About this file

This is a Questions and Answers document clarifying specifications and requirements for a geothermal heat pump installation and repair project located in Detroit Lakes, Minnesota. The document addresses seven key inquiries regarding project scope, technical requirements, labor classifications, bonding options, and reporting expectations.

The primary work involves replacing two failed WaterFurnace Envision geothermal heat pump units (model NDV038TL001CBNN73SSBD or an approved equivalent) and installing a pressure test system. Contractors must pressure test both the geothermal loop field and interior hydronic circuits, then provide a written report estimating repair costs for both pressure test leaks and any unrelated deficiencies discovered during installation. Offerors proposing equivalent equipment must submit technical data with their quotes for Contracting Officer approval. The project location is confirmed as 1732 North Tower Road, Detroit Lakes, MN 56501-7959 per the Statement of Work. Labor classification for geothermal heat pump technicians should follow AAM#247 guidance; no additional conforming classification is required. For bonding, the Government accepts either separate performance and payment bonds or alternative payment protection options per FAR Part 28 and FAR 52.228-13, with payment bonds required for construction above $35,000 and performance bonds required above $150,000. All construction projects must maintain liability insurance meeting FAR 28.307-2 requirements.

Answer: The locations are 0.4 miles apart. The SOW provides the location and details of the project. The information below Delivery Location Code 0011279776 is part of the contract writing system and serves payment purposes.

2. For Quote Schedule line item 0004, “Pressure Test System,” should the pressure test cover the geothermal loop field, the interior hydronic circuits, or both?

Answer: Pressure test both the geothermal loop and the interior hydronic circuits.

3. Which Davis-Bacon labor classification and wage/fringe rate should be used for technicians installing and connecting the geothermal heat pumps? Please also confirm whether the Government expects a conforming additional classification for geothermal/HVAC technicians.

Answer: No, the Government does not expect a conforming additional classification. Please use AAM#247 (https://sam.gov/wage-determinations/resources/all-agency-memos) as your guidance to classify the work of your employees.

4. SF 1442 Block 12a indicates that performance and payment bonds are required, while FAR 52.228-13 describes alternative payment protection equal to 100% of the contract price. Please confirm whether the successful contractor must provide separate performance and payment bonds, or whether the alternative payment protection may be used for this acquisition.

Answer: All construction projects require insurance that meets requirements in FAR 28.307-2 Liability. Construction above $35,000 requires a payment bond. Construction above $150,000 requires performance bonds. There are different kinds of payment bonds and alternative payments per FAR Part 28, 52.228-13 gives you the options acceptable for this project.

5. Quote Schedule line item 0003 is labeled “Replace Water Pumps.” Please confirm that this line item is intended to read “Replace Geothermal Heat Pumps” and covers replacement of the two failed WaterFurnace Envision units identified in the Statement of Work.

Answer: Revised to “pumps.”

6. The Statement of Work identifies WaterFurnace Envision model NDV038TL001CBNN73SSBD.
