All products provided shall be in accordance with Attachment 1- Salient Characteristics.

Response Due Date: The Government is soliciting for quotes to fulfill the subject requirement. Please respond to this RFQ by providing your quote (to include pricing information) through the Procurement Integrated Enterprise Environment (PIEE) Solicitation module and emailing a copy to SrA Seth James at E-mail: seth.james.1@us.af.mil and Lt Evelyn Hebert at E-mail: evelyn.hebert@us.af.mil no later than Friday, 11:00 AM CDT, JULY 24, 2026, or sooner if possible. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. By submitting a quote, the Contractor concurs that the quote is for all products noted within this solicitation and shall provide the appropriate specifications IAW Attachment 1-Salient Characteristics.

Questions/Concerns: All questions/concerns, if any, must be submitted in writing to the above noted email addresses no later than Tuesday, 1:00 PM CDT, JULY 21, 2026.

1. INSTRUCTIONS TO OFFERORS.

***Notice to Offeror(s)/Supplier(s)***: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1.1. Submission of Offers. Submit signed and dated offers through SAM.gov which are valid through 30 September 2026 and email a copy to seth.james.1@us.af.mil and evelyn.hebert@us.af.mil at or before the exact time specified in the solicitation/SAM.gov. At a minimum, offers shall include—

1. The solicitation number

2. The name, address, telephone number of the Offeror;

3. The Offeror’s Unique Entity Identifier (UEI) and Commercial and Government Entity

(CAGE) code

4. All information necessary to evaluate the identified evaluation factors in the solicitation.

5. Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

6. An acknowledgement that the offeror agrees with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

1.2. Period of Acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation.

1.3. Late Submissions, Modifications, Revisions, and Withdrawals of Offers. Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation/amendments. Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. Offerors may withdraw their offers by written notice to the Government received at any time before award.

1.4. Contract Award. The Government intends to evaluate quotes and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms.

However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. Award will be made to the responsible offeror whose quote conforms to the solicitation requirements.

1.5. Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

(End of provision)

2. QUOTE EVALUATION.

Addendum to RFO 52.212-2 Evaluation-Commercial Products and Commercial Services. The paragraph is tailored as follows:

2.1 Evaluation Factors. The following factors shall be used to evaluate Quotes:

i. Technical acceptability: Evaluated on an Acceptable/Unacceptable basis in accordance with the factors identified below.

ii. Price: Evaluated for reasonableness, completeness, and unbalanced pricing. Quoters are required to complete a quote on a company's letter head. A unit price shall be inserted for each Firm Fixed Price (FFP) Contract Line-Item Number (CLIN) and shall be rounded to two decimal places. The extended amount must equal the unit price multiplied by the quantity of units.

2.2 Best Value Determination. For this procurement, best value determination will be made based on the Lowest Priced, Technically Acceptable (LPTA) Approach. Offerors are advised that their initial submission shall represent their best effort. Only Technically Acceptable quotes, either initially or as a result of interchanges, are eligible for award. The Government will rank quotes by price and evaluate the technical acceptability of the three (3) lowest-priced offers on an Acceptable/Unacceptable basis. If the initial three (3) lowest submissions fail to meet the specified technical criteria, the Government will continue assessing subsequent offers in order of price. The evaluation process terminates once the lowest priced quote is determined to be technically acceptable, although the Government reserves the right to evaluate additional quotes to establish adequate price competition. Contingent upon a determination of contractor responsibility IAW RFO 9.104, award will be made to the lowest-priced, technically acceptable offeror whose quote conforms to the solicitation requirements and the salient characteristics, without further evaluation of other offers.

2.3 Technical Evaluation Ratings: The technical evaluation team will evaluate the factors identified below. For a quote to be rated as "Acceptable", all technical factors must be rated "Acceptable". If any technical factor is rated "Unacceptable", the overall quote will be rated as "Unacceptable". The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and render the quote ineligible for award. The technical factors will receive one of the ratings listed below:

- Technically Acceptable: The offer clearly meets the minimum requirements of the solicitation.

The technical response demonstrates compliance with the Brand Name Traulsen, or provides the identical characteristics listed in Attachment 1 - Salient Characteristics.

- Technically Unacceptable: Offer does not meet the minimum requirements of the solicitation. The technical response does not demonstrate compliance with the Brand Name Traulsen, or does not provides the identical characteristics listed in Attachment 1 - Salient Characteristics.

Initially, the three (3) lowest-priced quotes will be evaluated for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.

2.4. Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are discussions after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

3. INTERCHANGES.

The Government may conduct interchanges with one, some, none or all Offerors at its discretion, if determined to be advantageous to the Government as part of the best value and price reasonableness determination. Interchanges are the fluid exchange of information between the Contracting Officer and Offerors during the ordering process. Interchanges may address any price and non-price aspect of the quote and/or any matter in the evaluation process. Interchanges may be written as Interchange Notices, which will capture the contemporaneous sharing of information between Government and Offeror.

Interchanges may also be verbal conversations between Government and the Offeror, but such verbal interchanges will be documented. Interchanges may include quote revisions/changes as requested by the Government and will be included in the final evaluation. However, the Government reserves the right to award without the opportunity to revise quotes with any or all interested offerors. Interchanges do not require the administrative steps necessary under RFO subpart 15.3 negotiations. Therefore, when engaging in Interchanges with Offerors, the Contracting Officer does not need to establish and document a competitive range.

4. MANDATORY REGISTRATIONS

To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application(ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/ and provide mandatory information.

5. ATTACHMENTS.

1. Salient Characteristics

By submitting a quote, the Offeror agrees to the contract terms and conditions as written in the solicitation with attachments. If any amendments to the RFQ are issued, acknowledgment of each amendment is required.
