Housing Case Management Services

SECTION 1 – INTRODUCTION

1.1 PROJECT DESCRIPTION

Fulton County, Georgia (“County”) is soliciting proposals for Housing Case Management Services for the provision of emergency shelter and rapid rehousing placements.

Through the issuance of this Request for Proposal (“RFP” and/or “Proposals”), the County is soliciting Proposals from qualified Proposers for the provision of Housing Case Management Services, to include establishing partnerships with hotels and rapid rehousing landlords, to the participants of the County’s Felony Accountability Court, Misdemeanor Mental Health Court, Juvenile Drug Court and Family Treatment Court Programs.

Proposals provided in response to this RFP that comply with the submittal requirements set forth in Section 4.0, including all forms and certifications, will be evaluated in accordance with the criteria and procedures described in Section 5.0. Based on the results of the evaluation, the County will award the Housing Case Management Services to the most advantageous Proposer based on the cost and the evaluation factors set forth in the RFP.

1.2 METHOD OF SOURCE SELECTION

METHOD OF SOURCE SELECTION: This procurement is being conducted in accordance with all applicable provisions of the Fulton County Code of Ordinances and the specific method of source selection for the services required in this Proposal is Code Section 102-375, Competitive Selection Procedures for Professional and Consultant Services.

1.3 BACKGROUND

The Court Programs involved in this proposal anticipate providing emergency shelter for 30 to 36 individuals for up to 90 days, and rapid rehousing for approximately 12 individuals and 3 families.

Per the Homeless Shelter Directory, There were an estimated 632 homeless individuals and 66 homeless families in Fulton County Georgia as of 2019 (that is a 185% increase from 2018). This included 68 chronically homeless individuals, 46 homeless veterans, and 63 homeless youth. While, the County has 25 emergency shelters and 282 Rapid Re-Housing beds, an estimated 296 individuals remained unsheltered. Data from Partners for Home PIT count reveals a significantly higher number of homeless individuals in the Atlanta Metro Area as a whole for 2020. This count reveals that there were 3,240 total homeless individuals, 2,301 sheltered and 939 unsheltered. The PIT Count takes an annual unduplicated census of people experiencing homelessness, sheltered or unsheltered, on a given night in January.

(Note: Given its limitations, the PIT Count should not be viewed as an exact number, but rather a useful tool that can be used to estimate characteristics of the Atlanta homeless population and gauge changes in the homeless population over time.)

The Adult Felony Court programs expect to serve 79 new participants between January and September 2022, with 40, or 50.6%, experiencing homelessness or a difficulty in securing shelter with a family member. Thirty eight, or 95%, will enter the program from the Fulton County Jail, with housing being the joint number one delay in their release (in addition to holds and legal concerns in other jurisdictions).

Similarly, Misdemeanor Mental Health Court anticipates serving an additional 8-10 individuals, representing approximately 30% of program participants, with unmet housing needs, while the Juvenile Drug Court and Family Dependency Treatment Court programs anticipate serving 2-4 families and 2-3 individuals, representing a combined total of 27% percent of their program participants, needing assistance with securing housing. This project is being funded by the Criminal Justice Coordinating

Council’s, in partnership with the Council of Accountability Court Judges, Accountability Courts Housing Grant under the Department of Community Affairs Emergency Solutions Grant-CARES Program.

1.4 COUNTY OBJECTIVES

The following are the County Objectives for this project:

The primary objective of this project is to assist accountability court program participants who are experiencing homelessness. Participants will have immediate access to an emergency shelter, thereby decreasing incarceration time and providing another resource for the county’s homeless population.

Secondly, this project will provide Rapid Rehousing opportunities for participants and their families which will lead to a long term housing solution. Providing housing options for participants striving to achieve long-term recovery addresses two major concerns: a stable and sober housing environment and a reduction in the financial stress associated with housing

A third objective is to create community partnerships for the purpose of identifying and maintaining long-term access to housing resources that will extend beyond the terms of this grant program which will reduce the overall cost to the community by coordinating efforts and reducing the duplication of services.
