Closing Date: September 11, 2020 The United States Government, represented by the U.S. Geological Survey (USGS), invites you to submit a proposal to perform ultra-low-level tritium analysis for the U.S. Geological Survey’s National Water Quality Laboratory in Denver, CO. Your proposal is to be submitted in accordance with the instructions set forth in Provisions GS 2150, “Proposal Format and Submission Instructions”, GS 2160 “Technical Proposal Instructions”, and GS 2182 “Price Proposal Instructions” contained in this solicitation. The North American Industry Classification System (NAICS) Code for this requirement is 541380, Size Standard $16.5 million. This solicitation is full and open competition.

Prospective offerors are cautioned against contacting technical personnel of the U.S. Geological Survey regarding this Request for Proposal (RFP) prior to its award. The circumstances of such a contact, when verified, may result in non-consideration of the offerors proposal. Accordingly, all communication prior to award must be directed to the undersigned via email at cjcarter@usgs.gov Questions relating to this Solicitation shall be presented by e-mail to cjcarter@usgs.gov not later than close of business 5:00 p.m. MST on September 9, 2020. Questions should be worded to avoid disclosing bid strategies or proprietary solutions. The Government will evaluate the questions, and if needed, an Amendment will be issued with the questions received and their associated answers to all offerors being solicited. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be required. If a new question closing date is approved, an amendment will be posted.

In order to be responsive, pricing must be completed for all Line Items listed in the Schedule of Services and Prices contained in the SF 1449. In addition to pricing, offerors must submit a technical proposal addressing the evaluation factors listed in Clause 52.212-2.

Please refer to clause GS2150 Proposal Format and Submission Instructions, for a listing of submittal instructions and submit no later than 3:00 p.m., MST, September 11, 2020, to cjcarter@usgs.gov.

NOTE: ELECTRONIC OFFERS WILL NOT BE CONSIDERED.

The award of this requirement shall be made using acquisition procedures found in Part 12 and 13 of the Federal Acquisition Regulations (FAR). It is anticipated that a single requirements contract will result from this solicitation.

Your attention is invited to the fact that a Contracting Officer is the only individual who can legally commit or obligate the Government to the expenditure of public funds should a contract result by reason of a response to this Request for Proposal.
