1. The 65th Contracting Flight is issuing this solicitation, FA448620R0011, as a Request for Proposal (RFP) using FAR Part 12, Acquisition of Commercial Item, FAR Part 13, Simplified Acquisition Procedures, & FAR Part 15 Contracting by Negotiation for Lajes Field, Azores, Portugal. This solicitation is for Custodial Services, and is a full and open competition, with a NAICS code of 561720, Custodial Services.
2. The Government intends to award a Firm-Fixed-Price Contract, in accordance with FAR 16.202. A single award will be made as a result of this solicitation. Please be advised that this RFP in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation. Vendors must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for award.
3. To ensure timely and equitable evaluation of the proposal, the Offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of three (3) separate parts: PART I - Price Proposal, PART II - Technical Capability and PART III - Past Performance.
PART I - Price Proposal
(a) In Supplies or Services and Prices/Cost complete columns for Unit Price and Amount for Base Period and four (4) Option Years.
(b) All prices shall be submitted in EURO.
(c) Vendors must agree to hold their prices valid for ninety (90) calendar days after the due date of this solicitation.
PART II - Technical Capability
(a) Vendors must provide a detailed narrative of their Quality Control Plan (QCP). The QCP shall address how the offerors intends to meet or exceed the standards described in the Performance Work Statement (PWS) with an emphasis on the Service Summary.
PART III - Past Performance
(a) Vendors must provide at least (3) references occurring within the last (5) years from the issuance date of the solicitation for whom they have performed similar services. Similar service means that the work must have been related to the requirements identified in the PWS. These references can be of past or current contracts.
(b) Vendors must provide at least one (1) reference in similar service, with a minimum of one (1) year of continued performance.
(c) The information for each contract or subcontract shall be submitted through the Performance Relevancy Questionnaire (PRQ) provided in Exhibit A of this solicitation.
4. The Government will hold a meeting with any interested vendors to go over the solicitation requirements, the PWS and answer any questions that may arise on 30th June 2020, 09:00AM AZOST.

7. Evaluation factors and standards: The addendum to FAR Clause 52.212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (Mar 2020) provides information on the format and content of the proposal package and what items need to be submitted for each part. The Clause 52.212-2, EVALUATION-- COMMERCIAL ITEMS (Oct 2014), provides a complete description regarding the evaluation factors for award.
8. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination, and if in the Contracting Officer's opinion, adequate price competition exists, no additional information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price.
9. The offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all which shall be within the required page limitation and with the number of copies as specified. Pages exceeding the page limitations set forth in the section will be removed from the proposal and will not be read or evaluated.
10. A page is defined as each face of a sheet of electronic paper containing information. Page line spacing shall be 1.5 lines. Except for the reproduced sections of the solicitation document, the text size shall be no less than 12 points. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins.
Pages shall be numbered sequentially by volume.

11. SPECIFIC INSTRUCTIONS
PART I - PRICE PROPOSAL (EVALUATION FACTOR 1)

(a) Quality Control Plan
(b) Description: This factor evaluates the offeror's Quality Control Plan.
(c) Measure of Merit: This requirement is met when the offeror's proposal provides a Quality Control Plan that demonstrates how the offeror will maintain the acceptable quality levels described within the Performance Work Statement with an emphasis on the Service Summary.
PART III - PAST PERFORMANCE (EVALUATION FACTOR 3)
(a) Vendors must provide at least (3) references occurring within the last (5) years from the issuance date of the solicitation for whom they have performed similar services. Similar service means that the work must have been related to the requirements identified in the PWS. These references can be of past or current contracts.
(b) Vendors must provide at least one (1) reference in similar service, with a minimum of one (1) year of continued performance.
(c) The information for each contract or subcontract shall be submitted through the Performance Relevancy Questionnaire (PRQ) provided in Exhibit A of this solicitation.
Offerors will be evaluated on their past performance under recent and relevant contracts for support similar to this solicitation. Offerors shall ensure that Past and Present Performance Questionnaires (PPQ) provided in Exhibit B of this solicitation are sent to at least three (3) past performance references and no more than five (5) references. A listing of these references shall be included in Part III - Past Performance. Contractors shall instruct their references to email all questionnaires directly to the Contract Administrator and the Contracting Officer at claudia.silva.pt@us.af.mil and 65CONF.LGC.ALL@us.af.mil. The Government will utilize the Past and Present Performance Questionnaire to evaluate the quality and extent of offeror's past performance.
Additionally, the Government may contact references other than those identified by the offeror. The Government may also review Contractor Performance Assessment Reporting System (CPARS) and/or other past performance information sources to obtain additional information that may be used in the evaluation of an offeror's past performance.
12. Custodial Service falls under Portuguese law specifically article 12 of the collective agreement n. 32/2018 dated 21 September 2018 therefore offerors shall take this in to consideration when submitting their proposal.

