About this file

This is a solicitation checklist document for the City of Fort Myers used to manage Request for Proposal/Request for Statement of Qualifications (RFP/RSQ) procurement processes, along with related Invitation to Bid (ITB) procedures, for state and local contract opportunities. The City of Fort Myers is conducting an RSQ 26-011 to establish continuing professional services agreements for Mechanical, Electrical, Plumbing (MEP), and Fire Protection (FP) design and support engineering services under Florida's Consultants Competitive Negotiation Act. The procurement encompasses comprehensive MEP and FP engineering services for new construction, renovations, retrofits, repairs, and expansions of public facilities, including HVAC design, electrical distribution, plumbing systems, fire suppression systems, facility assessments, code compliance reviews, design and permitting services, and construction support services. Work will be assigned on an as-needed basis through individual task orders throughout a three-year initial contract term with one optional two-year renewal for a total potential five-year period. A non-mandatory pre-submittal meeting is scheduled for April 15, 2026 at 2:00 p.m., with question submissions due by March 9, 2026 at 4:00 p.m., proposals due March 24, 2026 at 2:00 p.m., optional presentations scheduled for April 30, 2026 at 1:00 p.m., and City Council approval anticipated for May 4, 2026.

Compensation shall be on a Not-To-Exceed (N.T.E.) basis covering personnel costs at specified hourly rates plus reimbursable expenses, with no minimum work quantities or specific dollar amounts guaranteed under this continuing contract arrangement. The evaluation process occurs in multiple phases with Phase 1 scoring based on approach to the project (45 points), experience and qualifications of assigned personnel (55 points), Minority Business Enterprise (MBE) compliance (13 points for City-funded work), and local vendor preference (5 points for City-funded work), totaling 118 possible points. Mandatory minimum qualifications require consultants to demonstrate five consecutive years of operation under the current company name, maintain valid Florida business licenses, and have no prior defaults with the City. Consultants selected must execute the contract within 15 calendar days of receiving the Notice of Award and provide required insurance documentation including professional liability insurance of $1,000,000 per claim, commercial general liability of $1,000,000 per occurrence, workers' compensation coverage, and comprehensive automobile liability of $1,000,000 combined single limit. All submissions must remain valid for 180 calendar days, and contractors must comply with Florida E-Verify requirements, Florida Civil Rights Act provisions, Florida Public Records Law requirements, and all applicable federal compliance standards if the contract involves federal funding.
