About this file
This document comprises solicitation attachments for a Minnesota Department of Natural Resources (DNR) procurement for conference space to host the IMT3 Preseason Meeting on March 10 and 11, 2026, in the Brainerd/Baxter/Nisswa area of Minnesota. The solicitation requires vendors to submit responses electronically through the SWIFT portal, with all submissions subject to evaluation based on compliance with specifications detailed in Exhibit C and related supplements. Vendors must acknowledge receipt of all attachments and comply with all stated requirements, as failure to respond to the latest event version may result in bid rejection. A single purchase order will be issued per vendor, with payment made only after all items have been received and approved; partial payments are not permitted.
The attachments establish mandatory requirements for responders, including completion of a Declaration Form certifying the accuracy and reliability of submitted information, non-collusion among bidders, absence of organizational conflicts of interest, and authorization to bind the responding organization. Responders must submit a completed Price Schedule (Exhibit D) with their response, and failure to include pricing or use the required format may result in rejection. Vendors must provide contractor contact information for both contract management and purchase order coordination, and may specify prompt pay discount terms ranging from net 30 to various early payment incentives (1% to 5% discounts for payment within 10 to 30 days). The solicitation emphasizes that all responses must demonstrate compliance with state requirements and that the State reserves discretion in determining whether vendors meet specifications.
