This is a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) solicitation. Funds will be obligated/cited upon the issuance of contract award and each subsequent Delivery Order (DO). The Government will only be obligated to order the stated minimum quantity. The Government is not obligated to issue any additional orders against the contract once the minimum has been ordered. However, the Government reserves the right to order up to the maximum quantity. The best estimated quantity for this IDIQ is 75 units, including the proposal evaluation unit. The minimum number of units that will be ordered off of the resulting contract is one (1) unit.

Inspection and Acceptance Testing of Proposal Evaluation unit (CLINs 0001 & 0002) - Testing will be completed by AFMETCAL in accordance with Purchase Description (PD) 25M-323A-FL Rev. 5, dated 12 May 2025 (Attachment 1) & 25M-323B-FL Rev. 1, dated 15 January 2025 (Attachment 1). The unit submitted for testing as part of the proposal will serve as the Proposal Evaluation Unit (CLINs 0001 & 0002) for whichever offeror is awarded the contract.

Testing Of Production units (CLINs 0004 & 0005) - The Inspection and Acceptance for up to the first 74 units ordered (IF UNITS ARE ORDERED UNDER A DELIVERY ORDER) from CLIN 0004 & 0005 will be tested at each respective and will be completed within 45 days of receipt at destination. Any change in testing will be done with a contract modification. Production units will be directly shipped to the PMELs using the attached Anticipated Delivery Locations (Attachment 3).

Acceptance of Production Units - Acceptance of each production unit shall be completed within 45 days of receipt of the unit at the AFPSL/PMEL.

Invoices shall not be submitted in Wide Area WorkFlow (WAWF) through Procurement Integrated Enterprise Environment (PIEE) until the units have been accepted.

Deliveries or Performance Proposal Evaluation Unit- As part of their proposal, an offeror must provide an exact unit to be tested and evaluated. The unit shall arrive at AFMETCAL, Heath, OH no later than the proposal due date.

Production Units - Deliveries on CLINs 0004-0005 must have requisition numbers prior to shipment. Production units will be directly shipped to PMELs using the attached Anticipated Delivery Locations (Attachment 3).

Production Units - Delivery is due 90 days after contract award or 30 days after completion of previous Delivery Order (DO), whichever is later. Delivery shall be a minimum: 1, maximum: 5 and continue at that rate every 30 days until all deliveries are complete. DIRECT SHIP - REQUISITION NUMBERS REQUIRED - Do not ship units without requisition numbers. Requisition numbers are required except for units that are shipping to the AFLCMC/WNMMH (AFMETCAL) Receiving, Heath OH address. The REQUISITION NUMBER, NATIONAL STOCK NUMBER (NSN), the MARK FOR ACCOUNT (number), and ATTENTION PMEL TYPE (number) must be plainly displayed on the outside of each shipping container. Contact the contract administrator for NSN and requisition numbers.

Units may arrive at destination no earlier than seven (7) days before the required delivery date. Accelerated delivery is not permitted without coordination through the contract administrator.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) As used in this clause- Definitions.

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(d) . The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than Comptroller General Examination of Record sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities (a) designated in the Schedule. Such orders may be issued from through .date of award 9/30/2029

All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this (b) contract, the contract shall control.

A delivery order or task order is considered "issued" when-(c)

If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;(1)

If sent by fax, the Government transmits the order to the Contractor's fax number; or(2)

If sent electronically, the Government either-(3)

Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or(i)

Distributes the delivery order or task order via email to the Contractor's email address.(ii)

Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.(d)
