About this file
This is a Request for Proposal (RFP) solicitation issued by the State of South Carolina Department of Administration, Office of Technology and Information Services (OTIS), for the procurement of Switched Long-Distance Telephony Services on a statewide basis. The solicitation seeks to establish a single-vendor statewide contract to replace the existing contract for switched long-distance services (Contract 4400016238). The services requested include outward special access (intrastate/intraLATA and interstate/interLATA), switched access long-distance, toll-free services (basic, dedicated, and switched access), international calling, directory assistance, operator services, state calling card services, and conference bridging. For calendar year 2021, the State generated over 43 million minutes of long-distance traffic across these service categories. The solicitation was issued on September 6, 2022, with questions due by September 19, 2022, at 2:00 PM, and offers due by October 11, 2022, at 2:00 PM. The award is scheduled to be posted on November 7, 2022. The contract term is three years with the option to renew for four additional one-year periods, with an estimated start date of November 7, 2022, and end date of November 6, 2027. Geographic scope covers all 46 counties in South Carolina, with service delivery required to public schools, state-supported higher education institutions, state government agencies, and other county and municipal governmental entities.
Pricing must be submitted on a firm, fixed basis with all costs included for the contract term, with no taxes or regulatory fees to be included in the proposal. The State requires competitive pricing comparable to rates offered to other customers with similar volumes and terms, with any more favorable terms offered elsewhere to be immediately extended to the State or the contractor will owe liquidated damages equal to 200 percent of the difference in savings. No cancellation or termination fees are permitted, no costs are to be charged for Primary Interexchange Carrier (PICC) changes, and no monthly or one-time charges for T-1 access are allowed. The current contract provider is identified, and the incumbent must work closely with any new contractor to facilitate migration of services. An administrative fee will be assessed and added to all invoices; the percentage will be provided at contract award. The contractor must establish a Network Operations Center operating 24/7/365, provide dedicated staffing including an Account Manager, Project Manager, and Billing Administrators, implement comprehensive security safeguards compliant with South Carolina security policies, and maintain detailed reporting and Service Level Agreement compliance documentation. Liquidated damages of $250 per business day (up to 10 percent of installation price) apply for installation delays exceeding 60 business days without written State consent, and the State may terminate for default if SLA violations occur more than twice in a contract year or if chronic issues persist after remediation attempts.

(b) Offeror shall provide immediate written notice to the Procurement Officer if, at any time prior to contract award, Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
(c) If Offeror is unable to certify the representations stated in paragraphs (a)(1), Offer must submit a written explanation regarding its inability to make the certification. DISCLOSURE OF CONFLICTS OF INTEREST OR UNFAIR COMPETITIVE ADVANTAGE (FEB
2015) You warrant and represent that your offer identifies and explains any unfair competitive advantage you may have in competing for the proposed contract and any actual or potential conflicts of interest that may arise from your participation in this competition or your receipt of an award. The two underlying principles are (a) preventing the existence of conflicting roles that might bias a contractor's judgment, and (b) preventing an unfair competitive advantage. If you have an unfair competitive advantage or a conflict of interest, the state may withhold award. Before withholding award on these grounds, an Offeror will be notified of the concerns and provided a reasonable opportunity to respond. Efforts to avoid or mitigate such concerns, including restrictions on future activities, may be considered. Without limiting the foregoing, you represent that your offer identifies any services that relate to either this solicitation or the work and that has already been performed by you, a proposed subcontractor, or an affiliated business of either.
