About this file
This is a Statement of Work (SOW) for the U.S. Fish and Wildlife Service Region 3 to repair the geothermal heating systems at the Detroit Lakes National Wildlife Refuge Headquarters in Minnesota.
The project requires the contractor to replace two failed WaterFurnace Envision heat pumps (Model NDV038TL001CBNN73SSBD) with the same model or an approved equivalent, conduct a pressure test following installation, identify any leaks discovered during testing, and provide a detailed repair estimate for identified issues. The 13,868-square-foot facility is equipped with a geothermal system consisting of forty-eight vertical heat exchange loop lines, each 350 feet deep. Site access will be coordinated with the Refuge Manager, and the contractor is responsible for obtaining all required utility locates. Prospective bidders must submit a Technical and Cost Proposal detailing field work, deliverables, incidentals, transportation, and any other associated costs. Evaluation criteria include engineer involvement in field work, price competitiveness, demonstrated ability to meet deadlines, and locality. Bidders are strongly encouraged to visit the site; failure to do so will not relieve the successful bidder from completing the project at the agreed-upon price. The project timeline spans 60 calendar days from contract award, with an initial kickoff conference within 7 days, work commencing and a written report with pressure test results due 45 days after kickoff, an internal review conference at day 52, and final documents executed by day 60. The Contracting Officer is Elvia Arellano (703-468-8250), with Carl Loescher serving as Project Architect and Contracting Officer's Representative.

Project #3R-MN-620-100 April 24, 2026
I. PROJECT BACKGROUND
The Detroit Lakes Wetland Management District is located in northwest Minnesota and includes the counties of Becker, Clay, Mahnomen, Norman, and Polk—an area of approximately 6,000 square miles. The district is divided into three general landscape areas of roughly equal size: the Red River Valley floodplain, the glacial moraine/prairie pothole region, and the hardwood/coniferous forest.
The district manages more than 42,000 acres of public land across 165 Waterfowl Production Areas (WPAs). Additionally, staff oversee more than 300 wetland and upland easements on private property, totaling over 11,000 acres.
The Detroit Lakes WMD Headquarters is located at 1732 North Tower Road, Detroit Lakes, MN 56501-7959. The building is a single-story structure with an addition completed in 2011. It includes 6,958 square feet of finished main-floor space and a 6,910 square-foot basement. The 13,868 square-foot facility is equipped with a geothermal heat pump system consisting of forty-eight (48) vertical heat exchange loop lines, each 350 feet deep, located northeast of the building (see attached drawings).
