RSQ 26-011
Issued by
Lee County, Fort Lauderdale City, Florida

About this file

This file is a comprehensive procurement checklist document used by the City of Fort Myers for managing three types of solicitations: Request for Proposals/Requests for Qualifications (RFP/RSQ), Invitations to Bid (ITB), and grant-funded variations of each. The checklists provide step-by-step procedural guidance for procurement representatives through all phases of the solicitation process, from intake request through contract execution. For the related RSQ 26-011 opportunity, the City is seeking qualified engineering firms to provide Mechanical, Electrical, Plumbing (MEP), and Fire Protection (FP) design and support services on a continuing contract basis under Florida's Consultants Competitive Negotiation Act. Services will be assigned through individual task orders issued throughout a three-year initial contract term with one optional two-year renewal period. The procurement encompasses MEP and FP design, facility assessments, code compliance reviews, design and permitting services, and construction support for new construction, renovations, retrofits, repairs, and expansions of public facilities. The question submission deadline is March 9, 2026 at 4:00 p.m., with proposals due March 24, 2026 at 2:00 p.m. through the OpenGov electronic portal. A non-mandatory pre-submittal meeting is scheduled for April 15, 2026 at 2:00 p.m., optional presentations on April 30, 2026 at 1:00 p.m., and City Council approval is anticipated for May 4, 2026.

Compensation is structured on a Not-To-Exceed (N.T.E.) basis covering personnel costs at specified hourly rates plus reimbursable expenses, with no minimum work quantities or guaranteed dollar amounts. Mandatory minimum qualifications require five consecutive years of operation under the current company name, valid Florida business licenses, and no prior defaults with the City. The evaluation occurs in multiple phases, with Phase 1 scoring based on approach (45 points), experience and qualifications of assigned personnel (55 points), Minority Business Enterprise (MBE) compliance (13 points for City-funded work), and local vendor preference (5 points for City-funded work), totaling 118 possible points. Selected consultants must execute contracts within 15 calendar days of receiving Notice of Award and provide required insurance documentation including professional liability insurance of $1,000,000 per claim, commercial general liability of $1,000,000 per occurrence, workers' compensation coverage, and comprehensive automobile liability of $1,000,000 combined single limit. All submissions must remain valid for 180 calendar days. Contractors must comply with Florida E-Verify requirements, Florida Civil Rights Act provisions, Florida Public Records Law requirements, and applicable federal compliance standards if the contract involves federal funding. The solicitation encourages Minority Business Enterprise participation with designated evaluation points for City-funded work, and responses are available to qualified engineering firms without specific set-aside restrictions. The specific contract value or budget range is not disclosed in the available solicitation documents.
