About this file

This is a Standard Form 30 Amendment to a solicitation that extends the proposal due date and clarifies welding certification requirements for a three-year Nickel-Aluminum-Bronze (NAB) weld repair services contract.

The amendment extends the response deadline from March 18, 2026 to April 3, 2026 for solicitation N6449826Q5048. The contracting office is the Naval Surface Warfare Center Philadelphia Division (NSWCPD), with the Procuring Contracting Officer being Shain Quigley. The Statement of Work describes a three-year Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract requiring two certified welders to perform weld repair services at the Naval Foundry & Propeller Center in Philadelphia, Pennsylvania. Each delivery order will deploy the two welders for two-week periods (80 hours) with a maximum of five trips per contract year. The amendment clarifies that radiographic and magnetic particle testing certifications are not required; however, welders must maintain current NAVSEA-approved weld workmanship program certifications and nondestructive testing (NDT) Visual Inspection (VT) certifications. Key personnel include one Lead Welder and one Welder, each requiring a minimum of one year of experience welding NAB at depths of six inches or more, completion of an approved apprenticeship program or high school diploma/GED, and experience welding in confined spaces. All contractor personnel require DoD security clearances and must comply with extensive security protocols, including OPSEC requirements, facility access restrictions, and controlled unclassified information (CUI) handling procedures. The work site operates core hours Monday through Friday from 0600-1500 at a classified Navy facility, with all travel, materials, and direct costs included in the firm-fixed price for each delivery order.
