About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the Commanding General, Marine Corps Base Camp Lejeune, North Carolina on August 26, 2026. The amendment modifies RFQ M6700126Q0126, originally dated August 14, 2026, and documents the Contracting Officer's determination to withdraw the Small Business Set-Aside restriction, transition the acquisition strategy to Full and Open Competition (Unrestricted), and extend the solicitation response deadline.

The key changes include: Percent Set-Aside reduced from 100 percent to unrestricted; Size Standard remains $12,500,000.00; Small Business Type classification removed; Response Due Time extended from 2:00 PM to 3:00 PM EDT; and Response Due Date extended from August 21, 2026 to August 28, 2026. The amendment deletes FAR Clause 52.219-6 (Notice of Total Small Business Set-Aside) under Deviation 2026-O0038. Quoters must acknowledge receipt of this amendment and submit quotes electronically via email to john.reese@usmc.mil with the RFQ number clearly shown in the subject line. Quoters must possess a PIEE account with WAWF module access and submit technical capability statements, performance plans, experience documentation, quality control plans, past performance references (maximum three within five years), and firm fixed-price quotes for each line item using FOB Destination pricing. The evaluation criteria include Technical Capability and Confidence Factor, Past Performance and Relevancy Factor, Betterment Factor, and Price Factor on a "Best Value" basis, with non-price factors combined being approximately equal to Price. Questions must be submitted by August 19, 2026 at 2:00 PM EDT, and quotes may be submitted via email (preferred method) or hand delivery to Camp Lejeune's Contracting Department through August 28, 2026 at 3:00 PM EDT.

Evaluation - Commercial Products and Commercial Services Addendum to Evaluation - Commercial Product and Commercial Services

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Feb 2026):

This acquisition will be conducted in accordance with SAM.GOV.

BASIS FOR AWARD is "Best Value" to the Government. The Government will issue a single firm fixed-price purchase order for services on an "all or no" basis.

The Quotes will be evaluated based on factors of Technical Capability, Past Performance, Betterment, and Price. When non-price factors are combined, are approximately equal to Price.

The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract. The Government reserves the right to have "Exchanges with the Best-Suited Quoter." The Government will award a contract resulting from this RFQ to the quoter whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The Government intends to conduct a comparative evaluation. The following factors shall be used to evaluate quotes:

1. Technical Capability and Confidence Factor: The Government will evaluate the Contractor's proposed methodology for meeting the requirements outlined in the Performance Work Statement. The quoter shall demonstrate the ability to provide all personnel necessary to perform the PWS services. A more detailed and well-conceived plan will be rated more favorably.

The Government will document noteworthy meaningful performance distinctions and capabilities for Confidence Rating:

confidence and decide whether the factor overall gives the government confidence in the quoters solution.

2. Past Performance and Relevancy Factor: The Government will assess the Contractor's demonstrated history of successful performance on projects of similar size and scope in the last 5 years. The Government will review past performance in CPARS and SPARS and other Government sources. The quoter may submit a maximum of three references within 5 years and relevant past performance and include contract number(s), dates of services, and Government contact information (name, phone number, and e-mail) for verification of contracts that they have performed the services.

3. Betterment Factor: Quoter may include a statement to improve efficiency, innovation, and quality of the PWS services beyond the government's requirement. Betterment may be added by the Contracting Officer to the PWS. The quoter shall verify their capability to meet the required POP state date and transition period to provide timely PWS services. The Government will assess the Contractor's ability to fulfil the Government's requirement during the required periods.

4. Price Factor: The Government will evaluate the total quoted price for reasonableness. The price quoted shall be submitted separately from the technical quote. The quoter shall submit quoted pricing for each CLIN total. The Government will evaluate the reasonableness of the price of each acceptable quote in relation to the vendor's relative capability.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quoter is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Notice of Award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
