About this file

This is Amendment 0004 to a Request for Quotation (RFQ) issued by the Naval Surface Warfare Center Philadelphia Division on October 20, 2026. The amendment addresses a technical issue regarding the posting platform for the RFQ. Due to a technical problem, the RFQ will now be posted directly to the System for Award Management (SAM.GOV) instead of the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. All other terms and conditions remain unchanged, and the submission deadline has not been extended. The original solicitation number is N6449826Q5248, dated August 4, 2026.

Quoters must submit quotations electronically via email to both Christopher McCarthy (christopher.m.mccarthy26.civ@us.navy.mil) and Anthony DiPlacido (anthony.j.diplacido.civ@us.navy.mil) by the closing date and time specified in the solicitation. Quotations must include a completed and signed SF 1449 form with all amendments acknowledged, a capability statement, past performance information for up to five projects within the last five years, and pricing proposals for CLINs 0001-0002. Quoters must be registered in SAM and comply with DFARS 252.204-7025 Cybersecurity Maturity Model Certification requirements. Questions must be submitted seven days before the closing date to the Contract Specialist. Responses to questions will be posted to SAM.GOV. All required quote information must be submitted directly via email; links to external data centers are not permitted. Upon receipt of a government order, vendors must indicate acceptance in writing within three business days.