Evaluation Factors for Award

52.212-2 EVALUATION--COMMERCIAL ITEMS (Oct 2014)
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the lowest price technically acceptable (LPTA) offer utilizing FAR Parts 12, 13, and 15. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government's best interest. The following factors shall be used to evaluate offers:

PART I - Price Proposal PART II - Technical Capability PART III - Past Performance
1.1 - FACTOR 1: PRICE PROPOSAL
1.1.1 All proposed prices will be determined by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Failure to include a price for each CLIN may exclude the vendor from further consideration for award.
1.1.2 The total evaluated price will include all option periods. The price evaluation will document the reasonableness and completeness of the total evaluated price. In accordance with FAR clause 52.217-5, the total evaluated price will be reached by factoring in an additional 50% of the final option period price to the proposal, in order to reflect the price of a maximum six month extension.
Arithmetic Discrepancies. For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies as submitted by the offeror.
(A) Obviously misplaced decimal points will be corrected;
(B) Discrepancy between unit price and extended price, the unit price will govern;
(C) Apparent errors in extension of unit prices will be corrected;
(D) Apparent errors in extended prices per CLIN will be corrected.
1.1.3 The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
1.2 - FACTOR 2: TECHNICAL CAPABILITY
1.2.1 The vendor's technical capability will be evaluated against the criteria specified in the addendum to FAR 52.212-1, Instructions to Offerors--Commercial Items. Vendors must demonstrate that they have an appropriate Quality Control Plan that is capable in maintaining the acceptable quality levels stated within the Performance Work Statement.
1.2.2 The vendor's technical capability will be evaluated for acceptability, on a pass/fail basis, in accordance with the rating below. The vendor must receive an acceptable rating in order to be considered for award:

Similar service means that the work must have been related to the requirements identified in the PWS. One reference must be with a minimum of one (1) year of continued performance.
1.3.2 The vendor's past performance will be evaluated for acceptability, on a pass/fail basis, in accordance with the rating below. The vendor must receive an acceptable rating in order to be considered for award:

ACCEPTABLE Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.
UNACCEPTABLE Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)
(2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "Unknown" shall be considered "Acceptable."
The Past Performance information may be obtained from the following sources:
(A) Reference List (Please see details in the Addendum to FAR 52.212-1, Part III).
(B) Past and Present Performance Questionnaire
(C) Past Performance Information available from other sources such as Contractor Performance Assessment Reporting System (CPARS) and/or other past performance information sources to obtain additional information that may be used in the evaluation of an offeror's past performance.
2. Award Process: The Government intends to award to the lowest priced, technically acceptable offeror. In accordance with 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score offers. Consistent with simplified acquisition procedures, the evaluation process is as follows:
Price: The Government will evaluate all proposals for price, ranking the offerors from the lowest to highest total evaluated price. If the lowest priced proposed is measured unacceptable, the second lowest will be evaluated.
This shall continue until a vendor with an acceptable technical capability and past performance is found. An offeror must receive an acceptable for both technical capability and past performance to be found "Acceptable" and receive an award.
Technical: The lowest priced proposal will then be evaluated for their technical capability. The vendor must receive an acceptable rating in order to be considered for award.
Past Performance: The lowest priced proposal that received an "Acceptable" for their technical capability, will then be evaluated for their past performance. The vendor must receive an acceptable rating in order to receive an award.
3. Options. The Government will evaluate offers for award purposes by adding the total price for all options, to include FAR 52.217-8, to the total price for the basic requirement. For the evaluation of the option price pursuant to FAR clause 52.217-8, Option to Extend Services, 50% of the price(s) proposed for the final option period will be included in the total evaluated price (TEP). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
4. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
