Description/Specifications/Work Statement Douglas Hill Cut and Pile
1. GENERAL:
1.1 The Government is acquiring fuels management services to treat vegetation to reduce the risk of wildland fires. Public Law 112-74 provides legislative authority for the Secretary of the Interior to enter into procurement contracts, grants, and cooperative agreements for fuels reduction activities on Federal and adjacent non-Federal lands for activities that benefit resources on Federal land. This is intended to meet the intent of the National Fire Plan in accordance with Public Law 106-291.
1. 2 Description of Work: Hand-thinning with chainsaws will be utilized in areas to remove undesirable trees and branches and the slash will be placed in piles. Piñon or juniper trees less than 15 feet tall, and those trees that have ladder fuel potential, brush, and dead and down trees will be cut with chainsaws. No large ponderosa trees will be cut, only selected smaller ponderosa trees less than 5 inches in diameter breast height (DBH) or when the smaller ponderosa pines that create ladder fuels into the mature ponderosa pines will be cut. Tree limbs within 6 feet of the ground will be cut from larger trees to eliminate ladder fuels which provide a path for fire to burn up into the tree crown. In areas where diseased trees occur, all diseased trees, regardless of size, will be cut down, limbed, bucked for later burning. Stumps will be cut down to a height of four inches or less. Slash will be piled 30 to 40 feet away from any ponderosa pine trees greater than 12” diameter breast height (DBH). Slash piles will not be placed on top of mountain mahogany, antelope bitterbrush, or sagebrush plants. Additionally, slash piles will be assembled to a maximum size of 15 feet high by 15 feet wide by 15 feet in length and a minimum size of 10 feet high by 10 wide by 10 feet long. The intent will be to burn the slash piles in a Broadcast burn or specific pile burns and will be burned after sufficient drying has occurred.
1.3 Location: 2.26 miles west/SW of Greystone, CO.

4.2.a Recreation Trails in the area should be left in the same condition they were in when the contractor starts work. Any damage to the trails will be repaired by the contractor.
4.3 Cutting:
4.3.a General: Total acreage is 567.8 acres in phase I (2026). Total acreage is 567.8 acres, with the option to bid on additional acres (447.7 acres) (Phase II option) for a total of 1015.4 acres in the same area and legal description listed above, should the BLM have additional funding (Please see map below). The treatment area can be described as relatively flat terrain on top (< 10% slope) with low density of PJ ranging to a moderately step slope (< 30% slope) with a moderate density of PJ. Some rocks are present, and the overall level of difficulty is Moderate.
4.3.b Project Specifications:
1. All Visible pinyon and juniper trees within the designated areas with a DBH of 12 inches or less will be cut while leaving brush species untreated.
2. Existing standing dead and dead and down will be cut and limbed and incorporated into piles according to specs below.
3. Stump heights cannot exceed 4 inches in height and all live branches will be severed from the stump to ensure tree mortality. If obstacles are encountered, such as rocks or drainages, the Contractor may temporarily increase the stump height to prevent saw damage
4. Very small trees or those with very low branches will need to be cut to ground level in order to remove all branches. It is important that all limbs are removed to insure the tree mortality.
5. No trees shall be felled toward or across any improvement such as, but not limited to roads, trails, fences, gates, signs and spring developments. Section corner monuments, survey markers, and private land boundaries will be protected. The contractor is responsible for the removal of all created slash and debris from roadways and trails.
6. All material cut trees will be piled according to pile specifications below.
4.3.c Piling Specifications:
1. Stumps will be cut 4 inches or less from the ground. All cut trees shall be completely severed from the stump.
No live limbs will be left on the stump.
2. All material between 1/4 and 12 inches in diameter will be hand piled.
3. All logs and large branches shall be limbed up completely.
4. No green material over 12 inches in diameter shall be piled for burning. Boles up to 12 in diameter will be incorporated into the pile and they will be cut into 3–4-foot sections before being placed in the pile.
5. All piles shall be constructed by laying limbs, stems, and other slash in the pile so as to be parallel with each other.
6. Slash that would cause large air spaces in piles shall be sectioned (e.g. cut into smaller pieces).
7. Each slash pile shall have a minimum volume (10-15% by volume of small sized slash (small branches less that are ½ inch in diameter and or small branches with needles attached) placed in the lower, center of the pile, to provide kindling for prompt ignition to aid in the combustion of the larger slash.
8. Place larger diameter of the limbs (butt end) toward the center of the pile (up and into the pile) so that heavier material is in the center of the pile for more complete combustion.
9. Piles must be 10 feet wide by 10 feet tall or larger (not to exceed 12 feet by 12 feet).
10. Piles will not be within 30 feet of another pile. To achieve this, slash will need to be dragged to be consolidated into bigger piles.
11. All limbed material shall be hand piled.
12. No piles will be within 50 feet of private land boundaries, land survey monuments, overhead power line/phone lines, drainages or other improvements. If conditions make it impractical to locate piles so that damage to residual green trees can be avoided, an area will be designated by a BLM representative.
