SECTION 1 – INTRODUCTION
1.1 PROJECT DESCRIPTION
Proposals provided in response to this RFP that comply with the submittal requirements set forth in Section 4.0, including all forms and certifications, will be evaluated in accordance with the criteria and procedures described in Section 5.0. Based on the results of the evaluation, the County will award the LIMS to the most advantageous Proposer based on the cost and the evaluation factors set forth in the
RFP.
1.2 METHOD OF SOURCE SELECTION
This procurement is being conducted in accordance with all applicable provisions of the Fulton County Code of Ordinances and the specific method of source selection for the services required in this Proposal is Code Section 102-374, Competitive Sealed Proposals.
1.3 BACKGROUND
The Fulton County Public Works Department has been delivering safe and dependable water supply to the residents and businesses within Fulton County. Currently, the Fulton County Environmental Laboratory serves a population of over 500,000.
The Fulton County Laboratory staff performs extensive testing and assessments in the areas of drinking water, industrial monitoring, wastewater, and stream monitoring.
The laboratory receives over 2,500 samples and performs over 90,000 analyses per year. The application that is currently used by the laboratory (Labworks) is technologically outdated and has limitations in its capabilities. A more automated solution is needed to improve processes as well as customer service.
The laboratory is staffed by fifteen (15) employees and performs analyses for the following four (4) areas:
1. Drinking Water The drinking water section performs microbiological and chemical analyses.
The microbiological analyses consist primarily of total coliform, fecal coliform, E. coli, and Heterotrophic Plate Count (HPC). The chemical analyses consist of pH, turbidity, free residual chlorine, temperature, conductivity, and alkalinity. Due to the holding time constraints, samples are brought directly to the laboratory after collection. The laboratory staff logs all samples that are not scheduled for pre-login into the LIMS later.
During the field analyses, the results are recorded on a field bench sheet and are transferred to the LIMS manually. Laboratory reports are generated monthly.
2. Wastewater
The wastewater section performs daily, weekly, and monthly analyses to fulfill monitoring requirements.
The tests include analyzing samples for the National Pollutant Discharge Elimination System (NPDES) permitted programs, such as wastewater treatment, industrial monitoring, and stream monitoring.
The laboratory receives samples from its five wastewater plants and the samples are analyzed daily. A report is generated and sent to the clients daily.
3. Stream Monitoring
The stream monitoring section collects samples and performs microbiological and chemical analyses on streams, tributaries, and rivers affected by sewer discharges. The microbiological analyses consist primarily fecal coliform and E.coli. The chemical analyses consist of pH, dissolved oxygen, and temperature. During the field analyses, the results are recorded on a field bench sheet and are transferred to the LIMS manually. A laboratory report is generated monthly and submitted to the Georgia Environmental Protection Division (GA EPD)
4. Industrial Monitoring
The laboratory receives samples from industries (industrial monitoring), and the samples are held before processing until there is a full batch present within the laboratory. A report is generated and sent to clients weekly.
Multiple instruments interfacing with LIMS is highly desirable; however, some of the tests conducted in the wastewater laboratory are not equipped to automatically export data. The analyst typically enters the data manually into the LIMS.
1.4 COUNTY OBJECTIVES
The following are the county objectives for this project:
The objective of this RFP is to solicit Proposals that will enable the County to determine which Software Provider and Proposed Solution will best meet the County’s needs for the implementation of an integrated LIMS Solution. The chosen solution will support County staff in the delivery of County services and activities, take advantage of best practices, and significantly improve the efficiency and effectiveness of the County’s business processes. Specifically, the County hopes to accomplish the following objectives through this LIMS solution effort:
• rovide improved accuracy, user interface, and timeliness to the laboratory’s internal data handling and client data reporting.
• procure and implement a system that is user-friendly and empowers laboratory staff to improve business processes.
• add and improve functionality for LIMS instrument interfaces, electronic data reporting, test scheduling, and chemical reagent inventory maintenance.
• allow interfacing with the County’s GIS, by having a GIS-capable engine and the ability to consume ESRI GIS REST services.
• improve the quality and accessibility of information for decision support.
• reduce redundant data entry, storage, and paper processing.
• improve Quality Assurance (QA) and Quality Control (QC) processes.
• retire existing legacy and back-office systems and tools.

No protest will be accepted or considered prior to the date the specific bid or proposal is submitted; it will be considered untimely. All protests shall set forth in full detail the factual and legal bases for the protest and specific relief sought by the protestor. Protests arising from factual or legal bases that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal bases that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such bases, but in no event shall any protest be submitted more than ten business days after the award of the contract. 3.3 SCOPE OF WORK
The County is soliciting proposals for a Laboratory Information Management System (LIMS) capable of fulfilling the information management requirements of an American Association for Laboratory Accreditation (A2LA) accredited laboratory and/or National Environmental Laboratory Accreditation Conference (NELAC) accredited laboratory.
