Performance Scope of Work

Pathology Replacement Unit

General: The Fresh Air Unit that cools the Pathology building is at the end of its useful life and need replacement. Project was placed in the 2020 PIMC FEPP under HVAC Improvements.

Lab needs about 25 tons (currently has 22 tons and that is not sufficient, especially when there is high humidity) of cooling and 4,000 CFM (or CFM flow design to make sure the building is cooled or heated properly with 100% outside air) and possibly with a variable frequency drive. The lab also needs more that 26 KW of heat (this is what the current system has and it is not adequate). PIMC would like to request a heat pump maybe with supplemental electric heat if needed (that can be used for humidity re-heat and heat when the outside temperature is low or hot gas reheat). PIMC would also like to request a side discharge which would not necessitate a custom curb, just moving a ductless mini-split and adding concrete for a pad.

The Medical Center would like the installation performed during the cooler months, and even during that time the laboratory may need supplemental cooling. The main reason is the lab uses paraffin to store the samples and it has a low melting point (in the upper 90 degree Fahrenheit, but the doctors like to keep the building temperature in the 70s (ASHRAE 170 say 70 to 75). This unit is for a laboratory and has 100% Outside Air so this unit has to have enough cooling when the temperatures are very high and be able to cool and dehumidify when the humidity is high, during the “monsoon season”. This unit shall also be designed to heat the 100% outside air conditions in the cooler months, such as February.

A suggested TRANE unit would be OAGE300F3, this is an outdoor air 4000 CFM (can be sized for less airflow as long as it meets the cooling/heating and dehumidification requirement with 25 tons of cooling and heat pump heating, horizontal discharge with 208 Volt 3 phase (if unit does not perform, the contractor shall replace during the first year at their cost). The Phoenix Indian Medical Center prefers Trane units (or American Standard – same units) because we have standardized those on campus on the outlying buildings. An equivalent system may be proposed, but if it does not exceed the TRANE in performance/efficiency, warranty and a design for 100% outside air for a laboratory environment.

A) Contractors shall arrange installation to not interfere with the operations of the laboratory.

B) Contractors shall contact the PIMC Switchboard 602-263-1200 so they can notify security.

C) Contractors shall coordinate the install with the power plant personnel D) Contractors shall adhere to infection prevention policies when working inside the buildings, permits may be required from Engineering.

E) Contractor shall coordinate parking with the engineering department (COR, Facility Manager or USFO).

F) Contractor shall check in with the Engineering office and pick up a badge, if this is outside of normal business office, security shall be notified as well as the power plant, call 602-263- 1200 and ask for these locations.

G) Contractor shall remove all Fresh Air Unit after new unit is commissioned

To be furnished with Bid:

1. The following deliverables shall be provided with bid:

a) Proposed Key personnel (as required).

(1) Installation supervisor, experience with mechanical/HVAC projects

(2) Installation foreman, experience with mechanical/HVAC projects

b) Proposed brief schedule of work, shall include a quality control plan that addresses the accomplishment of each task in this requirement and how the satisfactory completion of each task is measured.

c) Proposed solution for the HVAC requirements.

d) Solution for temporary cooling if needed

e) Interfacing with Integrated Control Systems to place the new unit on the

Automated Logic control system. Contractor might have to modify design to work with the building controls, temperature and humidity for 100% outside air laboratory design.

2.0 To be furnished after award:

2. The following deliverables shall be provided after award.

a) Proposed performance from manufacturer

b) Submittals for the HVAC unit to be installed

c) Submittals for the electrical disconnect

d) Submittals for the unit controls

e) Submittals for the insulation and aluminum covering

f) Submittals by controls contractor

3.0 To be furnished after installation:

3. The following deliverables shall be provided after award.

a) The start-up report, pressures, temperature, amp draw

b) Two copies of the installation manual for the HVAC unit.

c) Two copies of the operators manual for the HVAC unit

d) Warranty certificate

e) As-build from the controls contractor

4.0 Suggested Configuration (can be like or similar as long as it meets the cooling/heating and dehumidification requirements, contractor shall meet these conditions throughout the year or they will have to replace this unit with a machine that fulfills the requirement at their cost).

Suggested unit: Trane Horizon Air Source Heat Pump (like or similar) Suggested: Size G300, model number OAGE300F3-C1B400BC-00000AG0001003B0A3A1 but contractor is responsible for sizing the unit so they do not have to replace the unit because it does not perform.

Requirements: use existing circuit 208, 3 phase 60 HZ, max protection 200 AMPS, contractor will have to reuse existing circuit. It is the contractor’s responsibility to determine is the existing conductors need to be replaced.

Airflow shall be horizontal tap into existing duct with no return since this laboratory exhaust is hazardous.

The unit shall be designed to keep the building at about 72 degrees, (ASHRAE 170 gives a range on 70 to 75, but history shows that 73 and above is difficult for the folks to work and the samples to be workable) the lab uses paraffin for their biopsies and they need their samples to be useable.

Controls: the contractor shall work with Integrated Control Systems, Inc. and the existing Automated Logic building system, which will influence the initial design, so Automated Logic can interface with the Trane (or similar) unit.

Air flow monitoring may be an option, to interface with Automated Logic.

Shall have a hail guard.

Shall have a double wall construction and/or thermal break design, since this is on the South side of the building in the sun and elements
