The board must convert +12V sourced from the digitizer to the +/- 12-volt differential power required by the legacy sensors. The solicitation uses a commercial items evaluation approach with award criteria of "Lowest Price Technically Acceptable." Payment must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). The contract incorporates standard FAR clauses including provisions for small business program representations, child labor certification, system for award management registration, and sustainable products and services requirements. Invoices must be submitted no later than 90 calendar days after the period of performance expires.

Technical Specifications for Kinemetrics 111915-01-PL 4-channel Terminal Strip Interface
Board, with output of +/-12V differential power
The Earthquake Science Center’s National Strong Motion Network (NSMN) now has 70 digitizer-recorders being readied for deployment to upgrade the recording systems in currently non-functioning building and bridge structural arrays. The “terminal boards” being ordered, as described in detail below, are a 100% required interface between the digitizer-recorders and the strong motion seismic sensors mounted on structural elements on the structures. The terminal board hardware, which is essentially an adaptor having no computing or processing capacity on its own, is proprietary and allows sensor wires routed to a central location within a structure to be connected directly to the digitizer-recorders. This purchase is to meet this critical need.
Functionality:
a. This board plugs in directly to the mil-spec sensor connectors on the front end of a
Kinemetrics Multi-Channel Digitizer (Models Granite, Basalt and Obsidian). The board performs
2 primary tasks:
1. Routes sensor connector lines to a terminal strip where bare wires running from the seismic sensors (located throughout a building) can be electrically attached to the digitizer recording and power circuits. The terminal board has no processing capability whatsoever. It is a 100% analog device.
2. The terminal board supplies +/- 12-volt differential power to the seismic sensors which is a requirement for the older sensors we have installed in our building and bridge arrays to function properly.
Requirements:
A single terminal board must plug into the socket sensor connectors on the front end of a
Kinemetrics Multi-Channel Digitizer (Models Granite, Basalt and Obsidian). Each terminal board plugs into 2 connectors: A 26-socket 3-seismic-channel connector and a 15-socket 1-seismic-channel connector. The on-center distance between the 2 connectors is approximately 2
7/8 inches. The terminal board must convert +12V (sourced from the Granite or Basalt or
Obsidian digitizer) to +/- 12 Volt differential power required to power the older seismic sensors.
The Digitizer Models Granite, Basalt and Obsidian that are currently on our shelves waiting to be deployed are not usable in our existing structures without this board.

(a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable.
It is the prospective contractor’s responsibility to submit sufficient information to allow a meaningful evaluation in each of these areas. Failure to do so will negatively impact our evaluation of your quotation.
We will select for award the prospective contractor whose quotation conforming to this solicitation will be most advantageous to the USGS.

52.223-23 Sustainable Products and Services (May 2024 [(DEVIATION FEB 2025)]
(a) Definitions. As used in this clause—
Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. (7 U.S.C. 8101) (7 CFR 3201.2)[7 CFR part 4270.2)]).
Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. (42 U.S.C. 6903).
Sustainable products and services means products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:
(1) Statutory purchasing programs.
(i) [(1)] Products containing recovered material designated by the U.S. Environmental Protection Agency (EPA) under the Comprehensive Procurement Guidelines (42 U.S.C. 6962)

(b) Requirements.
(1) The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.
(2) The Contractor shall ensure that the sustainable products and services required by this contract are—
(i) Delivered to the Government;
(ii) Furnished for use by the Government;
(iii) Incorporated into the construction of a public building or public work; and
(iv) Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor’s general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of
Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.
(3)(i) Except as provided in paragraph (b)(3)(ii) of this clause, sustainable products and services must meet the applicable standards, specifications, or other program requirements at time of quote or offer submission; and
(ii) Sustainable products and services must meet the EPA Recommendations of Specifications, Standards, and
Ecolabels in effect as of October 2023.
(c) Resource. The Green Procurement Compilation (GPC) available at https://sftool.gov/greenprocurement provides a comprehensive list of sustainable products and services and sustainable acquisition guidance. The Contractor

Electronic Invoice and Payment Instructions – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice
Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable
Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-
Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
None.
The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The
Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the
Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
GS0231 Technical liaison – Technical Clarification (Dec 2024)
a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the
Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical
Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.
(e) The Technical Liaison assigned for this contract is: TBD

GS0199 Prevention of Malicious Code (Jun 2018)
(a) Definitions Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."
(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on USGS-owned computers or contractor-owned computers connected to USGS computer systems or networks. Contractors using diagnostics software disks or connecting to a non-USGS computer while
140G0326Q0090 Page 8 of 8 performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.
Unilateral Deobligation
The contractor shall submit all invoices under this award no later than ninety (90) calendar days after the period of performance has expired, unless a request for extension has been submitted to, and granted by, the Contracting
Officer. After 120 calendar days have passed after the expiration of the period of performance, the Contracting
Officer reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
