PAVEMENT REPAIRS
UNION VILLAGE DAM
THETFORD, VT
Seed Task Order Statement of Work for Paving MATOC Solicitation No. W912WJ20R0015 March 2020
A. General Description of the Work to be Performed
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under this statement of work and associated contract drawings.
The proposed project consists of repairing the pavement at the USACE Union Village Dam. The project includes two separate locations. One is approximately 1100 LF of the paved portion of Buzzell Bridge Road (Area 1) and the second area is an approximately 750 SF parking area off Academy Road (Area 2). The project will include the following:
• Full Depth Reclamation of the existing pavement within Area 1.
• Removal and disposal of existing pavement near gatehouse and at beginning of inlet works access road between Buzzell Bridge Road and access gate.
• Excavation of gravel/mixed fill at parking area within Area 2 and installing new gravel base course.
• Regrading, compaction, and placing new bituminous concrete binder and surface courses in Area 1 and
Area 2.
• Swale cleaning and installation of jute mesh in Area 1.
• Top soil and seed any areas disturbed by construction activities
Existing Conditions. Area 1 is an existing 16 foot wide paved access road with guardrail along the westerly side and a narrow vegetated swale separating the pavement and steep ledge along the easterly side (Photos 4, 5, 6). The road provides dam access via the “Buzzell Bridge Road” off of Rt 113 and allows access to the inlet works for regular maintenance. The scope within this area extends from the gate house northerly to the inlet works access road. The scope for Area 1 also includes a small area of paving along the face of approximately half of the width of the gate house to approximately 12 feet off the building face and running perpendicular to the edge of the existing pavement adjacent to the ledge face (Photo 1 & 3). The area can be accessed via the main entrance to the project office site or from the dam access road off of Academy Road. Refer to Figure 1 for site locus and contract drawing C-101 for limits of work.
The majority of the pavement in Area 1 is in fair condition with several locations of wheel path rutting and alligator cracking. The adjacent swale needs cleaning to provide better capture of runoff from the steep ledge face before flowing onto or beneath the existing paved road. The pavement along the face of portions of the gate house is poorly patched and beginning to show signs of failure. There are no utilities beneath or above the scoped area except for two cross culverts conveying runoff from the swale to the lower side of the road. There is a 14 foot clear opening vehicle gate adjacent to the gate house.
Area 2 is an existing gravel/mixed fill parking area at the beginning of the dam access road off of Academy Road. It is used primarily for parking by recreational users (Photo 7 & 8).
Any part of the work required under this statement of work that is not described nor shown on the contract drawings which is ancillary, necessary, or normally required as a part of such work, or is necessary or required to make such installation satisfactorily and legally operable, shall be performed by the Contractor as incidental work at no additional cost to the Government.

1.5 CLASSIFICATION OF EXCAVATION
No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation.
2.1 MATERIALS
2.1.1 Gravel Base Course
Gravel base course shall meet the requirements of the Subsection
704.04 of State Specifications. All material shall pass the 3-inch sieve.
2.1.2 Reclaimed Base Course
Reclaimed base course material shall conform to the requirements of Section 310 of the State Specifications for Reclaimed Base Course.
Reclaimed base course material shall consist of a well-graded blend of the pulverized existing bituminous pavement and existing base course materials. All material shall pass the 3-inch sieve and not exceed 10 percent fines passing the No. 200 sieve.
2.2 SAMPLING AND TESTING
2.2.1 Sample of Reclaimed Material and Gravel Material
A 50 pound bulk sample of reclaimed base and gravel base courses material shall be submitted for approval of gradation and for approval of the soundness and durability of the gravel and sand particles. Test samples shall be representative samples taken in the presence of the Contracting Officer's Representative (COR). Testing of the material for compliance shall be submitted with the bulk sample for approval.
3.1 EXCAVATION
3.1.1 General
Reclamation, excavation, subgrade preparation, and construction of the base courses shall be done in accordance with the requirements specified herein. Base courses of the thickness shown on the contract drawings shall be constructed at the locations and to the limits indicated.
