Bureau of Reclamation

Missouri Basin Region

Wyoming Area Office

Control of Noxious Weeds for the Wyoming Area Office and Surrounding Areas

PERFORMANCE WORK STATEMENT (PWS)

1.0 BACKGROUND

Noxious, invasive, and nuisance species reduce habitat, increase erosion, degrade riparian areas, create fire hazards, cause significant economic losses, and interfere with recreational activities. The

Bureau of Reclamation’s Wyoming Area Office requires noxious weed control in nine (9) different locations throughout the state. Specific locations and information will be provided within this

Performance Work Statement. This project would fulfill Reclamation’s responsibilities to control noxious, invasive, and nuisance species in accordance with State and Federal laws on the identified federal lands.

The contractor is responsible for ascertaining access to each of the sites. Several of the areas

(dams, dikes, switchyards) are not accessible by vehicle. The Alcova powerplant and warehouse are accessible by vehicle. It is recommended a site inspection precede prospective quotes because of varied and difficult conditions. Several sites are located behind locked gates.

At Alcova Powerplant the transformer yard bare ground treatment requires safety clearance from the Casper Control Center and safety measures must be followed. Reclamation will obtain the clearance from the Casper Control Center.

2.0 SCOPE

The work required under the contract is to survey and control noxious, invasive and nuisance species in accordance with Federal and State laws and regulations. The contractor shall furnish all labor, materials, herbicides and equipment to control noxious weeds throughout the location identified in this Performance Work Statement (PWS)

The contractor shall use herbicides based on the weed species, objectives, and other criteria specified below under the individual application sties. For any one site, more than one chemical may be used, depending on the on the variety of pest species and environmental conditions.

Treatments shall be completed using rates indicated on the labels and appropriate for site conditions. All chemicals must be compliant with all State and Federal law and regulation requirements.

Appropriate surfactants shall be used to increase efficacy or when indicated on the label. A dye shall be added to all liquid herbicides and/or tank mixtures at a rate sufficient to assure that the applications are visible to the inspector. The contractor shall submit an applicator report at the time of submitting invoices.

The timely and accurate performance of these services must be recognized as a vital and mandatory requirement of the Purchase Order.

WY-Control of Noxious Weeds for the Wyoming Area Office And Surrounding Areas .

2.1 LOCATION

Access to work area shall be coordinated with the Quality Assurance Evaluator (QAE). The treatment areas are as following:

Item 1: Microwave sites

Item 2: Mills Office Area

Item 3: Alcova Facilities and Casper Canal Headgate

Item 4: Gray Reef Dam

Item 5: Seminoe Camp, Dam, and Road

Item 6: Pathfinder Dam and Dike

Item 7: Miracle Mile Area

Item 8: Kortes Dam

Item 9: Pathfinder Interpretive Trail

The total estimated acreage is approximately 50 acres.

Hours of availability are from 7:30 am to 4:00 pm. Monday through Friday. (Excluding Holidays).

The Contractor must coordinate their activities with the QAE. Request for exceptions to the time periods must be submitted in writing and approved in advance.

3.0 TASKS - The contractor shall perform the following tasks:

Herbicide shall be furnished by the contractor and applied according to the label and all local, State, and Federal laws and regulations. All work shall be performed by a commercial applicator licensed in Wyoming or under the direct supervision of a licensed applicator. The contractor is responsible for the correct application of pesticides and chemicals on the federal lands. The

Contractor shall keep commercial application records in accordance with the State and Federal

Requirements. The contractor shall provide current and valid professional certifications, permits and/or licenses prior to onsite work.

The contractor shall provide a copy of each herbicide label or a Safety Data Sheet (SDS) for each chemical to be used, and a photocopy of the contractor’s commercial applicators license prior to commencement of work. The pesticide coordinator and QAE, Regan Kirchner, shall be contacted at rkirchner@usbr.gov, a minimum of one week prior to any application to ensure that facility personnel are available to provide access, if necessary. Contractor shall list type of equipment to be used per location of application, prior to commencement of work.

In addition to the specific sites and pests identified, the contractor shall treat any noxious weed populations encountered at Reclamation sites during the course of carrying out the purchase order.

If any such noxious weed populations exceed 0.1 acres, the contractor shall notify the QAE.

Treatment shall be done during the dates specified. All “bare ground” or sterilization work shall be done between May 1st and May 31st; all broadleaf treatments shall be done between June 1st and June 30th. Note that if weather, such as high winds or snow on the ground restricts treatment during the designated time period, or (reasonable) delay for time allowed for submittal submissions and approvals, the contractor shall propose alternative dates and/or treatments that will meet Reclamation objectives. Such requests must be submitted in writing and approved in advance.

The Contractor shall have experience in Global Positioning System (GPS) capabilities, including collecting points, lines and areas and correctly attributing them. The contractor shall furnish maps of all contractor activities including the treated areas at the time of invoicing for approval by the

QAE.

Reclamation structures, such as dams and dikes, which have been listed for control of woody vegetation, shall be thoroughly examined by the contractor. All woody plants that are located shall be spot treated. The acreages shown for each site are the gross acres to be examined and spot treated while the actual acreage to be treated with herbicide will be significantly less. All acreages shown are map estimates intended for planning purposes only and will not be used as a basis for adjusting payments.

All pesticide containers shall be removed from Reclamation premises the same day the application takes place. The contractor shall dispose of the containers in accordance with State and Federal laws.

3.1 GPS

Contractor shall have experience in Global Positioning System (GPS) capabilities, including collecting points, lines and areas and correctly attributing them. The contractor shall furnish maps of all contractor activities including the treated areas. The GPS unit shall record the treatment locations with data accuracy of plus or minus not less than one (1) meters and survey shall be performed using the 1983 North American Datum (NAD83) with projection set to Universal

Transverse Mercator, Zone 12 North (UTM12). Any maps provided to Reclamation shall include a legend, legal description, North arrow and a reference scale. The Contractor shall be knowledgeable in using Geographic Information System (GIS) and creating shapefiles/KMLs with attribute tables that include: date of application, treatment type and herbicides used, target weed species, examiner, treatment area in acres and, if applicable, linear miles of treatment area at water's edge.

At Alcova Dam, Gray Reef Dam, Seminoe Camp, Dam and Road, Pathfinder Dam and Dike, Miracle Mile, Kortes Road and Pathfinder Interpretive Trail, the contractor shall record locations of treatments using a GPS. GPS positions will be delivered to Reclamation in a format such as a

Shapefile or KML, so long as the date, target species and chemical used are noted within each individual point, line or polygon. GIS maps shall be submitted at time of invoicing, for approval by the QAE.

General location maps and application site maps are attached following the performance work statement.

3.2 TARGET AVOIDANCE

All spraying shall avoid all water surfaces. The contractor will be responsible for damage to non-target vegetation. None of the areas are near agricultural crops. Several areas, however, are near drinking water sources, surface water, or desirable trees and shrubs. All spraying shall avoid any areas occupied by the recreating public.