13. Slash pieces projecting 1 foot or more beyond the general perimeter of the pile shall be cut off and piled.
14. Piles will not be placed in avoidance areas that have been identified by the COR.
15. Piling methodology, pile location and orientation shall not result in unstable piles. All piles shall be as compact as possible and constructed so they will not topple. This will ensure that as much hazardous fuel is consumed when the pile is burned as possible.
16. Piles should be at least 10 feet away from standing trees and located so that the burning will not cause damage to standing trees.
17. No soil, other than that adhering to the bark or contained in the root ends, will be acceptable in piles.
4.3.d If working within 100’ of the “Boulevard” road, the contractor shall furnish two warning signs to be placed on the roadside prior to entrance to the work area.
Signs shall be a minimum of 3 feet by 3 feet in dimension and shall warn of men working.
4.4 Fire Prevention and Liability
4.4.a The Contractor may be held liable for all operator fire starts. All applicable state and local fire prevention laws must be followed by the Contractor, unless written direction is provided by the Contracting Officer.
4.4.b Contractor at a minimum must:
Operate all internal and external combustion engines on federally managed lands per 36 CFR 261.52, which requires all such engines to be equipped with a qualified spark arrester that is maintained and not modified. Spark Arresters: Shall meet current U.S. Forest Service Standard Spark Arrester Guidelines.
Carry shovels, water, and fire extinguishers that are rated at a minimum as ABC - 10 pound on all equipment and vehicles.
Have means of communications with Contracting Officer Representative (COR) or Project Inspector (PI).
Initiate fire suppression actions in the work area to prevent fire spread to or on federally administered lands.
Notify the appropriate dispatch center or 911 immediately of the location and status of any unplanned ignition.
Notify the COR and Contracting Officer immediately of the incident.
5. GOVERNMENT INSPECTIONS:
5.1 The Government will make periodic inspections as a basis for payments and recommendations for adjustments in work quality while work is in progress.
6. ACCEPTANCE
6.1 Work will be accepted or rejected on a unit basis.
6.2 Acceptable Quality Level (AQL) - A minimum AQL of 85 percent Work Quality Level is required.
6.3 Unsatisfactory Work Quality.
Based on inspection results, if a unit falls below the AQL of 85 percent, the Contractor will be given the opportunity to improve the quality of the work. If the quality of the work is not raised to the AQL of 85 percent, the CO may issue a suspend work order to resolve the problem, during which time contract performance time will continue to run.
6.4 REINSPECTION
After the contractor has re-worked areas failing to meet AQL, re-inspection will be performed. If the unit again fails to meet the AQL of 85 percent, the CO has the option of accepting the unit at the work quality percent calculated from inspection plots or of ordering the Contractor to rework the unit again. If the CO elects to accept the unit at the work quality percent calculated after rework, the Contractor will be paid based on the results of the re-inspection.

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
Evaluation - Commercial Products and Commercial Services
a. Lowest Price Technically Acceptable
1. Past Performance The offeror shall provide recent and relevant contracts for the same or similar work, including contract numbers, points of contact, telephone numbers, and other relevant information. The Government may evaluate past performance information obtained from the offeror, CPARS, and other sources available to the Government. Offerors with Marginal or Unsatisfactory CPARS ratings shall provide an explanation of the issues encountered and corrective actions taken. The Government will consider the relevancy, severity, and recency of the issues, as well as the effectiveness of corrective actions, in determining whether the offeror’s past performance is acceptable or represents unacceptable performance risk.
2. Technical Proposal The quote shall include a description of the contractor’s technical approach, anticipated schedule, staffing plan and crew size, supervision, personnel, and equipment proposed to complete the project. The contractor shall demonstrate that the proposed staffing and crew size are sufficient to complete the work within the required timeframe and shall identify the project manager and/or crew foremen responsible for on-site supervision and coordination with the COR/PI regarding technical aspects of the work. The quote shall also describe the qualifications and relevant experience of the contractor, project manager, and key personnel necessary to successfully perform the tasks identified in the Performance Work Statement (PWS), and identify the equipment to be used, demonstrating that it is suitable for the work and maintained in good mechanical condition to minimize delays and support timely completion of the project. Technical proposals will be evaluated on an acceptable/unacceptable basis.
3. Price Provide a firm-fixed price (FFP) quote, including pricing on a per-acre basis and the total project cost.
Basis for Award Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process to the responsible offeror whose proposal conforms to the solicitation requirements, is determined technically acceptable, has acceptable past performance, and submits the lowest evaluated price. All quotes received will be considered;
however, the Government intends to evaluate the four lowest-priced quotes first. If any of the four lowest-priced quotes are determined technically unacceptable or represent unacceptable past performance risk, the Government may evaluate additional quotes in ascending order of price until an award can be made. By submission of a quote, the offeror certifies that it can meet all requirements and perform all services identified in the Statement of Work unless otherwise stated in the quote. The Government intends to evaluate proposals and award without discussions, except for clarifications as permitted by FAR 15.306(a); therefore, offerors should submit their best terms in their initial proposal. The Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