3.1.2 Excavation
Materials to be excavated will be unclassified, and shall consist of the removal of all materials of any description from within the limits indicated on the contract drawings and specified herein.
Excavation may consist of the removal of existing bituminous concrete pavement, existing gravel and mixed fill material, including all cobbles, and existing subgrade as indicated and where shown on the contract drawings. All boulders and cobbles shall be removed which protrude within the limits of the new base course or trench linings. Depressions formed by the removal of boulders and cobbles extending below subgrade shall be refilled with Gravel Base Course material and compacted as specified below.
3.1.3 Stockpiles
All stockpiles shall be constructed in areas as directed by the Contracting Officer and shall require a sediment control barrier around the perimeter. The construction of a stockpile at a location where, in the opinion of the Contracting Officer, its presence will affect the stability of an excavation slope or face will not be permitted. Stockpiled materials used in the permanent work shall be protected from contamination of other stockpiles. Stockpiled materials not used in the permanent work shall be excavated and disposed of off-site. Prior to completion of the contract all stockpile areas shall be cleaned to preconstruction conditions including the removal of all gravel, rocks, and stones of the stockpiled materials and graded as directed. Prior to demobilization, the cleaned stockpile areas shall be inspected for approval by the Contracting Officer.
3.2 PLACEMENT AND COMPACTION
3.2.1 Gravel and Reclaimed Base Courses
Gravel and Reclaimed Base Courses shall be constructed in accordance with the specified construction methods of Section 301 for gravel base course and Section 310 for reclaimed base course of the State Specifications, except as specified herein. The existing bituminous pavement and base materials shall be pulverized to a uniform depth indicated on the contract drawings. The reclaiming equipment shall be capable of processing materials to a continuous uniform depth and into a well-graded uniform homogenous mass. Prior to pulverizing the existing pavement, the Contractor shall locate and protect existing drainage and utility structures, underground pipes and other appurtenances. Reclaimed base course shall be spread, graded, and thoroughly compacted. The material shall be wetted and compacted with a power roller weighing not less than 10 tons, or an equivalent vibratory roller. The reclaimed base course shall be compacted to a firm, even, surface satisfactory to the Contracting Officer, and shall be compacted to at least 95 percent of the maximum density in accordance with ASTM D1557.
3.2.2 Subgrade Surface Preparation
Subgrade is defined as the surface material on which the reclaimed or gravel base course material is to be placed. Prior to placement of any backfill, all soft and yielding material and other portions of the subgrade which will not compact readily when rolled, vibrated, or tamped, shall be removed and replaced with satisfactory material. The surface shall be compacted uniformly with an approved power roller or a vibratory roller or compactor. Include any moistening or aerating to obtain a thoroughly compacted surface. The rolling or vibrating shall be continued until the entire subgrade is uniformly and thoroughly compacted. No backfill material shall be placed on any subgrade until the area has been inspected and approved by the Contracting Officer.
3.2.3 Plate Vibrator
Where compaction of subgrade and a layer of material cannot be accomplished with rollers as specified herein due to space limitations, subgrade surface and each layer of material shall be placed in 4-inch lifts and compacted with at least 6 passes with the active contact face of the vibrator. The plate vibrator shall be designed specifically for the compaction of soils by vibration. The surface contact plate shall be at least 18 inches in width.
3.3 UTILIZATION OF EXCAVATED MATERIALS
Excavated material not needed or unsatisfactory for backfill shall become the property of the Contractor and shall be removed from the site and disposed of in accordance with federal, state, and local laws and regulations.
3.4 QUALITY CONTROL TESTING
3.4.1 General
Quality control testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Tests shall be performed by an U.S. Army Corps of Engineers (USACE) approved commercial testing laboratory, or by the Contractor subject to approval of the Contracting Officer. Sampling and testing shall be repeated as necessary and as directed to ensure the required compaction is being achieved and that the materials are in compliance with the specifications. Areas improperly compacted shall be re-excavated to the depth directed, then refilled and compacted to the density specified at no additional cost to the Government.
