This procurement is being conducted in accordance with all applicable provisions of the Fulton County Code of Ordinances and the specific method of source selection for the services required in this Proposal is Code Section 102-374, Competitive Sealed Proposals.

1.3 BACKGROUND

The Fulton County Department of Senior Services has been the designated County Based Agency for the planning and coordination of Older Americans Act services in Fulton County since 1991. The coordination of Case Management, Senior Center Management, and Volunteer Services is a major component of the Aging Services plan in Fulton County. In 1991, the Fulton County Board of Commissioners sought to decentralize the coordination of services and develop three geographic service areas. An agency was selected to provide services and become a focal point for the community in North, South, and Central Fulton County. This strategy has proven successful in providing aging services throughout the County. Therefore, this solicitation seeks to identify a vendor that will continue to provide services established in each service area.

1.4 COUNTY OBJECTIVES

The following are the County Objectives for this project:

• Provide Senior Center Management services to up to 1,100 older adults.

• Provide Case Management services up to 1,540 older adults.

• Provide up to 15,000 Volunteer service hours. Value of volunteer hours is $28.52 per hour based on the Independent Sector Release of New Value of Volunteer Time for 2022.

Fulton County is committed to providing a safe space where our most vulnerable population can receive the care and community support. The Department of Senior Services is critical to the vitality of its community.

The following are the County Objectives for this project based on the Board of Commissioners’ Health and Human Services’ Strategic Priority, of which the Department of Senior Services is a part of:

1. Support the vulnerable residents in our social services.

2. Prevent health disparities by educating residents and connecting them to available resources.

The Department of Senior Services exists to support independence, health and delay cognitive decline through programs for seniors, caregivers, and the community. Services and programs are provided in group and individual settings through preventive, intervention, and supportive services.