The LIMS is needed at the following locations:
• Big Creek Laboratory 1030 Marietta Hwy Roswell, GA 30075
• Camp Creek Laboratory 7472 Cochran Rd College Park, GA 30349
The successful respondent shall provide the following services:
The LIMS will be used to track, manage, and report samples processed at the Fulton County laboratories and subcontract laboratories. The LIMS desired will be accessible by laboratory staff from the internet for maximum accessibility and flexibility. It is anticipated that a maximum of 15 users (7 concurrent) will need to access the LIMS.
https://zoom.us/j/93280443561 https://zoom.us/u/abTueCJx4E
The proposed LIMS will replace an existing LIMS and various paper systems currently in place to support the A2LA and/or NELAC testing requirements which require QA/QC and Process testing which does not require QA/QC. The proposed LIMS will eliminate logbooks that are used to record sample results and other readings, paper chain-of-custody that are used to record field test results based on the readings on the instrumentation, the printing of paper reports which are currently generated to deliver sample results to outside customers, as well as improving other inefficient processes that may utilize paper. The system will allow Fulton County to do the following:
1) Log sample results and retrieve sample results electronically, using a wireless LIMS application with a very user-friendly interface that is straightforward. The expectation is that 99% of the fieldwork can be done on a tablet, with each field employee (5 total) having a tablet. The benefits are as follows:
• The ability to log field sample results collected while in the field, allowing results to be uploaded to the LIMS while samples continue being collected before the collector returns to the facility.
• The reduction of paper and access to results more expediently. Eliminate logbooks (at the laboratories). Eliminate or reduce the use of paper COCs (at the laboratory). Eliminate or reduce the need for hard-copy customer reports with analyses results.
• The ability to enter sample results while the analyst is at various stations in the laboratory, not necessarily sitting at a desktop computer.
• The ability of the operator to view the results of plant analyses through a view portal.
• The ability to receive samples into the LIMS that have been provided from outside customers or other plant facilities.
• The ability to enter field data results even if there is no wireless connection, the system will load the data when a connection is established.
2) Reduce the manual processing required to change pre-scheduled collections.
• Support the automatic rescheduling of pre-scheduled collection date(s) based on holidays;
• Support the rescheduling of the collection schedule based on inclement weather;
3) Reduce potential errors due to manual data entry.
• At the laboratory, data is written on paper bench books, then transcribed into Microsoft Excel;
• At the laboratory, data from the subcontract laboratories are received on paper and entered into the LIMS;
• Allow the automatic integration of instrumentation results;
• Calculate results based on multiple dilution factors ;
4) Consolidate two types of laboratory processing and segregate the reporting for the lab.
• Allow permit reporting of two different lab processes: Testing with NELAC compliance and process testing. Process Testing does not require QA/QC, minimum is done;
• Allow samples for each type to be tracked separately;
• Allow query on both sets of data;
5) Improve customer service
• Allow laboratory customers to retrieve results directly themselves, without receiving a paper report. Fulton County works with other utilities to perform analyses;
• Provides results from subcontracting labs to the clients quicker;
6) Improved sample tracking through the analytical process
7) Improved tracking of sample information
• Track samples through the analytical process;
• Allow the electronic tracking of reagent information;
8) Ability to provide conditional permit limits
• Provides the ability to define permit limits based on circumstances, particularly for the wastewater plants;
• Allow limit specifications to be defined based on the location versus the parameter
9) Ability to collect digital signatures
• Eliminates the need to print out paper, sign it, and scan it back in
10) Generate reports and views for customers to see trending
11) Ability to retrieve historical data and supporting information for a sample, including reagent information
12) Analyst certifications and training must be tracked
• Need the ability to warn a configurable number of months ahead of time when a certification is about to expire. If an analyst is expired, they are not allowed to enter test results
• Tracking is not performed regarding the review of mandatory training (i.e., SOPs each year for items such as Ethics, Confidentiality). Need to identify the required frequency of the training. SOPs reviews are required yearly.
13) Tracking of maintenance and budgeting of instrumentation
• Need the ability to retain instrumentation records for all devices (particularly pH meters and probes) at other locations. Put a lifespan on the device that indicates when instruments should be checked for replacement, allow “Just-in-time” reordering, or a similar form of maintenance tracking.
• Provide proactive quarterly inventory checks, put a lifespan on…
