About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the National Cemetery Administration (NCA) under the Department of Veterans Affairs for janitorial services at Rock Island National Cemetery.
The solicitation (Number 36C78626Q50125) is a competitive, small business set-aside (100% for Service-Disabled Veteran-Owned Small Businesses) with a solicitation issue date of June 4, 2026, and an offer due date of June 22, 2026 at 4:30 PM CST. The contract location is Rock Island National Cemetery, Building 118, Rock Island Arsenal, Rock Island, Illinois 61299. The work consists of daily, weekly, monthly, quarterly, and semi-annual janitorial and custodial services covering approximately 4,141 square feet of administrative building space and 1,408 square feet of public restrooms. Daily services (250 job-based units) include sweeping and mopping hard floors, vacuuming carpeted areas, emptying trash containers, cleaning glass doors and grave locators, and cleaning/restocking restrooms and breakroom. Weekly services (52 units) involve dusting employee offices and common areas, cleaning window blinds and windowsills, and removing cobwebs. Monthly services (12 units) include cleaning air registers, diffusers, grills, wiping baseboards and restroom walls/partitions. Quarterly services (4 units) require cleaning all windows inside and outside. Semi-annual services (2 units) involve professional steam carpet cleaning and waxing/buffing hard floor surfaces. All services are performed Monday through Friday between 4:30 PM and 9:30 PM, excluding federal holidays. The contractor must provide all supplies (hand soap, toilet paper, paper towels, sanitary bags, wastebasket liners, urinal mats, and bio-based cleaning products), equipment, and supervision. The contract has a base period of September 17, 2026 through September 16, 2027, with four one-year option periods. Evaluation criteria include Past Performance (at least two relevant references), Technical Capability (performance schedule, materials/uniforms with photos, equipment list with photos, and quality control plan), and Price. The solicitation incorporates numerous FAR and VAAR clauses including Service Contract Act labor standards (Wage Determination 2015-5011 for Illinois/Iowa counties) requiring prevailing wages and fringe benefits, security requirements (background checks, visitor passes for Rock Island Arsenal), and compliance with federal contracting regulations. A mandatory vendor site visit is scheduled for June 10, 2026 at 8:00 AM CST at the cemetery location. Proposals must be submitted via email to Anna.Straley@va.gov by the deadline with specific subject line formatting and must include all required documentation or risk elimination from consideration.
