About this file
This is a Performance Work Statement (PWS) for shaft seal technical representative services on the USCGC Campbell at the U.S. Coast Guard Yard in Baltimore, Maryland. The contractor must overhaul the port and starboard stern tube seal assemblies, including inspecting and measuring seat wear, machining seal seats, setting seal compression, and aligning each seat to run true with its associated shaft per Coast Guard Technical Publication 5454. The work requires measuring relative misalignment using a dial indicator to achieve a total indicator reading of 0.002 inches or less over three complete shaft revolutions, locking alignment bolts while the shaft rotates, and rechecking alignment in the presence of the Coast Guard Inspector. The contractor must also renew automatic air eliminators, disturbed seals, gaskets, and fasteners, then perform comprehensive testing including stern tube seal leak tests at 20 psig, inflatable seal air tests at 60-75 psi using nitrogen, and water leakage tests not exceeding one pint per minute after the vessel is waterborne.
The initial service visit for building port and starboard seals and vulcanizing rudder boots is scheduled for on or around August 31, 2026, with subsequent installation, testing, and waterborne alignment work to follow based on yard schedule. Work hours are 0700-1630 daily. The contractor must furnish all equipment and services except those explicitly provided by the government, including all personnel safety equipment meeting OSHA standards, vehicle hazard material labeling, and proper waste disposal in compliance with federal and state environmental regulations. The government provides material handling, utilities (water, compressed air up to 200 amps at 480 volts), and 24-hour emergency services. Contractors performing repeat access (seven or more days annually) must enroll in the RAPIDGate Program with associated annual fees and employee registration costs, and must comply with ISO 9001 and ISO 14001 standards, 29 CFR 1915 OSHA shipyard standards, and all Coast Guard Yard environmental management plans including spill prevention and storm water pollution control procedures.

Seal compression setting. Set the stern tube seal compression during the installation in accordance with TP 5454, Chapter 6, Section 6.2 (Setting Seal Compression). Alignment of seat. Align each seat to run true with its associated shaft in accordance with TP 5454, Chapter 6, Paragraph 6.3, and as follows: 3.4.3.1 Attach a dial indicator so as to indicate either the face of the seat, aft side of the face carrier, or the flat side of the forward main clamp ring near the butt joint, to measure relative misalignment of the seat in relation to the stationary face insert, as the shaft rotates.
Engage turning gear to rotate the shaft. Adjust the alignment bolts and drive bolts to have a total indicator reading of 0.002" or less while the shaft is rotating. Take readings for three complete revolutions of the shaft. Once alignment is complete, lock the alignment bolts with their locking nuts while the shaft is rotating and the indicator is still installed. Recheck alignment, after locking, in the presence of the Coast Guard Inspector. Submit CFR. Disengage turning gear and install splash guard onto the face carrier. Automatic Air Eliminator, Renew. Inflatable seal air test. Pressurize the inflatable seal to 60 psi using Nitrogen, in lieu of Carbon Dioxide. Visually inspect to ensure all pipe joints are tight. With seal inflated to 75-90 psi, shut off all supply valves, and monitor air leakage. Pressure must not drop more than 5 psi in 15 minutes. Submit CFR. Correct any discrepancy noted.
Inflatable seal water leakage test. After the vessel is waterborne, operate inflatable seal at normal pressure in accordance with TP 5454, Chapter 2, Section 2.3 (use Nitrogen, in lieu of Carbon Dioxide). Slowly open the seal drain valve and drain the seal cavity. Once seal cavity is drained, measure the seal leakage which must not exceed one pint per minute. Submit CFR. Take corrective action if the leakage is exceeding one pint per minute. Align the seal water flush lines for normal operation. Stern tube split seal change-out. The Contractor must be aware that the Government reserves the right to furnish a new stern tube split seal for installation in-place of the one removed.
