About this file

This is a Solicitation Notice for a commercial purchase order under FAR Part 12 for software maintenance and subscription services. The Indian Health Service (IHS) Phoenix Area Office intends to award the contract to AllTerra Central for renewal of Trimble Access Software Maintenance and four five-year Trimble CenterPoint RTX Continental subscriptions. These services will support Government-owned Trimble surveying equipment utilized by the Office of Environmental Health and Engineering (OEHE), Eastern Arizona District Office.

The acquisition restricts competition based on the Government's determination that only one responsible source can satisfy the requirement. Market research confirmed that AllTerra Central is Trimble's authorized dealer for Survey, Mapping, and GIS products in Arizona, with no other Trimble dealers authorized to resell these products within the state. The solicitation invites all responsible sources to submit capability statements, quotations, or other information demonstrating authorization by Trimble to resell required products within Arizona, capability to provide the required maintenance and subscription services, and capability to provide manufacturer-authorized support for existing Trimble surveying equipment. The anticipated period of performance is five years beginning upon date of award. Responses proposing alternative manufacturers or non-authorized reseller arrangements will be evaluated solely to determine whether the competition restriction should be reconsidered. All responses must be submitted electronically to Dekovan Cook, Contract Specialist, at dekovan.cook@ihs.gov by the date and time specified in SAM. The solicitation is classified under NAICS 513210 (Software Publishers) and PSC DA10.

Restriction of Competition
