. While price will be a significant factor in the evaluation of quotes, the final contract award will be based on the LPTA – a combination of lowest price and technical acceptability. The Government will award a purchase order resulting from this RFQ to the responsible Quoter who complies with all the terms and conditions of the RFQ and whose quote is deemed technically acceptable, quotes the lowest price, and has been determined to be a responsible contractor IAW FAR Part 9.

The following process will be followed:

i. Quotes will be ranked based on the total quoted priced submitted for CLINs 0001 through 0008.

ii. If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total quoted price.

iii. The Technical Evaluator will evaluate each quote for technical acceptability identified in the rating’s chart below. To be deemed technically acceptable, the Quoter must be rated as Acceptable. The failure of an Quoter to meet any or all the technical criteria will result in a technically unacceptable rating and be ineligible for award.

iv. The Contracting Officer will determine Quoter to be a responsible contractor IAW FAR Part 9.

TECHNICAL ACCEPTABILITY

The Government will evaluate the quotes for technical acceptability assigning ratings as outlined in the chart below. The failure to meet all the technical criteria will result in a technically unacceptable rating and will render the quote ineligible for award. For a Quoter to be deemed technically acceptable, the following shall be met:

Unacceptable

Quoter cannot provide CLINs 0001 through 0008 outlined in Schedule B, Dave Clark’s (brand name) specific item number; item description; required quantities; and/or provide delivery order by the required delivery date.

PRICE

The Government will then conduct a price evaluation of the lowest priced technically acceptable quote for price reasonableness. This shall be implemented IAW FAR Part 13.106-3, Award and Documentation, and FAR 15.404-1, Proposal Analysis Techniques, IAW DoD Class Deviation 2014- O0011.

RESPONSIBILITY DETERMINATION

Quoters must be registered in the SAM database to be eligible for award. Registration is free and can be completed on-line at http://www.sam.gov.

**If Quoter’s Representation & Certifications are not current in SAM database, then update mandatory information within database, and Quoters shall submit FAR 52.212-3 & Alt I with the RFQ response.**

INVOICE AND PAYMENT. Invoice must be submitted electronically through Wide Area Work Flow (WAWF) for payment at https://wawf.eb.mil/. Please reference DFARS Clause 252.232-7006 at Attachment 2 for instructions. Access to WAWF is required to submit an invoice.
