About this file

This is a Request for Quote (RFQ) for pathology analyzer maintenance services issued by the Defense Health Agency on behalf of Landstuhl Regional Medical Center (LRMC) in Germany. The solicitation number is HT940626QE0170001, with an issue date of 13 March 2026 and an offer due date of 20 March 2026 at 12:00 PM local time in Germany.

The requirement covers service, maintenance, repair, and calibration of two Ortho Vision pathology analyzers (serial numbers 50003174 and 50003175) located at LRMC's Transfusion Services Department in Landstuhl, Germany. The contract is structured as a Request for Quote under FAR Part 12 (commercial products and services) with a one-year base period from 1 April 2026 to 31 March 2027, followed by three one-year option periods. The pricing arrangement is firm fixed price. Award will be made to the technically acceptable quoter offering the lowest price based on an evaluation of eight technical subfactors (preventive maintenance, safety standards compliance per NFPA 99, parts replacement, technician experience, software updates, certified parts availability, manufacturer modifications, and 48-hour repair turnaround). The solicitation is set aside for Women-Owned Small Businesses (WOSB), with the North American Industry Classification System (NAICS) code 811210 and a small business size standard of 150 employees. Only one purchase order will be awarded on an "all or none" basis. Quoters must be registered in the System for Award Management (SAM) and must submit electronic quotes to the identified contracting personnel. The contract will incorporate standard FAR and DFARS clauses, including provisions for electronic payment via Wide Area WorkFlow (WAWF), tax relief under German tax agreements, and antiterrorism/force protection requirements for contractors operating overseas.
